Komposisi tenaga kerja yg dimiliki oleh perusahaan
Analisis supply harus memperhatikan periode
perencanaan
Analisis “demand” tenaga kerja :
Dilakukan berdasarkan peramalan kebutuhan tenaga
kerja pada perioda perencanaan tertentu (jk. pendek,
menengah, panjang)
Berkaitan erat dengan keputusan-keputusan strategis
(internal & eksternal), meliputi :
- perluasan / penciutan perusahaan

- kebijakan padat modal / padat karya
- rencana investasi, dan lain-lain

14. Analisis kesenjangan antara “supply” dan “demand”
Kesenjangan bisa karena jumlah atau kualitas
Kesenjangan dalam hal jumlah/kuantitas tenaga kerja
dapat diatasi dengan menambah lembur ataupun
rekruitmen ataupun PHK, pensiun dini
Kesenjangan kualitas dapat diatasi dengan
realokasi/replacemnet atau diklat.
Ada tidaknya kesenjangan kuantitas sangat ditentukan
oleh peramalan jumlah tenaga kerja yang dibutuhkan.
Peramalan dapat dilakukan antara lain melalui :
1. Analisis Beban Kerja

mengestimasikan beban pekerjaan yang akan dihadapi
perusahaan dalam periode perencanaan tertentu (how
much work is schedule to be done)
Dapat dihitung melalui estimasi produksi, misalnya :
a.1. Pengalaman di masa lalu
Untuk setiap peningkatan penjualan Rp. 1.000.000 diperlukan
tambahan 1 orang tenaga penjualan
Rp. 5.000.000 5 orang
a.2. Biaya lembur per minggu Rp. 1.000.000
Jika 4 minggu berturut-turut dibutuhkan 1 orang. Jika biaya
lembur > Rp. 5.000.000 / minggu, artinya tambahan tenaga
kerja 5 orang
16. b. Perhitungan Kuantitatif
Misalnya : Januari 1998 ada 22.000 pucuk surat yang harus
diselesaikan dan masing-masing surat membutuhkan 0.09
jam – orang.
Beban kerja = 22.000 x 0,09 jam – orang
= 1.980 jam – orang
Jika 1 orang bekerja 180 jam per bulan
Kebutuhan tenaga kerja per bulan :
1.980 / 180 = 11 orang
2. Analisis Tenaga Kerja (Work-Force)
Perhitungan dari Analisis Beban Kerja masih harus
dilengkapi Analisis Tenaga Kerja untuk memberikan
kelonggaran / allowance.

Jika tingkat absensi 9%, maka sebagai
kelonggaran ditambahkan :
9% x 11 tk = 1 tk.
Dari penelitian didapatkan umumnya
tingkat absensi 2,8 – 5%.
