Reports from swine-flu hit states suggest that a prolonged
winter, inadequate testing facilities, limited Tamiflu
availability and failure to rope in private hospitals are prime
reasons for state governments' failure to check spread of
the disease. Inadequate testing facilities in many states led
to delayed test reports, resulting in cases going out of
hand.
In MP , till recently, the ICMR laboratory , Jabalpur, was the
only testing facility. Unable to handle the sample deluge,
the government roped in the Defence Research and
Development Establishment lab in Gwalior. The cases
testing positive this year are far more than last year and
many hospitals aren't equipped to tackle the rush.
Rajasthan health officials say the death toll has risen as
many in villages were in advanced stages of the disease
when admitted. Jaipur's SMS Hospital is the only one in the
state equipped to handle the swin equipped to handle the

Unlike previous years, when Gujarat made it mandatory
for private hospitals to run swine flu OPDs and reserve
isolation beds, no such measures were taken this time.
Not a single private Ahmedabad hospital started a
swine-flu OPD. Government hospitals were snowed
under. There was no control over strangers and relatives
who freely entered isolation wards.
A health expert said Gujarat was late in reacting during
the critical weeks of January when the first cases had
surfaced. “The awareness drive and home-to-home
surveys began two weeks ago when the disease had d
an alarming upswing,“ registered an alarming upswing,“
he said. But the government refused to take the blame.
“We are equipped medically and have the willingness to
fight this disease,“ state chief secretary DJ Pandian said.

blamed the prolonged winter. However,
chairperson of the state swine flu task force, Dr
Ashok Pangariya, said audits were being conducted
to analyse cause of death and prevent more
casualties.
In Maharashtra and Karnataka, many affected
families have complained that the two drugs that
cure swine flu are difficult to get. In Bangalore, only
51 chemists are authorized to sell Fluvir.
Maharashtra health minister Dr Deepak Sawant
justified restrictions on the sale of the drugs,
saying: “We don't want to flood the market with
Tamiflu as its indiscriminate use may give rise to
resistance to the drug. Most designated centres
have adequate supply .“
