Dear Ms. Handell:
As per the letter from your office dated August 18, 2015 (copy attached), please find the
following responses to the New York District Corps of Engineers internal, inter-Division
review of the Public Notice for the above referenced project as per your request:
1a. If a hopper dredge is used without UXO screens, inboard cages and full time
monitoring for sturgeon and turtle entrainment would be required. A special
condition to this effect would be included in any issued Department of the Army
Permit.
The applicant is in agreement with above statement and would comply with the
special condition.
1b. In the borrow area where Q1 and Q2 do not intersect with Borrow Area 5B,
there is the potential to encounter cultural resources.
Analysis of the sand cores taken within the above mentioned region has
identified that no visible cultural resources are present. If cultural resources are
encountered all standard federal procedures for reporting and retrieving cultural
resources will be adhered to as well as any special conditions required by the
permitting agencies.

1c. No information is available on submerged land surfaces and the potential for
the recovery of prehistoric sites. The cores should be examined to be sure that
only sand layers would be dredged. Non- sand stratum should be avoided as
they may be indicative of an early land surface.
Examination of the sand cores from the proposed borrow sites have identified
that only sand layers are present. Please see the “Geotechnical Data
Supplementary Report, Shoreline Erosion Assessment and Plan for Beach
Restoration, Village of Quogue, New York, February 2012”. Non-sand stratum
will be avoided and if encountered standard federal procedures for reporting and
identifying alternate borrow sites will be adhered to, as well as any special
conditions required by the permitting agencies.
1d. The New York District has evaluated the potential impacts of the proposed
initial dredging on 1.1 million cubic yards of sand on the New York District Civil
Work’s Program. Any future Borrow Area dredging events would require
separate evaluation. A special condition to this effect would be included in any
issued Department of the Army Permit.
The applicant is in agreement with above statement and would comply with the
special condition.

The New York District Corps of Engineers has completed an internal, inter-Division
review of the Public Notice issued for your proposal and has the following comments:
