Operations?
Here are the characteristics of HPO.
The organization:
1. Uses well defined and effective systems and processes
for major business functions.
2. Creates a culture that makes deliberate continuous
improvements of company performance
by design and not by a chance.
3. Operates at minimum/optimum cost.
4. 4. Creates a culture of accountability and discipline.
5. Uses some kind of methodology and models.
Once you build an organization with the above
characteristics, you can say what Howard Schultz –
Starbucks CEO said:

because it is built for that.”
