12. “ 低碳产业招商地图”计划 Investment promotion map for low carbon industry 第一阶段 ，选取２－３个试点开发区或城市，变地毯式招商为地图式招商，变单独招商为国际共建，变国内招商平台为主为海外招商平台为主，制定低碳产业专利技术路线图，锁定重点合作目标。 Step 1 : 2-3 pilots, investment promotion IPR map for low carbon 第二阶段 ，每个试点基地有 3 到 5 个国外低碳技术在国内落地。 Step 2: Attract 3-5 foreign low carbon technology to each pilot 第三阶段 ，在全国建成 5—10 个低碳技术与投资基地，形成引进低碳技术与基地产业联动发展的格局，带动区域产业转型升级。 Step 3: 5-10 low carbon industry base in China

15. 2.6 低碳培训班 Investment promotion training for low carbon industry １、低碳技术与投资战略培训班（ 英国） 国家外国专家局批准，中国第一个开发区海外低碳培训班，２５人，２１天，２０１０年７－８月 Approved by State Bureau of Foreign Experts Affairs , CIPA will arrange the first training delegation to Britain in July –August, 2010 with 25 people. ２、低碳经济培训班 与北京大学环境能源学院合作，在深圳、浙江、山东、陕西启动，４月１６日低碳国际论坛，美国绿色经济代表团。 Start in Shenzhen, Zhejiang, Shandong, Shanxi , and Green Economy Delegation to US in April.
