DEFINITION OF SKILLS STANDARD
IS DEFINED AS A SPECIFICATION OF THE COMPETENCIES EXPECTED OF A
SKILLED
WORKER WHO IS GAINFULLY EMPLOYED IN VIETNAM FOR AN OCCUPATIONAL
AREA AND
LEVEL AND PATHWAY TO ACHIEVE THE COMPETENCIES

 Based of occupational need.
 According to career structure in that particular job area/sector
 Prepared by experts and skill worker who’s doing the work
VIET NAM MAIN POLICY OBJECTIVE (AT PRESENT)
The Vietnamese Socio-Economic Development Strategy 2011-2020 defines human
resource development – and in particular high-quality human resources – as a
strategic national priority (GIZ, 2012). In this context and with the prime purpose of
meeting the needs of national and local labour markets together with broad social
demands, Viet Nam is reforming its Vocational Education and Training (VET)
system as a whole and has established a 5-level National Vocational Qualifications
(NVQ) framework as part of that effort. The key design actors are the Ministry of
Labour, Invalids and Social Affairs (MoLISA) together with social and professional
organisations. The expectation is that the Vietnamese NVQ will further cross-border
and international recognition of national qualifications, thus facilitating educational and
labour mobility for Vietnamese citizens.
1. INTRODUCTION
The Standard Practice and Standard Content are part of the NVQSS document which is
developed together with the Training Manual and Internship Manual to complete the
whole NVQSS. The acronym NVQSS stands for National Vocational Qualifications
Skills Standards. NVQSS is a document that outlines the dexterity required of an
employee working in Viet Nam at a certain level of employment to achieve specific
skills.
Main Features NVQSS
Career-Based.
Follows the career structure of a given field.
Prepared by a pool of industry experts and skilled workers who carry out the job.
NVQSS is created and developed from the sector choosen as stated in Chart A under the
Human Resources ministry. There is a high demand for skilled personnel in this field
as the industry develops rapidly. Based on the Economics Transformation that aims to
propel Vietnam to achieve high income economic status and bring the nation closer to

vision 2020, the need for at least 40% of skilled and professional personnel in the
industry is in demand.
The outdoor working condition whilst in the past has only attracted low skilled workers
who themselves have underplayed the role of formal training. As a result, the standard
of work particularly in aesthetic gardening has been very poor, workers turnover has
been high, and earning power has been very low.
It is expected that with the NVQSS training scheme in this field, the workers would be
motivated to attain high performance standards with a potential to command a
relatively better earning power.
The NVQSS document can be used by training centres to conduct and simulate training
by converting it into training manual documents such as Written Instructional Material
(WIM). This is to ensure a candidate that has undergone training, as required by this
NVQSS, will be able to perform every task and job scope efficiently and competently.

Proposal Setting Up Skills Standard In Viet Nam under Vocational Education and
Training (VET) Department:-
a. POLICY PLANNING & RESEARCH DIVISION
This unit is responsible for the planning and determining the effective skills training
system so as to produce a skilled workforce in various fields at different levels. The
responsibilities undertaken by this division entail:
 Identification of National Skills Workforce Needs
o Organise expert workshops and discussion trips to hold talks with employers
o Prepare papers for the action and decision-making of all parties concerned and
involved
 Identification of Implications of Policies on Skills Training
o Analyse implications on national development plans and other national policies
on skills training
o Monitor skills training development so as to be in line with national
development plans
 Management and Collection of Information/Other Pertinent Documents
o Manage departmental resource centre and information systems
o Prepare scheduled and unscheduled reports for the distribution to various
parties
o Update information on the Internet

b. EXPERT DEVELOPMENT DIVISION
This department is in charge of these four primary units, namely:
 Skills Advisory Committee (SAC)
The SAC is established by government to offer advice and guidance on the contents
of skills training and the direction that skills training programme should lead
candidates to, particularly in issues such as:
a) Training needs in particular sectors or sub-sectors
b) The standards of skills training that match the purpose for skills certification and
identify Training Personnel post involved in VET
c) The structure and curriculum of training programmes that match the needs and
demands of the industry
 Public Inter-Agency Coordination Committee (PIACC)
PIACC is formed by SAC to create and maintain a forum for all major public training
agencies so as to discuss issues and problems encountered in the execution of public
skills training programmes. These issues comprise training curriculum, teaching
manpower, trainees and training facilities.
 Skills Development Programme (SDP) for Instructors and Vocational Officers
The SDP for instructors and vocational officers is one of the programmes being carried
to enhance the skills and knowledge of teaching manpower/vocational training officers,
as well as to increase exposure to new technologies and the latest training system that
is in line with the advancement of industries. This training programme is fully
organised and conduct by the Viet Nam Expert officers appointed by Viet Nam Human
Resources of Ministry.
 Promotion and Brochures
Ensures that the skills training system, and VOCATIONAL COURSES products like
the VOCATIONAL & INTERNATIONAL certification and Vocational Education and
Training (VET) are widely-known to the public so as to encourage more participants
to take up skills training. Among the promotional events being conducted are the
organising of national seminars and the production of printed materials and articles of
vocational courses, other than participating and organising exhibitions and training
expos.
c. NVQSS DIVISION
This division is responsible for carrying out three main tasks, which include:
 Establishing the NVQSS
 Developing Course Of Study
 Developing a National Skills Training Curriculum Centre

d. SKILLS QUALIFICATION DIVISION
The main tasks that are managed under this Division are:
 Vocational Certification through the Accreditation System
o The VET certification can be obtained through Vocational Accredited
Centres(Government and Private) and Programmes.
o Trainees who have successfully undergone accredited training
programmes at Vocational Accredited Centres and have met the stipulated
assessment and verification requirements will be awarded with the VET
Certification.
 National Skills Testing
The National Skills Testing is another procedure for the awarding of VET, which is
conducted for specific fields in only a few approved testing centres. At present, this
system is only executed for the VET certification in the field of “Non-Destructive
Testing (NDT)”-mostly under Defence Ministry, while for the other fields,
certification is done through the Accreditation System.
 Accreditation of Prior Achievement
Candidates who comprise experienced and skilled personnel, can be awarded the
VET upon successfully meeting the stipulated assessment and verification
requirements.
 International and National Skills Competition
VET also plays a prominent role in organising National Skills Competition, which
aims to achieve the following objectives:
a) Recognizing expert workers who have a high level of skills
b) Encouraging youths to take a serious interest in skills-based careers
c) Creating an awareness and understanding about the importance of skills
training for the development of the nation.
c) Assisting the selection and preparation of Viet Nam representatives to the
ASEAN and World Skills Competition
 Recognition for the other skills qualifications, which are awarded by Government
agency, employer and industry as well as international agencies and
organisations.

2. OCCUPATIONAL STRUCTURE AND WORK FLOW
This NVQSS provides first hand information to the workers regarding the functions and
working environment. This NVQSS also provides a career path and employment
development for those involved in this profession.
The importance of NVQSS:-
National Occupational Standards set out measurable performance outcomes to which an
individual is expected to work in a given occupation. Developed by employers across
the UK, NOS set out the skills, knowledge and understanding required to perform
competently in the workplace
As described in CHART A shown the main sector of NVQSS in the country. NVQSS
division task is to carried out and identify the most nessasary and important sector
needed by the industry on the development of the Viet Nam country towards 2020.

NVQSS SECTOR: (Chart A)
The above sector will be breakdown to a sub-sector’s discussed between the
SAC,NVQSS divison and Viet Namn expert counterpart. Customized NVQSS will be
developed from here onwards in a batches and selection done by the NVQSS divison
with a panel consist of:
a. A Facilitator (Expert in the NVQSS field from Malaysia)
b. Four (6) industry experts from Viet Nam (NVQSS Field)
c. Four (2) trainer from Viet Nam (NVQSS Field)
d. One (1) documenter (Malaysian)
Completed NVQSS will be presented to Human Resources Ministry of Vietnam to gain the
approval and endorsement before it’s get released at National level. Concurrently the
Written Instruction Manual (WIM) will get developed with a panel consist of:
a. A Facilitator (Expert from Malaysia)
b. Four (4) industry experts from Viet Nam (NVQSS Field)
c. Four (4) trainer from Viet Nam (NVQSS Field)
d. One (1) documenter (Malaysian)
Permanent website of Human Resources Ministry for VET developed and active to
educate and widely-known to the public so as to encourage more participants to take up

skills training. Within Six (6) months period ON-LINE registration, documentation and
certification to be available thru Viet Namn experts. One Thousand (1000) NVQSS to be
targeted by 2015 and Five Thousand (5000) NVQSS to be targeted by 2020 to achive as
a developed country with skilled worker.
3. DEFINITION OF COMPETENCY & CERTIFICATION LEVEL
The NVQSS is developed for various occupational areas. Candidates for certification must
be assessed and trained at certain levels to substantiate competencies. Below is a
guideline of each NVQSS Level as to be defined by the VET, Department of Skills
Development, Ministry of Human Resources.
VET Skills Certificate Level 1: Competent in performing a range of varied
(Operation and Production Level) work activities, most of which are routine and
predictable.
VET Skills Certificate Level 2: Competent in performing a significant range
(Operation and Production Level) of varied work activities, performed in a variety
of contexts. Some of the activities are non-
routine and required individual responsibility
and autonomy.
VET Skills Certificate Level 3: Competent in performing a broad range of
(Supervisory Level) varied work activities, performed in a variety of
contexts, most of which are complex and non-
routine. There is considerable responsibility
and autonomy and control or guidance of
others is often required.

VET Skills Diploma Level 4: Competent in performing a broad range of
(Executive Level) complex technical or professional work
activities performed in a wide variety of
contexts and with a substantial degree of
personal responsibility and autonomy.
Responsibility for the work of others and
allocation of resources is often present.
VET Skills Advanced Diploma Competent in applying a significant range of
Level 5: (Managerial Level) fundamental principles and complex
techniques across a wide and often
unpredictable variety of contexts. Very
substantial personal autonomy and often
significant responsibility for the work of others
and for the allocation of substantial resources
features strongly, as do personal
accountabilities for analysis, diagnosis,
planning, execution and evaluation.
Candidates after being assessed and verified,fulfilled VET Skill Certification
requirements shall be awarded with Vocational Education and Training
(VET) for Level 1, 2 and 3 as for Level 4 and 5 shall be awarded with
Diploma In VET and Advance Diploma In VET respectively.

Introduction:

City & Guilds qualifications can be undertaken in the workplace in the classroom or
workshop - or a mixture of the two. City & Guilds (C&G) is the UK's leading vocational

they can learn skills that equip them to fulfil their career ambitions or enrich their leisure
time.
Here's a brief introduction to the wide range of qualifications we offer.
National Vocational Qualifications (NVQs)
NVQs are our most popular qualifications and are usually completed in the workplace.
One of the benefits of a NVQ is that they test your ability to actually do the job, which
makes them suitable to take whilst in work. A key part of your course will include proving
that you can do certain work-related tasks. During the course you will be assessed
through your portfolio, where you build evidence of the work you have done, and by

Vocationally Related Qualifications (VRQs)

education, as well as continuous professional development.
Awards, Certificates and Diplomas

Core Skills and Essential Skills
These are available in Scotland (Core Skills) and Wales (Essential Skills). They cover the

Functional Skills
Functional Skills are qualifications in English, maths and ICT that support you to develop

e.Total Quality Control(TQM) w Kaizen/5’s Method
TQM, also known as Total Quality Control (TQC), is a management tool for improving
total performance.
TQC means organized Kaizen activities involving everyone in a company – managers
and workers – in a totally systemic and integrated effort toward improving performance
at every level. It is to lead to increased customer satisfaction through satisfying such
corporate cross-functional goals as quality, cost, scheduling, manpower development,
and new product development.
In Japan, TQC activities are not limited to quality control only. Elaborate system of
Kaizen strategies has been developed as management tools within the TQC approach.
TQC in Kaizen is a movement aimed at improvement of managerial performance at all
levels.
According to the Japan Industrial Standards, "implementing quality control effectively
necessitates the cooperation of all people in the company, including top management,
managers, supervisors, and workers in all areas of corporate activities such as market
research and development, product planning, design, preparation for production,
purchasing, vendor management, manufacturing, inspection, sales and after-sale
services, as well as financial control, personnel administration, and training & education.
Quality control carried out in this manner is called company-wide quality control or total
quality control (TQC)."
Quality control in Japan deals with quality of people. It is the fundamental concept of the
Kaizen-style TQC. Building quality into its people brings a company a half-way towards
producing quality products.
Successful Implementation of Kaizen: 7 Conditions
One of the most difficult aspects of introducing and implementing Kaizen strategy is
assuring its continuity.
When a company introduces something new, such as quality circles, or total quality
management (TQM), it experiences some initial success, but soon such success
disappear like fireworks on summer night and after a while nothing is left, and
management keeps looking for a new flavor of the month.

successful introduction and implementation of Kaizen strategy.
5’S Course
5’S is the name of a workplace organization method that uses a list of
five Japanese words: seiri, seiton, seiso, seiketsu, and shitsuke. Transliterated or
translated into English, they all start with the letter "S". The list describes how to
organize a work space for efficiency and effectiveness by identifying and storing the
items used, maintaining the area and items, and sustaining the new order. The
decision-making process usually comes from a dialogue about standardization, which
builds understanding among employees of how they should do the work.

  • 2. 2 NATIONAL SKILLS DEVELOPMENT DEFINITION OF SKILLS STANDARD IS DEFINED AS A SPECIFICATION OF THE COMPETENCIES EXPECTED OF A SKILLED WORKER WHO IS GAINFULLY EMPLOYED IN VIETNAM FOR AN OCCUPATIONAL AREA AND LEVEL AND PATHWAY TO ACHIEVE THE COMPETENCIES MAIN CRITERIA OF SKILLS STANDARD  Based of occupational need.  According to career structure in that particular job area/sector  Prepared by experts and skill worker who’s doing the work VIET NAM MAIN POLICY OBJECTIVE (AT PRESENT) The Vietnamese Socio-Economic Development Strategy 2011-2020 defines human resource development – and in particular high-quality human resources – as a strategic national priority (GIZ, 2012). In this context and with the prime purpose of meeting the needs of national and local labour markets together with broad social demands, Viet Nam is reforming its Vocational Education and Training (VET) system as a whole and has established a 5-level National Vocational Qualifications (NVQ) framework as part of that effort. The key design actors are the Ministry of Labour, Invalids and Social Affairs (MoLISA) together with social and professional organisations. The expectation is that the Vietnamese NVQ will further cross-border and international recognition of national qualifications, thus facilitating educational and labour mobility for Vietnamese citizens. 1. INTRODUCTION The Standard Practice and Standard Content are part of the NVQSS document which is developed together with the Training Manual and Internship Manual to complete the whole NVQSS. The acronym NVQSS stands for National Vocational Qualifications Skills Standards. NVQSS is a document that outlines the dexterity required of an employee working in Viet Nam at a certain level of employment to achieve specific skills. Main Features NVQSS Career-Based. Follows the career structure of a given field. Prepared by a pool of industry experts and skilled workers who carry out the job. NVQSS is created and developed from the sector choosen as stated in Chart A under the Human Resources ministry. There is a high demand for skilled personnel in this field as the industry develops rapidly. Based on the Economics Transformation that aims to propel Vietnam to achieve high income economic status and bring the nation closer to
  • 3. 3 NATIONAL SKILLS DEVELOPMENT vision 2020, the need for at least 40% of skilled and professional personnel in the industry is in demand. The outdoor working condition whilst in the past has only attracted low skilled workers who themselves have underplayed the role of formal training. As a result, the standard of work particularly in aesthetic gardening has been very poor, workers turnover has been high, and earning power has been very low. It is expected that with the NVQSS training scheme in this field, the workers would be motivated to attain high performance standards with a potential to command a relatively better earning power. The NVQSS document can be used by training centres to conduct and simulate training by converting it into training manual documents such as Written Instructional Material (WIM). This is to ensure a candidate that has undergone training, as required by this NVQSS, will be able to perform every task and job scope efficiently and competently. NVQSS SECTOR: (Chart A) Electrical & Electronic, Telecommunication & Broadcasting Industry > Information & Communication Technology > Machinery & Equipment > Mechanical & Electrical Service and Maintenance > Transportation > Materials > Packaging > Printing > Chemical > Medical & Pharmaceuticals > Hospitality & Tourism > Souvenir & Small Enterprise > Building & Construction > Landscaping & Environmental > Interior Décor > Business Management > Textile & Apparel > Agriculture & Agrobased > Resource Based > Biotechnology > Educational & Training Services > Oil & Gas > Halal Industries > Integrated Logistic Services > Distributive Trade > Industry Defense & Security Services > Care & Community Services > Art & Culture > Mining Industry Proposal Setting Up Skills Standard In Viet Nam under Vocational Education and Training (VET) Department:- a. POLICY PLANNING & RESEARCH DIVISION This unit is responsible for the planning and determining the effective skills training system so as to produce a skilled workforce in various fields at different levels. The responsibilities undertaken by this division entail:  Identification of National Skills Workforce Needs o Organise expert workshops and discussion trips to hold talks with employers o Prepare papers for the action and decision-making of all parties concerned and involved  Identification of Implications of Policies on Skills Training o Analyse implications on national development plans and other national policies on skills training o Monitor skills training development so as to be in line with national development plans  Management and Collection of Information/Other Pertinent Documents o Manage departmental resource centre and information systems o Prepare scheduled and unscheduled reports for the distribution to various parties o Update information on the Internet
  • 4. 4 NATIONAL SKILLS DEVELOPMENT b. EXPERT DEVELOPMENT DIVISION This department is in charge of these four primary units, namely:  Skills Advisory Committee (SAC) The SAC is established by government to offer advice and guidance on the contents of skills training and the direction that skills training programme should lead candidates to, particularly in issues such as: a) Training needs in particular sectors or sub-sectors b) The standards of skills training that match the purpose for skills certification and identify Training Personnel post involved in VET c) The structure and curriculum of training programmes that match the needs and demands of the industry  Public Inter-Agency Coordination Committee (PIACC) PIACC is formed by SAC to create and maintain a forum for all major public training agencies so as to discuss issues and problems encountered in the execution of public skills training programmes. These issues comprise training curriculum, teaching manpower, trainees and training facilities.  Skills Development Programme (SDP) for Instructors and Vocational Officers The SDP for instructors and vocational officers is one of the programmes being carried to enhance the skills and knowledge of teaching manpower/vocational training officers, as well as to increase exposure to new technologies and the latest training system that is in line with the advancement of industries. This training programme is fully organised and conduct by the Viet Nam Expert officers appointed by Viet Nam Human Resources of Ministry.  Promotion and Brochures Ensures that the skills training system, and VOCATIONAL COURSES products like the VOCATIONAL & INTERNATIONAL certification and Vocational Education and Training (VET) are widely-known to the public so as to encourage more participants to take up skills training. Among the promotional events being conducted are the organising of national seminars and the production of printed materials and articles of vocational courses, other than participating and organising exhibitions and training expos. c. NVQSS DIVISION This division is responsible for carrying out three main tasks, which include:  Establishing the NVQSS  Developing Course Of Study  Developing a National Skills Training Curriculum Centre
  • 5. 5 NATIONAL SKILLS DEVELOPMENT d. SKILLS QUALIFICATION DIVISION The main tasks that are managed under this Division are:  Vocational Certification through the Accreditation System o The VET certification can be obtained through Vocational Accredited Centres(Government and Private) and Programmes. o Trainees who have successfully undergone accredited training programmes at Vocational Accredited Centres and have met the stipulated assessment and verification requirements will be awarded with the VET Certification.  National Skills Testing The National Skills Testing is another procedure for the awarding of VET, which is conducted for specific fields in only a few approved testing centres. At present, this system is only executed for the VET certification in the field of “Non-Destructive Testing (NDT)”-mostly under Defence Ministry, while for the other fields, certification is done through the Accreditation System.  Accreditation of Prior Achievement Candidates who comprise experienced and skilled personnel, can be awarded the VET upon successfully meeting the stipulated assessment and verification requirements.  International and National Skills Competition VET also plays a prominent role in organising National Skills Competition, which aims to achieve the following objectives: a) Recognizing expert workers who have a high level of skills b) Encouraging youths to take a serious interest in skills-based careers c) Creating an awareness and understanding about the importance of skills training for the development of the nation. c) Assisting the selection and preparation of Viet Nam representatives to the ASEAN and World Skills Competition  Recognition for the other skills qualifications, which are awarded by Government agency, employer and industry as well as international agencies and organisations.
  • 6. 6 NATIONAL SKILLS DEVELOPMENT 2. OCCUPATIONAL STRUCTURE AND WORK FLOW This NVQSS provides first hand information to the workers regarding the functions and working environment. This NVQSS also provides a career path and employment development for those involved in this profession. The importance of NVQSS:- National Occupational Standards set out measurable performance outcomes to which an individual is expected to work in a given occupation. Developed by employers across the UK, NOS set out the skills, knowledge and understanding required to perform competently in the workplace As described in CHART A shown the main sector of NVQSS in the country. NVQSS division task is to carried out and identify the most nessasary and important sector needed by the industry on the development of the Viet Nam country towards 2020. Electrical & Electronic, Telecommunication & Broadcasting Industry > Information & Communication Technology > Machinery & Equipment > Mechanical & Electrical Service and Maintenance > Transportation > Materials > Packaging > Printing > Chemical > Medical & Pharmaceuticals > Hospitality & Tourism > Souvenir & Small Enterprise > Building & Construction > Landscaping & Environmental > Interior Décor > Business Management > Textile & Apparel > Agriculture & Agrobased > Resource Based > Biotechnology > Educational & Training Services > Oil & Gas > Halal Industries > Integrated Logistic Services > Distributive Trade > Industry Defense & Security Services > Care & Community Services > Art & Culture > Mining Industry NVQSS SECTOR: (Chart A) The above sector will be breakdown to a sub-sector’s discussed between the SAC,NVQSS divison and Viet Namn expert counterpart. Customized NVQSS will be developed from here onwards in a batches and selection done by the NVQSS divison with a panel consist of: a. A Facilitator (Expert in the NVQSS field from Malaysia) b. Four (6) industry experts from Viet Nam (NVQSS Field) c. Four (2) trainer from Viet Nam (NVQSS Field) d. One (1) documenter (Malaysian) Completed NVQSS will be presented to Human Resources Ministry of Vietnam to gain the approval and endorsement before it’s get released at National level. Concurrently the Written Instruction Manual (WIM) will get developed with a panel consist of: a. A Facilitator (Expert from Malaysia) b. Four (4) industry experts from Viet Nam (NVQSS Field) c. Four (4) trainer from Viet Nam (NVQSS Field) d. One (1) documenter (Malaysian) Permanent website of Human Resources Ministry for VET developed and active to educate and widely-known to the public so as to encourage more participants to take up
  • 7. 7 NATIONAL SKILLS DEVELOPMENT skills training. Within Six (6) months period ON-LINE registration, documentation and certification to be available thru Viet Namn experts. One Thousand (1000) NVQSS to be targeted by 2015 and Five Thousand (5000) NVQSS to be targeted by 2020 to achive as a developed country with skilled worker. 3. DEFINITION OF COMPETENCY & CERTIFICATION LEVEL The NVQSS is developed for various occupational areas. Candidates for certification must be assessed and trained at certain levels to substantiate competencies. Below is a guideline of each NVQSS Level as to be defined by the VET, Department of Skills Development, Ministry of Human Resources. VET Skills Certificate Level 1: Competent in performing a range of varied (Operation and Production Level) work activities, most of which are routine and predictable. VET Skills Certificate Level 2: Competent in performing a significant range (Operation and Production Level) of varied work activities, performed in a variety of contexts. Some of the activities are non- routine and required individual responsibility and autonomy. VET Skills Certificate Level 3: Competent in performing a broad range of (Supervisory Level) varied work activities, performed in a variety of contexts, most of which are complex and non- routine. There is considerable responsibility and autonomy and control or guidance of others is often required.
  • 8. 8 NATIONAL SKILLS DEVELOPMENT VET Skills Diploma Level 4: Competent in performing a broad range of (Executive Level) complex technical or professional work activities performed in a wide variety of contexts and with a substantial degree of personal responsibility and autonomy. Responsibility for the work of others and allocation of resources is often present. VET Skills Advanced Diploma Competent in applying a significant range of Level 5: (Managerial Level) fundamental principles and complex techniques across a wide and often unpredictable variety of contexts. Very substantial personal autonomy and often significant responsibility for the work of others and for the allocation of substantial resources features strongly, as do personal accountabilities for analysis, diagnosis, planning, execution and evaluation. Candidates after being assessed and verified,fulfilled VET Skill Certification requirements shall be awarded with Vocational Education and Training (VET) for Level 1, 2 and 3 as for Level 4 and 5 shall be awarded with Diploma In VET and Advance Diploma In VET respectively. 4.
