Observations and comments
The AUC and the Global Fund organised a
meeting of African ministers of health, civil
society and development partners to sustain
advocacy efforts on how national governments
can accelerate efforts to increase domestic
financing for health in November 2013 in
Addis Ababa.
The meeting discussed existing trends in
national AIDS response coordination and
strategies for action by National AIDS
Councils with support from Regional
Economic Communities, the AUC and
development partners. The meeting came
up with key recommendations for reviewing
coordination mechanism between RECs and
the AUC on health policy and programmes,
reviewing indicators for AIDS, TB and malaria
in continental monitoring and accountability
mechanisms in particular the African Peer
Review Mechanism (APRM), finalisation of
the practical guide for implementation of the
AU Roadmap for Shared Responsibility and
Global Solidarity for AIDS, TB and Malaria
and promoting information and knowledge
sharing.

UNAIDS met with legislators, civil

Union Roadmap on Shared
Responsibility

Solidarity on AIDS, TB and
Malaria (2012-2015) on the sidelines of the International AIDS
Conference on AIDS and STIs in
Africa ICASA. The meeting
looked at the progress that has
been achieved in the first year of
implementation of the Roadmap
and how leaders can leverage on
their roles to further strengthen
the AIDS response.

The declaration among others seeks to
accelerate the implementation of the earlier
“Abuja Commitments”; step up the mobilisation
of domestic resources to strengthen the health
systems; ensure that strategies are in place for
diversified, balanced and sustainable financing
for health, in particular AIDS, TB and Malaria,
through development of strategic health
investment plans and strategies for innovative
financing, including from the private sector;
implement effective and targeted poverty
elimination strategies and social protection

The African Union Commission with support
from UNFPA and other development
partners commissioned the Women and
girls, HIV/AIDS and conflicts: Situation
analysis of 11 selected conflict and postconflict countries in Africa” report. The
situational report assesses women and girls’
access to health care services as well as
sexual and gender-based violence status,
which brings to the attention of policy makers
and other stakeholders the need to take
concrete steps to address the situation.

Ahead of the Abuja +12 meeting the African

provide on-going support to HOSG.
The AIDS Watch Africa Secretariat was
established and housed in the Department of
Social Affairs to lead coordination,
harmonisation, monitoring, as well as
managing activities of AWA including
formulating
appropriate
policies,
programmes and plans of action necessary
for the operation and implementation of AWA
activities. The Secretariat staff which
includes AWA Policy Officer and AWA
Programme Advocacy & Partnerships Expert
were appointed in April 2013. The secretariat
is currently being supported by UNAIDS and
the Global Fund.
Appointment of AWA ChampionsDuring the 21st Ordinary Assembly
of the AU in Addis Ababa, Ethiopia
on 26th May 2013, five AWA
Regional
Champions
were
appointed
to
support
the
Chairperson of AWA in the
implementation of AWA’s objective
to
be
an
advocacy
and
accountability platform for HIV, TB &
Malaria response in Africa for two
years up to 2015. - North Africa.
The
AWA
meeting
also
appointed
Mozambique President Armando Guebuza
as the Vice-Chairperson of AWA. The AWA
“champions” are as follows: President

Africa; President Ali Bongo Ondimba of
Gabon - Central Africa; President Jakaya
Kikwete of the United Republic of Tanzania East Africa; President Joyce Banda of

AWA Champions action plan-The
AIDS Watch Africa Champions met
in July 2013 at the sidelines of the
Abuja Special Summit on AIDS, TB
and Malaria and mapped out action
to
accelerate
advocacy,
accountability
and
resource
mobilisation efforts towards ending
AIDS, TB and Malaria in Africa.
The meeting which was hosted by the
President of Federal Republic of Nigeria, H.E
Dr. Goodluck Ebele Jonathan adopted a
schedule of initiatives to be implemented
before the end of the Millennium
Development Goals. To leverage and
consolidate on the work that AWA
Champions are already doing at the
continental level Gabon will lead efforts to
champion the getting to Zero campaign in
Africa- Zero new HIV infections, Zero
discrimination and Zero AIDS-related deaths.
Côte d’Ivoire will champion strengthened
partnerships for AIDS, TB while Malawi will
champion the elimination of mother to child
transmission of HIV. Tunisia will champion
the Pharmaceutical Manufacturing Plan for
Africa to ensure access to affordable and
quality assured drugs. Tanzania will
champion malaria control and build on the
role that the president has played in the
African Leaders Malaria Alliance.
