STRUCTURE OF AMC
 AMC was set up under the 74th Constitutional
Amendment Act which insists the settings up of Urban
Local Self Government in India.
 It was established in accordance with The Mizoram
Municipalities Act, 2007.
 It should be elected after every Five Years.
 The highest board is that of the Board of Councillors,
who helds their meeting once in a month.
 The Chairman is the leader of the AMC Executive
Council, preceded by the Vice Chairman and the three
executive Councillors.
 It is the youngest Municipal body in India.
 It is also one of the most developing bodies.
THE MIZORAM MUNICIPALITIES ACT, 2007
An Act is to provide for the administration of town areas and
to establish municipalities in towns, transitional areas and urban
areas in Mizoram.
Whereas it is expedient and necessary to provide for the
administration of town areas viz., transitional areas and urban
areas and to introduce municipalities in Mizoram for the purpose
of bringing them in conformity with the purpose, substance and
direction of the Constitution (Seventy-fourth) Amendment Act,
1992 in general, and in particular to endow the municipalities with
functions and powers so as to enable them to function as vibrant
Institution of Local Self Government with greater People’s
participation in managing their own affairs besides importing
certainty, continuity and democratic content and dignity, aiming
among other things at the realisation of economic and social
justice.

PROMINENT TRANSFER ROLES
/FUNCTIONS OF AMC
Followings are the prominent roles/functions of AMC as
required by the 12th scheduled out of the 18 functions:
 Solid Waste Management
 Building Regulation
 Property Tax
 Parking Fee Collection
 Cemetary and Burial Ground
 Licensing Regulations
 Street Lighting
 Advertisement Taxes, Hoarding, etc.
 City Park
SOLID WASTE MANAGEMENT
 AMC is responsible for Solid
Waste Management under 82
Local Councils. These 82 Local
Councils have been taking
incharge for waste
management under the Public
Private Partnership (PPP)
mode.
 Under the PPP mode, annual
expenditure is around Rs.384
Lakhs.
 Local Councils are informed to
collect a minimum amount of
Rs.10 per household. 20% of
total expenditure for waste
management should be
collected among the public by
April 2013.
BUILDING REGULATIONS
 As per the AMC Building Regulations, 2012
nobody should built a house without prior
permission from the AMC.
 Any unauthorised construction can be
cancelled and charge a fine.
 Rs. 32.45 Lakhs have been received from
the Building Regulations.
PROPERTY TAX
 Property Tax has been levied since Jan 2012
 Buildings, land and properties with the AMC are
all listed and notified.
 During 2011-2012, total income from Property
Tax is Rs.2,11,13,998.
 Inorder to levy Property Tax through the unit
area method, survey has been proceding along
with the IDC.
 Property Tax software is yet to be introduced.
PARKING FEE COLLECTION
 The responsibility for
collection of paking fee has
vested in the hands of AMC
by the government on April
2012.
 Parking Fee Regulations
was made.
 More than Rs.20 Lakhs
were received from parking
fees.
 With the acknowledgement
of the Traffic Police,
provisions are made for
parking fee collection and
identification of parking
fees.
CEMETARY & BURIAL GROUND
 Any matters relating to cemetary is under the control
of AMC.
 The Riangvai Thlanmual is in the hands of AMC at
present.
 An official Board and Committee is being set up to
look into the matters concerning with common
cemetary, they have been surveying some places
outside the city area.
 No deadman should burried in any place with prior
permission from the AMC. Even it is needen to take
permission from the AMC to burried in their private
avenue.
LICENSING REGULATIONS
 The government has already passed and
published The AMC Licensing Regulation Act,
2012
 As per the regulations, all shops and enterprises
should have license from the AMC without fail.
 The AMC will permit to sell any food items only for
those possesing license from The Food Licensing
Authority.
 The Local Council should enforce strict regulation
in the system of giving NOC and Residential
certificate.
 The real success of this regulation lies in the
efficient function of the Local Council.
STREET LIGHTING
 The AMC is ensuring for
the comfortability for the
people of the municipal
area at night.
 Many street lights are
distributed to all the
Local Councils.
 Street Lights is one of
the most import
decorations of the City.
ADVERTISEMENT TAXES,
HOARDING, ETC.
 Advertisement and Hoarding Regulations are
made and they have been undergoing scrutiny
by the government.
 During the fiscal year, more than Rs.10 Lakhs
is expected to be earned under advertisement
taxes.
 The various localities within Aizawl City are
categorised.
CIVIL WORKS
 Rs.592.05 Lakhs is already received under
theTFC 1st installment for 2012-2013.
 2012-2013: 1st installment-Rs.174 Lakhs, 2nd
installment-174 Lakhs.
 Steps, retaining walls, side drain, culverts and
various community assets are made under the
TFC Grants.
FUTURE TRANSFER FUNCTIONS
 Regulations for Animal Control and Taxation on
Animals.
 Special measures are being taken to preserve and
protect the City Park and various Markets
 Provision is being made to create a separate
Municipal Cadre.
 Provision for Segregation of Waste is also being
processed.
 Provision is being made to keep Vice Chairman,
Secretary, Treasurer and Herald in the Local
Councils.
REFORMS MADE FOR JNNURM
 Accrual bsed accounting software is now
initialised.
 Provision is being made to introduced E-
governance DPR.
 Property Tax Reform is being processed- GIS
mapping and data are also proceeding and not
yet completed.
 25% of funds for urban poor in AMC budget is
now fullfilled.

In every Financial Year, the AMC is also preparing its budget.
The following table represent the four financial year budget of
the AMC:
CONCLUSION
After all the analysis and studies of the AMC, we came
to the conclusion that it is not perfect and matured. This is
due to the fact that the AMC is too young in comparision
with the other Municipalities in our neighbouring states, and
we, the people are also donot aware about the roles and
functions of the AMC. It is a note to keep that the AMC is
yet to fulfill even its first term after it came into existence in
Mizoram, even the first term is being proceeding and for the
time being lots of plans and project are yet to be completed
by it. In addition, there is insufficient availability of staffs and
assistence in the Office. Actually, there is no assistence to
the Councillors in privacy. Even if they need assistant they
have to pay the burden for the service of their own
assistence.
In oder to achieve the desire needs of the people, the
Government should increase the AMC with regard to taxes
and revenues. It is the need to vested the full fledge power in
the hands of the AMC by the State Government if it is the
need to achieve further more. Besides the Local Councils
also have to keep good co-operationwith the AMC.
Nevertheless, AMC is established for the
welfare of the citizens and it is the duty of every citizen to co-
operate with it in harmonise manner. Taking note that there is
inevitable duties to be fulfilled for the success of the Aizawl
Municipal Council.

STRUCTURE OF AMC  AMC was set up under the 74th Constitutional Amendment Act which insists the settings up of Urban Local Self Government in India.  It was established in accordance with The Mizoram Municipalities Act, 2007.  It should be elected after every Five Years.  The highest board is that of the Board of Councillors, who helds their meeting once in a month.  The Chairman is the leader of the AMC Executive Council, preceded by the Vice Chairman and the three executive Councillors.  It is the youngest Municipal body in India.  It is also one of the most developing bodies.
  • 7. THE MIZORAM MUNICIPALITIES ACT, 2007 An Act is to provide for the administration of town areas and to establish municipalities in towns, transitional areas and urban areas in Mizoram. Whereas it is expedient and necessary to provide for the administration of town areas viz., transitional areas and urban areas and to introduce municipalities in Mizoram for the purpose of bringing them in conformity with the purpose, substance and direction of the Constitution (Seventy-fourth) Amendment Act, 1992 in general, and in particular to endow the municipalities with functions and powers so as to enable them to function as vibrant Institution of Local Self Government with greater People’s participation in managing their own affairs besides importing certainty, continuity and democratic content and dignity, aiming among other things at the realisation of economic and social justice.
  • 8. SOURCES OF REVENUE  Central Finance Commission/13th Finance Commission  State government (Grants in Aids)  Own Sources ď‚— Parking Fees ď‚— Property Tax
  • 9. EXPENDITURE  Solid Waste Management ( i.e., Sanitation, etc.)  Civic Amenities (Construction of drainage and steps, etc.)  Office Management such as salaries of Staffs and others.

PROMINENT TRANSFER ROLES /FUNCTIONS OF AMC Followings are the prominent roles/functions of AMC as required by the 12th scheduled out of the 18 functions:  Solid Waste Management  Building Regulation  Property Tax  Parking Fee Collection  Cemetary and Burial Ground  Licensing Regulations  Street Lighting  Advertisement Taxes, Hoarding, etc.  City Park
  • 11. SOLID WASTE MANAGEMENT  AMC is responsible for Solid Waste Management under 82 Local Councils. These 82 Local Councils have been taking incharge for waste management under the Public Private Partnership (PPP) mode.  Under the PPP mode, annual expenditure is around Rs.384 Lakhs.  Local Councils are informed to collect a minimum amount of Rs.10 per household. 20% of total expenditure for waste management should be collected among the public by April 2013.
  • 12. BUILDING REGULATIONS  As per the AMC Building Regulations, 2012 nobody should built a house without prior permission from the AMC.  Any unauthorised construction can be cancelled and charge a fine.  Rs. 32.45 Lakhs have been received from the Building Regulations.

PROPERTY TAX  Property Tax has been levied since Jan 2012  Buildings, land and properties with the AMC are all listed and notified.  During 2011-2012, total income from Property Tax is Rs.2,11,13,998.  Inorder to levy Property Tax through the unit area method, survey has been proceding along with the IDC.  Property Tax software is yet to be introduced.

PARKING FEE COLLECTION  The responsibility for collection of paking fee has vested in the hands of AMC by the government on April 2012.  Parking Fee Regulations was made.  More than Rs.20 Lakhs were received from parking fees.  With the acknowledgement of the Traffic Police, provisions are made for parking fee collection and identification of parking fees.

CEMETARY & BURIAL GROUND  Any matters relating to cemetary is under the control of AMC.  The Riangvai Thlanmual is in the hands of AMC at present.  An official Board and Committee is being set up to look into the matters concerning with common cemetary, they have been surveying some places outside the city area.  No deadman should burried in any place with prior permission from the AMC. Even it is needen to take permission from the AMC to burried in their private avenue.

LICENSING REGULATIONS  The government has already passed and published The AMC Licensing Regulation Act, 2012  As per the regulations, all shops and enterprises should have license from the AMC without fail.  The AMC will permit to sell any food items only for those possesing license from The Food Licensing Authority.  The Local Council should enforce strict regulation in the system of giving NOC and Residential certificate.  The real success of this regulation lies in the efficient function of the Local Council.
  • 19. STREET LIGHTING  The AMC is ensuring for the comfortability for the people of the municipal area at night.  Many street lights are distributed to all the Local Councils.  Street Lights is one of the most import decorations of the City.
  • 20. ADVERTISEMENT TAXES, HOARDING, ETC.  Advertisement and Hoarding Regulations are made and they have been undergoing scrutiny by the government.  During the fiscal year, more than Rs.10 Lakhs is expected to be earned under advertisement taxes.  The various localities within Aizawl City are categorised.
  • 21. CIVIL WORKS  Rs.592.05 Lakhs is already received under theTFC 1st installment for 2012-2013.  2012-2013: 1st installment-Rs.174 Lakhs, 2nd installment-174 Lakhs.  Steps, retaining walls, side drain, culverts and various community assets are made under the TFC Grants.

FUTURE TRANSFER FUNCTIONS  Regulations for Animal Control and Taxation on Animals.  Special measures are being taken to preserve and protect the City Park and various Markets  Provision is being made to create a separate Municipal Cadre.  Provision for Segregation of Waste is also being processed.  Provision is being made to keep Vice Chairman, Secretary, Treasurer and Herald in the Local Councils.

REFORMS MADE FOR JNNURM  Accrual bsed accounting software is now initialised.  Provision is being made to introduced E- governance DPR.  Property Tax Reform is being processed- GIS mapping and data are also proceeding and not yet completed.  25% of funds for urban poor in AMC budget is now fullfilled.

  • 26. CONCLUSION After all the analysis and studies of the AMC, we came to the conclusion that it is not perfect and matured. This is due to the fact that the AMC is too young in comparision with the other Municipalities in our neighbouring states, and we, the people are also donot aware about the roles and functions of the AMC. It is a note to keep that the AMC is yet to fulfill even its first term after it came into existence in Mizoram, even the first term is being proceeding and for the time being lots of plans and project are yet to be completed by it. In addition, there is insufficient availability of staffs and assistence in the Office. Actually, there is no assistence to the Councillors in privacy. Even if they need assistant they have to pay the burden for the service of their own assistence.
  • 27. In oder to achieve the desire needs of the people, the Government should increase the AMC with regard to taxes and revenues. It is the need to vested the full fledge power in the hands of the AMC by the State Government if it is the need to achieve further more. Besides the Local Councils also have to keep good co-operationwith the AMC. Nevertheless, AMC is established for the welfare of the citizens and it is the duty of every citizen to co- operate with it in harmonise manner. Taking note that there is inevitable duties to be fulfilled for the success of the Aizawl Municipal Council. May AMC stays strong and fruitful in the future date…
