2. 10h00 Unleashing the potential of SMEs and Good Regulatory Practices
in ASEAN
The ASEAN Economic Community Blueprint (AECB) and the
Master Plan on ASEAN Connectivity (MPAC), together with the
recent Trans-Pacific Partnership (TPP), recognise the importance of
SME development through mechanisms such as regulatory coherence
and business facilitation. This emphasis is reinforced in the ASEAN
Strategic Action Plan for SME Development (SAP SMED). SMEs
can face significant regulatory and non-regulatory constraints. In
addition to challenges related to size and access to resources, SMEs
also face higher obstacles in navigating the legal landscape.

2. heavily on smaller firms. Good Regulatory Practice (GRP) can help
address some of these challenges.
This session will discuss the key role of SMEs in fostering growth
and development in ASEAN and discuss recent development related
to GRP in ASEAN.

4. 11h30 Integrating SMEs into Global Value Chains: a forward-looking
agenda
SMEs can engage in Global Value Chains (GVCs) directly—by
supplying intermediates through exports; or indirectly—by supplying
local multinational enterprises with products that are then exported.
They can also benefit GVCs on the input side through greater access
to competitively priced imported intermediates; new technologies
embodied in new capital products made available through
international trade; or transfers of technology from lead
internationally oriented firms. Regulatory and non-regulatory tools
can facilitate the integration of SMEs into GVCs. In this respect,
knowledge of the main barriers to SMEs’ integration in GVCs and
how tools aimed at improving regulation can help address these
barriers are crucial.
This session will discuss how Good Regulatory Practice (GRP) can
support the integration of SMEs in GVCs and beyond and develop
new approaches for further work in this area.
