• The Act prepared based on the decision of
cabinet meeting dated on 03-07-2000
• The Bangladesh Economic Zones Act,2010 , Act
No. 42 of 2010 (1st
August 2010)
3. Background of formation eZ
• Bangladesh Economy is growing well at 6.3% in the
past 5 years .
• However, need to accelerate GDP growth 8% to 10%
for reduce the poverty level from 40% now to 15% and
targeting to be a Middle Income Country by 2021.
• Economic Zone program is aiming to achieve the
above goals by attracting private investment (FDI & DI),
accelerating GDP growth & creating 10 millions of new
employment within 2022
4. • To make provisions for the establishment of
economic zones in all potential areas including
backward and underdeveloped regions and
development.
• To encouraging rapid economic development
through increase and diversification of industry ,
employment , production and export .

5. At a glance Bangladesh Economic Zones Act, 2010
• EZ means any economic zone declared by the Government
through gazette notification ( No any land within city
corporation , municipality or cantonment board area )
• Governing board means the governing board of the authority
• Chairman means the chairman of the governing board
• Executive Board means the executive board of the authority
• Executive Chairman means the chairman of the executive
board
• Secretary means the secretary of the authority
• EZ developer means authority may appoint economic zone
developers
6. Way to establishment of economic zones
• EZs established through public and private partnership by
local or foreign individuals, body or organizations
• Private EZs established individually or jointly by local,
non-resident Bangladesh or foreign investors, body ,
business organizations or groups
• Government EZs established and owned by the
Government
• Special EZs established privately or by public-private
partnership or by the GOB initiative, for the
establishment of any kind of specialized industry or
commercial organization
7. Acquisition of Land for EZs
• For the purposes of this act, the GOB may , acquire any
land under the Acquisition of immovable Property
Ordinance,1982 (Ordinance No. ll of 1982) if required for
an economic zone or for infrastructure thereof such as-
roads, bridges etc.
• The land acquired shall be deemed to required for public
interest
• Compensation will be pay according to ordinance sub
section 1
8. Division of an EZ into several areas
• Export process area: Specified for export –
oriented industries;
• Domestic Processing area: Specified for industries
to be established to meet the demand of the
domestic market;
• Commercial Area : Specified for business
organizations , banks , warehouses , offices or any
other organizations
• Non-Processing Area : Specified for residence ,
health , education, amusements, etc .
