● Led the National team comprising of Technologists, Academia and Industry
representatives for development of National Standards for ePassport /Smart Card
Technology named as SCOSTACL (http://scosta.gov.in) . Following benefits were
2. achieved by this innovative exercise which impacted immensely for the
security and smooth service delivery in the country.
● Highly secure identity system, with robust mechanism to weed out
fraudulent identities without online data connectivity.
● True Interoperability across the country, so that a smart card issued
in a state must be readable and writable in any other states.
● Based on Open Technology
● Vendor Neutral Platform to provide level playing field and thereby
bringing down the cost to bare minimum.
● Vendor Independence.
The exercise immensely helped in saving the Government revenue to the tunes of
$1Billion by way of bringing down the cost of Microcontroller Chips due to Technology
Standardisation.
● Established Chip OS Test Lab for compliance testing with laid down standards, thereby
increasing user confidence in terms of vendor independence and interoperability. More
than 500 industry products were tested for compliance to standards.
● Established National Symmetric Key Infrastructure for Smart Cards in various domains,
viz. National ID, Driving License, Public Distribution, Health etc. Under this a hierarchical
structure comprising CKGA (Central Key Generation Authority) at Central level, SKMA
(State Key Management Authority) at State level and FKA (Field Key Authorities) at
District level was established throughout the country.
● Established National PKI within Government by establishing the Government CA
(Certifying Authority) and worked as Head of CA Department for more than eight years.
Under this capacity also established Indian CSCA for ePassport, and PKI infrastructure
in India as per ICAO Standards.
● Developed National Standards for Biometrics (https://egovstandards.gov.in). These
biometrics standards are used by UIDAI (Unique Identification Authority of India) to
uniquely identifying every citizen.
● Architected and Developed Countrywide Smart Card Security Infrastructure the Key
management System (KMS) for National Identity Card project. The National ID KMS
architecture was used for other national smart card projects like Driving License, Public
Distribution, Health Insurance, Fishermen ID etc.
● National ID Card Project : Project was implemented on pilot basis for 3 million citizens in
the coastal districts of India. Led the team as Technology Director for the project.
Project included Data Management, apart from development, deployment and training of
3. Smart Card Personalization System, Card Life Cycle Management System, Key
Management System.
● ePassport Project: Indian ePassport system was introduced in 2008 and was
implemented for diplomatic and official passports. Led the team as Technology Director
and Chief Architect of the project. The project included establishment of CSCA and
Public Key Infrastructure, Chip Personalisation, Compliance Testing and Certification.
● Driving License: 100 Million Smart Driving Licenses have been issued in India. The
Smart Card Driving License and Vehicle Card System in India was developed by a team
lead by me. The system comprises Key Management Interfacing with national grid,
Smart Card Personalisation and distribution system. Deployment model based on PPP
(Public Private Partnership) was evolved in this sector for replicating the project
countrywide. All state transport authorities were trained and hand holded for smooth
adaptability in the field.
● Health Card for Rural Poor: Government Introduced Health Insurance scheme for rural
poor, by issuing smart cards to every family. I led the team as Technology Director and
Chief Architect for designing the Technology Architecture and Roll out Model. ChipnPin
System was introduced with incard biometrics for three factor authentication before
delivery of health services. Thirtyfive million cards were issued, with more than six million
hospitalisation, wherein cashless health services have been delivered to rural poor.
● Member of World eID Congress Programme Committee: World eID
Congress is a prestigious international forum of experts and professionals, in the
area of Electronic Identity. I have been honoured by awarding life membership of
this international forum in its programme committee.

○ Presented Paper on PKI Security in PKI APEC TEL Conference at Taipei
in 2007
○ Delivered a talk on invitation of Government of UAE at Dubai in APSCA
Conference Jan 2009; Title Healthy Ecosystem for Large National eID
program
○ Delivered talk in the International Conference during CARTES2009 at
Paris, France; Title:. ISO7816 based Security Environment and its
implementation
○ Was invited to deliver a talk by University of Rome at Rome Italy in their
International eID Conference May 2010; Title: eID management for
efficient delivery of eServices

Discussion Forum on eID” organised by APSCA (Asia Pacific Smart
Card Association) at New Delhi in Feb 2011
○ Represented Indian Delegation to Seoul, South Korea and delivered talk
in “eGovernment Global Symposium” in June 2011.
○ Delivered the Key Note Address in World eID Congress in Sept. 2011
at Nice, France.
○ Delivered talk in the International Conference during CARTES2012 at
Paris, France; Title:. Large scale ID Management
○ Represented India in International PKD Forum in its 19th PKD Board Meet
in London, UK in October 2012
○ Addressed the International Conference in Smart Card Expo2012, in New
