Dike reinforcement programme:
‐ Every ~5 years update boundary
conditions and all (primary) dikes and
structures are tested on height and
stability / strength
‐ 2001 and 2006 ~ 370 km failed
subsidy for reinforcement
‐ 89 projects, 11 Water boards
‐ 3 Billion Euro, ~200 – 400 MEuro/year
‐ Finished in 2017

The chosen governance model helps to move towards integrity
Lessons:
‐ People willing to change and cooporate when they experience benefits
‐ Communication between organizations is difficult
