The document summarizes a public library development project in Latvia called "Trešais tēva dēls" which received $16.2 million from the Bill & Melinda Gates Foundation. The goals of the project were to provide free computer and internet access in all Latvian public libraries and train librarians. Over 4000 computers were installed in 874 libraries between 2006-2008 and 1800 librarians received 140 hours of training. The project aimed to increase the prestige of libraries and access to information resources for all Latvian residents.
