This document discusses ICAO's Next Generation Aviation Professional Development Strategies to address concerns about ineffective human resource planning to manage increasing demands on the aviation industry. ICAO formed a task force in 2010 to develop strategies to overcome shortages of human resources and competencies. Their initiatives include organizing global and regional conferences to share experiences, validating data, collaborating with organizations, and developing standards for new training methods and program accreditation to ensure aviation professionals acquire skills needed for technological advancements. The strategies aim to provide competent professionals in critical areas like pilots, maintenance engineers, and air traffic controllers to manage surging demands from growing air travel and new aircraft orders.

2. Global Phenomenon
• Concerns of the Aviation Industry
• Increasing demand for air travel
sparked by the LCCs
• Unprecedented high orders for
new aircrafts
• Airport congestions
• Shortages of human resources
• Sustainable development
• Economy
• Environment
• Energy

4. ICAO NGAP
• In 2009 ICAO raise concerns
about the ineffective human
resource planning to manage
the various aspect of the
aviation industry in the future
• The demand for competent
human resources in critical
areas will surge as the number
of new aircraft orders increased
• A task force for Next
Generation of Aviation
Professionals is formed in 2010
to find solutions to the problem

5. Air Travel Demand
• The air travel
demand has
recently surge
as the result of
cheaper air
travels
• Being an elastic
demand, any
drop in prices
will attract more
demands for
travel
"5
6. AIRBUS also agrees in their research that the demand for air travel is increasing
irrespective of the global economic conditions
"6
7. Increasing travel demand also translate into new aircraft
purchase. Airbus Industries predict huge demand by 2030
Driven by LCCs
"7
8. Advancement in technology
lowers aviation operational
costs
• Lighter weight due to
composites technology
• Reduction of fuel consumption
due to advance propulsion
technology
• Less congestion of airspace
due to the usage of satellite
technology
• Advance electronics changes
the way pilots and engineers
operate the aircrafts
"8
9. Increasing flights but fuel demands remain relatively
flat due to technological advancement
"9
10. Two fold issues faced by the aviation industry
• The increase number of aircrafts require more professionals in critical
areas such as:
• Pilots
• Maintenance Engineers
• Air Traffic Controllers
• The advancement of technology require these professionals to acquire
higher technological competencies, such as advanced materials,
computerization and imbedded electronics in aircraft systems.

11. IATA and ICAO works closely with manufactures to forecast the
human resource requirement

12. ICAO NGAP Initiatives
• ICAO formed a task force in 2009 to develop strategies in overcoming the
shortages of human resource capacity and competency
• Organize a world wide symposium in 2010 to highlight and carry out
experiential sharing among national authorities, manufacturers, trade
organizations and aviation companies.
• Regional conferences were organized throughout 2010 and 2011 to focus on
the various aspects of solutioning.
