Territorial election commissions (TEC)
Developed within the framework of the project “Enhancing Cybersecurity and Transparency of Electoral Processes in Ukraine"
implemented by the OSCE Project Coordinator in Ukraine in cooperation with the Central Election Commission of Ukraine
and funded by the the United States, Norway and the Slovak Republic
2. Local elections:
• There are 10619 territorial election commissions in Ukraine responsible for
organizing and administrating of local elections (oblast, rayon, city, settlement
and village councils, city, rural, settlement majors, local deputies);
• More than 25,000 local elections have been organized by TECs of different level
since October 2015 till nowadays;
• 168 450 pricincts of different levels are formed to hold local elections.

4. Key problems of digital support for local elections:
There is no public access to up-to-dated organized information on
local election, e.g., list of candidates, election constituencies, voting
results
Lack of unified digital system of documents exchange between TECs
and the CEC, and between TECs of different level (oblast, rayon, city,
town or village)
Lack of standards for local elections data and tools for their exchange
between the TECs, election contestants and civil society
5. The problem can be resolved through the
establishing of TEC web-resource that will ensure
following functions:
Unification of information on local election at every level based on principle all-in-one;
Automatization of election administration procedures (templates of typical TEC
documents and reports, “Local Elections Calendar”, «Constructor of Voting Ballot”)
Managing of information on local elections;
Improving of TEC online presence and Internet release of election data

13. Ballots
E-tool that allows TEC entering data on lottery results for political parties listing in
the ballots, recording fact and dates of lottery, generating of text for voter ballot and
recording TEC activities after ballots approval.
14. Election Day
Aimed at recording data that TEC collecting during the voting day
from every polling station: number of voters in the voting lists,
number of voters in the extract of voters lists, number of voters
participated in the voting, etc.
15. Voting
tabulation
Allows TEC to record data from polling stations, including discrepancy acts, review of
general data of voting results (number of approved protocols, number and percentage of
votes received by the party or candidate), review of relevant protocol’s data with voting
results.
