It provides coverage of up to 95% for claims resulting from non-payment or inability to access stored grain within required timelines, with lower coverage levels for longer deferred payment arrangements. Producers must sell only to licensed entities and notify Agricorp immediately of any payment or storage issues in order to make a claim through the Grain Financial Protection Board.

• On March 18, Minister Bibeau and Minister Hardeman announced
improvements to the salvage benefit
• New tiered approach reflects the increased costs associated with
higher DON levels and aligns with the industry's practice of
segregating affected corn by DON levels
• Leading up to harvest, Agricorp will provide more details to customers
about the enhanced corn salvage benefit.
6. Grain Financial Protection Program
Ensures confidence and stability in the Ontario grain trade for:
• producers who sell store canola, corn, soybeans and wheat to
licensed dealers.
• producers/owners who store grains and oilseeds at licensed elevators.
• Grains Act and Farm Products Payments Act sets out the authorities
and requirements of the Grain Financial Protection Program
• Dealers and elevator operators must be licensed annually and must
meet their payment or storage obligations.
• Industry and government share in the costs of the program.
• Commodity funds are established via producer check off from sales of
corn, soybeans, wheat, canola.
• Producers can apply for a claim against this fund in the event of a
dealer or elevator fails to pay or provide stored crop on request.

8. Responsibilities for selling canola,

11. If there is an issue
• Producers need to notify Agricorp immediately of any failure to meet
payment or storage conditions
• Agricorp will follow up on concern with dealer/elevator
• If appropriate, Agricorp will provide a claim package to complete

12. Grain Financial Protection Board (GFPB)
• Board was established in 1985, classified as a Board-
Governed Provincial Agency
• Operates under the authority of Farm Products Payments
Act and Ontario Regulation 70/12
• Board members are appointed by Minister of Agriculture,
Food and Rural Affairs (accountable to the Minister)
• Includes representation from producer commodity
organizations and dealer/elevator industry
• Board has a service contract with Agricorp for
Governance, Secretariat and Financial Services.

13. Grain Financial Protection Board
Mandate:
• To administer its fund;
• To investigate all claims made to it under this Act and to
determine the extent of their validity;
• To grant or refuse the payment of claims or any part
thereof and determine the amounts and manner of
payment;
• To recover any money to which it is entitled under this
Act by suit in a court of competent jurisdiction or
otherwise.

14. GFPB claim process
Board’s process starts when a producer submits an application for potential
payment from the Funds
• Producer submit claim package and documentation to Board Corporate
Secretary
• Claim application review and investigation
• Board meeting for consideration of claim
• Reviews, discusses and makes decision on claim
• It is the Grains Act, Farm Products Payments Act and Ontario Regulation
that provide the governance when board is considering and making
decisions on claims.
• Post-Decision (all parties informed of boards final decision)
• Recoveries to the Funds (Board takes the appropriate next steps to recover
any money to which they are entitles under the FPPA)

15. Key points for producers/ owners
• Ensure you sell to a licenced dealer/ elevator.
• If dealer/ elevator fails to pay you within 10-days, call
Agricorp’s Chief Inspector immediately that payment was
not received (prompt notification).
• It is your responsibility to submit claim with
documentation to the board within the 30 day period
which runs from the first day on which grounds for
making the claim arose.
• Proper documentation such as weigh slips, tickets, contracts are used by
the board to validate amounts/ claim being made.
