The Glendale âSpace 134â project is a concept study
for a âfreeway cap parkâ over the 134 Freeway from
Central Avenue to Glendale Avenue. The freeway cap
park would connect the community to the Cityâs civic,
cultural, and business core through public open spaces,
and through pedestrian & bike friendly trails.

Re-stitching Downtown together
and adding a highly-amentized
park in place of the 134 Freeway
will have a significant positive
effect on nearby and adjacent
property values.
New park space in Downtown
Glendale will promote active
lifestyles, improving public
health; a freeway cap will reduce
pollution and enhance air quality,
reduce runoff, and encourage
biodiversity.
Regular park programming,
including major events, can
attract new visitors to Glendale,
increase how long they stay
Downtown, and encourage
repeat visits, supporting local
businesses.
Space 134 would enhance
Glendaleâs brand, further enabling
the City to compete regionally to
attract new employees, residents
and visitors to the City, and in
particular Downtown.

Highly-programmed, signature
downtown parks require
significant annual operating
funding, ranging from $250,000-
$750,000 per acre, and earned
income rarely exceeds 20 percent
of total expenses.
Adopting an effective governance
strategy early on in the planning
process will be essential to
create a high-quality park and to
support continued maintenance,
operations and engaging
programming.
In most cases, capital funding
requires a mix of public and
private funding, with deck
infrastructure funded publicly,
and the surface park and
amenities drawing heavily from
private sources.
The successful implementation
of Space 134 will require
governance, capital and
operating resources, and it will be
important for local government
to leverage public-private
partnerships.
