Discussion:
1. Minutes of the Coordinators Meeting and Conference Program at a Glance
Dr. Suwit Wibulpolprasert chaired the meeting and asked Dr. Churnrurtai Kanchanachitra to report
on the Coordinators Meeting. Dr. Churnrurtai explained that the Coordinators Meeting had agreed
on the structure of the conference to have 4 slots of 5 parallel sessions, with a total of 20 parallel
sessions. The lead sub-theme coordinators then finalized the sessions into time slots with
consideration to flow of the sessions that would allow participants to follow a track.

The meeting discussed potential keynote speakers for important sessions such as the Opening
Session, Dinner Session and Closing Session.

3. Call to Action and Drafting Group
The meeting agreed to have the Call to Action at PMAC 2018. The following persons volunteered to
be on the Drafting Group:

4. Key Message of Opening Session Video
Some ideas for the video were suggested as follows:
Have voice of survivors and affected families
Show range of consequences to families
Ecological disruption leads to EIDs which can affect the livelihoods of millions of people
Should focus on diseases where intersection is real such as influenza
The Smithsonian can share how to communicate without frightening people
2018 is 100th
anniversary of Spanish flu
Economic costs associated with failed preparedness
Stigmatization of survivors
Should include infographic segments
Leadership of communities (hope, confidence, solidarity)
Sensitize people to “futures” theme, inventing for future instead of predicting
Possible message includes threat, collaboration and safety, possible tone could be unity,
relief and happiness of people

Other suggestions:
Should think about how to disseminate the VDO to a wider audience
Collaboration with public funded TV broadcast, BBC Global or CNN
Rama team will work with PMAC Secretariat on how to make the best use of the video

5. Side Meetings
The side meetings should be structured and focused to link with the theme of PMAC 2018.
However, there should also be some space reserved for side meetings related to past and future
conference themes. The sub-theme lead coordinators will work with side meeting organizers and
the PMAC Secretariat to manage the side meeting proposals to be synergetic to the main conference
sessions.
It was suggested that to get the most out of the side meetings, the side meeting organizers may
provide input to the Call to Action or report out deliberations to give input to the conference
sessions. There should be rapporteurs assigned to side meetings that are linked to the main
conference.
6. Creative Exhibition and Other Special Events (Art Contest, Launch)
The Smithsonian Institute has the Pop Up Exhibition that can be displayed at PMAC. About 15 large
visual graphic panels can be downloaded for free and adapted to the venue. The Smithsonian is also
finding an appropriate partner in Thailand, possibly the Museum of Science.
The Art Contest has been used to publicize PMAC among the general public and younger generation.
It was suggested that the winning art pieces should be displayed at the Museum of Science, the
potential partner of the Smithsonian in Thailand.
PMAC offers opportunities for launches (book, curriculum, etc.) during coffee break or lunch break.
The Smithsonian may use this opportunity to publicize about the Outbreak Exhibition which will
officially open in May 2018. Other co-hosts who have plans for any kind of launch may send in a
proposal to the PMAC Secretariat.
7. PMAC Assessment
2016 marked the 10th
anniversary of PMAC and an external assessment of PMAC was conducted by
the Independent Assessment Team to assess to what extent PMAC has achieved its objectives and
contributed to global health policy development. There will be a meeting in Bellagio in September
2017 to further discuss the future direction and strategy of PMAC.
In preparation for the discussion in Bellagio, the PMAC Secretariat should prepare documents
concerning:
Communication package
Institutionalization
Engagement of partners

8. PMAC and WHO Bulletin
A special collection of articles related to PMAC 2018 can be put together from regular submission of
articles to the WHO Bulletin. The articles will pass through the normal screening process and peer
review. The PMAC Secretariat will inform partners to send their manuscript directly to the WHO
Bulletin and mention in their cover letter about the special focus. The papers need to be submitted
by the end of June 2017 to be in time for consideration to be included in the February 2018 issue.
Another option is the Weekly Epidemiological Record of WHO. It may be possible to send in a brief
note about the conference happening or about the Call to Action.
9. PMAC 2019
Dr. Prin Vathesatogkit presented the draft concept note for PMAC 2019 on NCDs. Some comments
to further develop the concept note are as follows:
Healthy choice not available because of environmental factors
Should focus on risk factors, don’t focus on specific diseases
Should discuss the enabling environment
SDGs and Target 3.4 should be included in the conversation as well
Multi-sector is very important - Ministry of Finance, Trade, Taxation should be included
Should also cover industry interference
Should be careful with using salt as an example, better to use tobacco and alcohol
Examples of industries that have shifted, industry champions and what drives them in that
direction?
Legislative changes that affect individual behavior vs. the softer end (awareness and
education)
Bring in the younger generation and new ways of influencing communication
Healthy and sustainable diets
How to manage chronic cases – what health systems can do and how to finance it. Example:
Pacific Islands declared NCDs as a crisis
Low income country solutions
What’s the popular movement, what can people do?
Look at different socio-cultural settings - What’s similar? What needs to be done
differently?
How to bridge PMAC 2018 and PMAC 2019 should be considered. A side meeting at PMAC 2018
could be organized to provide a link to PMAC 2019.
The Preparatory Meeting for PMAC 2019 will be held at the Rockefeller Foundation in New York.
The potential dates are 12-13 October 2017.
The meeting suggested to approach NCD Alliance and Michael Bloomberg, Bloomberg
Foundation, (WHO Ambassador for NCD) to join the PMAC 2019 Working Group Meeting.
Co-hosts can propose persons/organizations to be invited to the PMAC 2019 Working Group
Meeting to the PMAC Secretariat.
Dr. Prin will revise the concept note reflecting comments from the meeting and will circulate to
partners for further input, in preparation for the PMAC 2019 Working Group Meeting.

PMAC is an invitation only conference where the participants are proposed by conference co-hosts
and partners. The PMAC Secretariat will send out the excel file for proposing invitees, which should
be submitted back by 31 July 2017.
