budgeting for SDG’s
The case of Mexico

2. • Since 2008, Mexico has included the gender component in the elaboration of the annual
budget, PEF (for its initials in Spanish: Presupuesto de Egresos de la Federación) in order
to promote actions that contribute to gender equality.
• But it wasn’t until 2012 that this component was reflected into a federal law. So, the
Federal Budget and Responsibility Law, in that year incorporate the paragraph that states
that the PEF draft had to include a specific appendix in which every ministry is obligated
to spend that amount on actions that promote gender parity.
• INMUJERES and the Ministry of Finance jointly issue guidelines for monitoring that the
ministries are actually being spent those resources on actions to promote gender equality
called. These guidelines requires, among others:
• Target population definition
• General overview of gender gap
• Analysis of outcomes
• Explanation of achieved outcomes
• Challenges and opportunities
• And last but not least: deadlines to present this information.
• INMUJERES launched a website in 2017 to inform to the general public the actions that
the ministries are conducting under the gender appendix.
• The Ministry of Finance also publishes the results that are presented to the Congress.

9. Link between SDG budget and PEF

• In 2015, the member countries of the United Nations (UN) approved the 2030 Agenda,
with its 17 Sustainable Development Goals (SDGs) and 169 targets. This new agenda
strengthens and deepens the achievements made through the Millennium Development
Goals (2000-2015).
• Since that year, the Ministry of Finance with the United Nations Development Programme
(UNDP) started the draw an outline of how the new SDG could be linked with the National
Development Plan (PND) and with the annual budget.
• So, after a couple of years of hard and dedicated work, in 2017, the Sustainable
Development Goals Specialized Technical Committee was installed in Mexico. This
Committee is led by the Presidency Office and the National Institute of Statistics and
Geography.
• The Ministry of Finance, with the feedback of the UNDP, defined suitable mechanisms to
link the budget with the 2030 Agenda.
