Most refugees live outside of camps in cities, straining housing, employment, and public services. Turkey has spent over $10 billion responding to the crisis, far more than the $400 million received in foreign contributions.

Islamic Relief is providing aid to refugees and internally displaced people affected by the Syrian conflict across multiple countries. They are distributing food, blankets, and other necessities to over 300,000 refugees and internally displaced people in Turkey, Lebanon, Jordan, and Iraq. However, funding challenges and issues with access mean the needs are greater than what Islamic Relief and other organizations are able to provide given current resources. Winter will exacerbate humanitarian needs as temperatures drop.
Foreign Aid Conflict
Foreign aid can contribute to economic growth by increasing investment, imports of capital goods, and human capital development. However, aid can also fuel conflict by being stolen or appropriated by governments and militias to support warring factions. Pakistan is cited as an example - despite receiving over $100 billion in aid over decades, it has not experienced reduced conflict or improved development outcomes. The effectiveness of aid depends on factors like governance and policies in the receiving country.

2014 has seen a major surge in humanitarian crises around the world. Inter-agency strategic response and regional response plans now target over 76 million people in thirty-one countries compared to 52 million in December 2013. 102 million people are estimated to be in need of humanitarian assistance compared to 81 million in December 2013. Global financial requirements to cover humanitarian needs rose from US$12.9 billion in 2013 to $17.3 billion now. More and more crises are having a regional impact with a spill-over effect on countries which are already fragile.
