FRR(Family Relationship Registration=Family Registration) is
to register and certify changes in family relationships
birth, death, and marriage, and so forth.
RR (Resident Registration) is to carry out public services
through the assessment of residential relationship
- RIN (Residential Identification Number) is issued
VS(Vital Statistics) is to provide basic data for policies
- PCS (Population Change Survey=Vital Events Survey)
is conducted based on FRR
- Covers citizens living abroad as well as within Korea
5. Development of CRVS: Related Acts
• Korea’s CRVS system evolved progressively relying on two
tools: (1) legal and institutional arrangement ; and (2)
digitization.
• CRVS related Acts include the Act on the Registration of
Family Relationships (2008), the Resident Registration Act
(1962), and the Statistics Act (1962).
• CMIS (Civil Management Information System) related Acts
include the Framework Act on National Informatization, the
Electronic Government Act, Acts related to Privacy
Protection and Cybersecurity, and the Personal Information
Protection Act.

6. • The RR system manages information on the residency of
citizens according to the 1962 RR Act
• Purposes : (1) strengthening national security; (2)
providing efficient management of citizen’s residential
information; and (3) providing social services to
residents.
• Development stages:
- Institutionalization (1962~1986): 13 digit RIN (1975)
- Digitization(1987~2000): RR DB and Digitization RR data
- Online services (2001~): Online RR service G4C (2001),
AISS (2007), Minwon 24 (2010)

7. Resident Identification Number
• RIN (Resident Identification Number): 13 digits
- Personally unique registration number that
government issues to uniquely identify each
citizen
- Contains information on date of birth, sex,
region of birth or registration
- Medium through which personal information
can be shared through the administrative
information sharing system (AISS)

• 1962 : Established Statistics Act and the Enforcement
Decree of Statistics Act for Vital Statistics
• 1970 : Integration of FRR Items and Vital Events Items
• 1997: Statistics Korea computerized Local Data Entry
and Transmission System (1987-91:VS DB)
• 2004 : VS Data Entry System linked to FRR (2003-07: FRR DB)
• 2008: FRR linked with Web-based VS System
• 2011: FRR linked with RR System
