After joining WTO, Vietnam economy went up rapidly in last decade. With market opening, oil & gas becomes the pillar industry for national develop-
ment, sharing over 30% of GDP. Based on its huge support for economy, Vietnam government applied series of aggressive policies in past few years
to attract investment and issue exploration contracts for its offshore acreage. As a result, both oil and gas proven reserves rose considerably - 4.7
billion barrels and 24.7 Tcf respectively. Only after Indonesia and Malaysia, Vietnam now ranks the third in SE Asia for petroleum resource.
Vietnam’s petroleum resource is mainly from its territorial waters. The 5 major operational oil & gas basins are Song Hong, Phu Khanh, Cuu Long,
Nam Con Son and Malay. Currently most of the crude oil and gas produces from shallow water. Cuu Long Basin, which includes the biggest Bach Ho
Field, is the most active area for ongoing E&P activities in shallow water. As estimated, with the decrease of some major fields, like Bach Ho, oil
productions from ongoing projects is likely to diminish in few years. To offset the decrease, Vietnam is planning to intensify deepwater activities, like
in Nam Con Son Basin, which’s partly involved in territory dispute of South China Sea.
In recent years, lots of IOCs quitted Vietnam upstream sector because of their international asset integration. After 3 rounds of bidding, only Exxon
Mobil and Eni operate some blocks in offshore. It can be said that currently Vietnam’s upstream sector is dominated by NOCs and E&P companies, like
Gazprom, Rosneft, Lukoil, NOGC, KNOC, Petronas, PTTEP, Pertamina, Talisman, SOCO, Premier Oil, Idemitsu, Perenco, Murphy Oil and etc.
Last year the most aggressive players for Vietnam oil & gas upstream sector are from Russia and India, for the political support. They are both
experienced players in Vietnam. In 2013, top leaders from Vietnam and Russia visited each other and brought great promotion to energy cooperation,
especially oil & gas E&P, refinery and nuclear. A few agreements and contracts were signed during the visits, and created chances in both Vietnam
and Russia. For India, ONGC’s OVL newly gained 5 more blocks scattered over Vietnam’s coastline, even though its Block 128 is not going well. And
OVL also express interest in gas-rich Block B from Chevron. Vietnam’s active collaboration with these two countries and other international investors
in South China Sea is also a way to enhance its sovereignty claims in the disputed area.
Vietnam’s oil & gas industry is fully under the monopoly PetroVietnam (PVN) and its subsidiaries’ control. All the investment will be negotiated with
PVN or its E&P arm - PVEP. Most of the investments are under Production Sharing Contracts (PSC), Business Co-operation Contract (BCC) and Joint
Operating Contracts (JOC). Based on Vietnam’s Oil & Gas Master Plan Towartds 2015 and Vision to 2025, the industry will need USD 203 billion
investments for further development, and PVN will share 40% of it. More than the current steady development, Vietnam still needs some motivations
to attract more investments. And enhancing the quality of regulatory framework, labor and finance system will help to promote the investment
environment.

The morning workshop will discuss the technology issues in offshore E&P
sector. We will focus on the seismic technologies and reservoir characteriza-
tion of Vietnam continental shelf. The 3-hour workshop will be divided into a
few modules, including technology showcase, internatioal experience sharing
and etc.
1400-1700 HSE Workshop
The afternoon workshop will face the permanent topic - Health, Safety and
Environment during the process of offshore E&P sector, especially in the
hazardous area. Same as the morning workshop, this one will consist of a few
modules.
