Areas of convergence
 Adaptation is important and needs to be given a
high profile in 2015 agreement;
 Characteristics of mitigation and adaptation are
different, should be taken into account in the
2015 Agreement
 What adaptation constitutes will vary with
context, and over time, calling for a dynamic
process to assess needs
 Adaptation is multi-dimensional, would need to
be reflected in 2015 agreement in a multi-
dimensional manner
 Need to build on what we have under the
UNFCCC, in particular the Cancun Adaptation
Framework

Areas of convergence (2)
 Limited capacity and resources, financial and human, are
barriers to enhanced adaptation and need to addressed in the
2015 agreement
 Uncertainties in planning and implementation will increase due
to climate change; this should not be a barrier for action
 Need to base enhanced action on best available knowledge.
2015 Agreement should also serve to enhance knowledge
about climate science and impact, vulnerabilities as well as
best practises and lessons learnt
 Measuring success of adaptation actions and support is
important, should however be clarified in terms of global vs
national responsibility for assessing effectiveness

Areas of convergence (3)
 There are some overlaps between some proposals of
how to include adaptation in the 2015 agreement, which
need to be explored deeper
 Recognising a general link between mitigation levels and
climate impacts

Areas of divergence
 If and how to operationalise any link between mitigation,
adaptation, adaptation finance, including the role of the
review cycle
 Global vs national dimensions of adaptation and how they
are reflected in the 2015 Agreement
 Even though commitments are defined in Article 4 of the
Convention, legal nature of any new commitments IS not
clear
 Whether there is a need for an Adaptation INDC in the
2015 Agreement
 If a global goal should be established and if a global goal
for adaptation should be qualitative, quantitative or both
