1. WHAT IS THE TASK TEAM ON SOUTH-SOUTH COOPERATION?
The Task Team on South-South Cooperation (TT-SSC) brings partner countries, especially middle
income countries, donors, civil society, academia, regional and multilateral agencies together under a
common objective of mapping, documenting, analyzing and discussing evidence on the synergies
between the principles of aid effectiveness and the practice of South-South Cooperation (SSC).
Derived from the Accra Agenda for Action’s commitment to inclusive partnerships, the TT-SSC is a
southern-led platform hosted at the Working Party on Aid Effectiveness (WP-EFF) at the OECD

from three regional platforms1 and the World Bank Institute.
The TT-SSC’s activities are integral in defining the role of partner countries and Southern perspectives

2. WHY DOES SSC MATTER IN THE CONTEXT OF AID EFFECTIVENESS?
In the quickly changing global development governance, SSC is a diverse form of cooperation among
developing countries. In this context, the TT-SSC focuses documenting, analyzing and discussing
practice of SSC and their synergies with the aid effectiveness agenda, particularly addressing a “three-
fold mandate” emerging from the Accra Agenda for Action (article 19):
• Adapting the Paris Declaration and Accra Agenda for Action principles for SSC (AAA art. 19a);
• Enriching the effectiveness agenda with the practices and experiences of SSC (AAA art. 19b);
• Identifying complementarities between SSC and North-South cooperation (AAA art. 19e).
The TT’s analytical work focuses on the practice of technical cooperation particularly led by Middle-
Income Countries as both providers and recipients of development assistance. At the global level, the
TT-SSC aims to contribute to the evolving global effectiveness agenda by boosting horizontal
partnerships and peer learning, making technical cooperation more useful, promoting Southern
expertise and contributing to develop capacities.

2. 3. HOW CAN YOU SHARE EVIDENCE OF SOUTH-SOUTH COOPERATION WITHIN AID EFFECTIVENESS?
The core of the TT-SSC’s activity is building an evidence base for mapping south-south cooperation
practices in the context of aid effectiveness. The following three channels for sharing experiences and
evidence have been opened for you (as a country or multilateral institution) to become part of the
analytical work of the TT-SSC:
- You would like to share valuable experiences in a short description of your case (a case story)
to be presented in the task team’s website and during the HLE in Colombia
- You would like to conduct a study on your case looking into South-South cooperation in the
context of aid effectiveness
- You would like to share available or on-going cases, project and analytical work on SSC
A specific call for case stories will be circulated in November 2009 and remain open until 29 January
2010. Countries and organizations can also alert the task team on the possibility to conduct a deeper
case study. All cases should meet the following criteria:
1. The proposals should address South-South technical cooperation among two or more
governments which express interest in conducting the case study
2. The project should have taken place within the last five years, preferably the last two years
3. Detailed information on the process (planning, implementation and outcomes) as well as the
stakeholders of the case should be already available and/or quickly accessible
4. WHAT ARE THE BENEFITS OF PARTICIPATING IN THE ANALYTICAL WORK?
There are several good reasons to engage in the TT-SSC’s work presenting, conducting and discussing
case studies:
• Your country or institution will develop highly relevant expertise and knowledge on SSC and
aid effectiveness, hand-in-hand with experts from developing countries
• Country-led work will be supported by a global coordination mechanisms and the regional
platforms, in addition to the World Bank Institute
• Country-led experiences will be shared at global and regional events and launched in a
publication, with a sensitive impact on high-level policy-making
• Experts are encouraged to ensure excellence by awarding the most committed ones with an
invitation to the Colombia High-Level Event in March 2010
• Networks will be built around the TT-SSC, ensuring quick access to other practitioners and
decision-makers, especially in partner countries and regional institutions.

3. 5. WHAT’S NEXT IN SSC AND AID EFFECTIVENESS?
Regional perspectives on SSC are critical for localizing both SSC and aid effectiveness in their specific
contexts. Supported by the regional platforms, The TT-SSC will hold regional meetings with a two-fold
objective: 1) to take stock and review the analytical work; and 2) to provide a platform for regional-
level consultations to contribute to the Colombia High Level Event on South-South Cooperation and
Capacity Development in March 2010.
