The support structure for the traffickingindustry includes both
criminal andnoncriminal businesses andpractices that facilitate
humantrafficking. This support structure is essential to the
traffickingnetworks, oftenprovidingadvertising,
transportation, financial services, andspaces inwhichthey
operate. Facilitators may also helphide humantrafficking
crimes fromauthorities andincrease the risk or difficulty for a
potential victimto reachout for help. Because facilitators are
rarely, if ever, prosecuted, they frequently perceive alowsense
of risk for their linkages to humantraffickingoperations.

include:

Landlords
Labor brokers
Taxi andother drivingservices
Airlines, bus, andrail companies
Advertisers
-Online websites like Craigslist.comandBackpage.com
-Phone books
-Alternative Newspapers (andsome mainstream
newspapers)
Banks andother financial services companies
Insome cases, businesses are aware of their involvement in
trafficking, andthe profits they generate outweighreservations
they may have about their role. Inother cases, businesses are
unaware andfindit difficult to knowwhichof their customers
are humantraffickers.
While the presence of these facilitators is disturbingand
important to highlight, it is also areasonfor hope. Legitimate
business are likely to be more receptive to joiningthe fight
against humantraffickingonce the ways that traffickers operate
are describedto them. Inthis sense, the support structure can
either play arole infacilitatingtrafficking, or it canfulfill an
important functioninmakingit more difficult for traffickers to
operate. By isolatingtraffickers andincreasingly denyingthem
opportunities to work throughlegitimate businesses, trafficking
operations will be more risky andmore difficult to maintain.
Facilitators may also help hide human
trafficking crimes from authorities and increase
the risk or difficulty for a potential victim to
reach out for help.

enable, support, or facilitate human trafficking. This "support structure" may
