The U.S. Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR) is that awardees of the Hospital Preparedness Program Cooperative Agreement develop healthcare coalitions to improve healthcare system preparedness. ASPR is strongly encouraging these coalitions to independent nonprofit legal entities Effective, sustainable healthcare coalitions, whether independent nonprofit corporations or operating under the authority of a third-party fiduciary agent, require a business infrastructure that includes inclusive governance. The caucus governance model can be implemented through the healthcare coalition's bylaws. It allows most decisions to be made at the Executive Council level, reducing bureaucratic delays.
