employ the best available science at a local level.

And now I’d like to Segway into groundwater legislation for the upcoming legislation. TWCA has been the place where consensus water legislation is born.

Investing in water infrastructure was a big topic over the interim. And with the budget surplus, those discussions are at the forefront. Perry has really taken the lead on this topic, to invest not just in water infrastructure – with a focus on rural investments – but also to develop “new water”. These bills are to establish the funds that could receive those dollars and put them to work.
3B is number being discussed
Would create two new funds at the board – an umbrella fund that can move money into existing funds, and a “new water for Texas fund” that is focused on investing in projects to create 7maf of new water: those dollars are to be spend on acquiring water from another state (Louisiana), transporting that water, desal – both marine and desal, produced water, and research into new technologies that would create new water.
Also calls out investment in a public awareness/education campaign, to provide technical assistance to small systems, beef up water loss audits.
This other fund is broader, generally to provide long-term funding to provide grants to support and protect parks, natural areas, wildlife habitat, ag lands, and importantly - water resources. $2B
