Experienced Customs officer, policy analyst and trainer; well versed in regional
integration matters, expert in the Common Market for Eastern and Southern Africa
(COMESA), East African Community (EAC) and Southern Africa Development
Community (SADC) Tripartite Free Trade Area. Some of the salient responsibilities
demonstrating abilities include the following:
• Customs Expert: Worked as an officer of Customs from 1995 to date.
• Taxpayer Educationist: Designed and delivered public education on tax
regimes and obligations for four years (2005 to 2008);
• Customs International Trainer:
 Part time lecturer of Taxation Law to Master’s degree Students at the
University of Lusaka;
 Trained Customs officials of Zambia in the Harmonized System, Rules of
Origin, Trade Agreements and Regional Integration (1997 to date);
 Trained Eritrean Customs Officials in HS Classification, Rules of Origin,
Valuation, Intelligence, Investigations and Post Clearance Audit (2009);
 Trained the Seychelles Customs in the harmonized System and how to
transpose it from one version to the other (2011);
 Resourced at the COMESA, EAC and SADC Private Sector Workshop on
Rules of Origin in Johannesburg, South Africa (March, 2011)
 Resourced at the Tripartite Government Awareness workshop on the
proposed Tripartite Rules of Origin (Nairobi, Jan. 2011).
 Coached the Libyan government and Customs officials on what they
need to do to implement the COMESA Customs Union (June 2010);
 Resourced at the COMESA private Sector Business Forum Conference
in Kampala in July 2010; and
 Piloted the COMESA Regional Customs Bond Guarantee System
between Kenya, Uganda, Rwanda and Burundi.

2004 Master’s Degree: Master of Policy Studies - University of Zimbabwe and Fort
