building back better, supporting green jobs, and
accelerating our path to net zero.

Competition Aim
• The aim of this competition is to provide funding to establish a power electronics,
machines and drives (PEMD) skills hub.
• Up to £1,000,000 will be invested in a single project that will that will:
o develop a platform,
o build the UK PEMD skills community, and
o manage the hub
• You can claim up to 100% grant against your total eligible project costs
up to a maximum grant of £1,000,000.

Scope: What we are looking for

• We want to fund a single project that will
o be a lasting platform for the UK’s PEMD educators and training providers,
showcasing, organising and signposting to their training courses and
educational materials across all levels.
o give learners and businesses impartial information and
access to the UK’s PEMD training courses and
educational materials in one place.
o allow learners and businesses to understand
what competencies they need, and
find the training courses to develop these.

Scope: Proposal requirements (1)
Platform development
o design, develop and deliver an online platform that
provides information about PEMD training courses,
educational materials and career path development in the UK
o curate, collate and organise easy to access online and face-to-face
education and training material
o engage young people and others outside the PEMD workforce to raise awareness
o develop a distinctive and identifiable brand
o develop a competency framework for the whole PEMD workforce,
supporting a competency-based approach for career path and job role planning
o create a system of recording and recognising cross-institutional achievements of
learners with a verifiable and secure means

Community building
o connect course providers with employers and learners to deliver
education and training to new learners, professionals already working in PEMD, and
those wanting to develop expertise in specialist areas
o build partnerships with educators and training providers across all levels
o build a database of existing education and training courses, and future courses
o build relationships across all sectors of the PEMD industry to
understand and advise skills competencies and training need
o encourage learners to consider careers in the UK’s PEMD industry
o provide a UK wide solution that also works at a regional level
o have an active leadership role in equality, diversity and inclusion (EDI) for PEMD skills,
with an effective EDI strategy to address challenges relevant to
the topics and communities of the hub

Scope: Proposal requirements (3)
Supporting operational activities
o provide a sustainable and long-lasting service to the UK’s PEMD community
o operate for at least 10 years
o be able to provide the necessary operational investment from your own means to
financially support the hub for the remaining period after the grant draw-down has ended
o acquire commercial licencing agreements and
a mechanism to share training content and education material
o monitor and report to the DER Challenge and
other stakeholders on the performance of the platform
o analyse data on course availability, training demand, employer needs and
required skill sets and competencies, to identify and advise on gaps to
the DER Challenge team and other stakeholders

Eligibility: Project size and duration

Project size:
• There is no maximum total eligible project costs
• You can claim up to 100% grant against your
total eligible project costs up to a maximum
grant of £1,000,000.
If your total eligible project costs are more
than £1,000,000, only the maximum grant
limit of £1,000,000 can be claimed
Project timing:
• Projects must start by 1 April 2022
• Deliver an operational hub by 1 September 2022
• Funded for up to 36 months
• Operate for at least 10 years from date of GFA

o demonstrate clear support for your application from education and training providers,
across all qualification levels
o demonstrate clear industrial support for your application,
covering a cross section of technologies and sectors
o have detailed knowledge of the power electronics, machines and drives skills landscape in the UK
o carry out its project work in the UK and intend to exploit the results in the UK
• To collaborate with the lead, your organisation must:

academic institution, charity, not for profit or public sector organisation

Eligibility criteria

• Research Council Institutes (RCI)
• Public sector organisations and charities doing research activity
• If you are 100% owned by a large parent company as a small subsidiary this means you are classed as a
large company and will only be entitled to the relevant grant. For more information on company sizes, please
refer to the Company accounts guidance.
Types of organisations we fund
Compliance with the UK Subsidy Control Regime
On 1 January 2021, the UK left the EU and is no longer subject to EU laws on State aid. We draw your attention to the guidance issued by
BEIS: Complying with the UK’s international obligations on subsidy control: guidance for public authorities. Please be aware this is a living
document and may be updated by BEIS as time progresses.
The set rules (typically GBER) which we previously relied on for the limits of what we could award, have now been replaced by internal
decisions based on the new BEIS Subsidy Control Regime, and on policy, which will in turn set out bespoke eligibility requirements for each
funding opportunity.
Innovate UK is offering funding for this competition in line with the UK's obligations and commitments to Subsidy Control. To ensure that
Innovate UK remains compliant with the UK’s international Subsidy Control duties in respect of:
• The EU-UK Trade and Cooperation Agreement;
• Article 10 of the Northern Ireland Protocol: (successful applicants which are affected by the Northern Ireland Protocol will
be funded in line with EU State aid regulations)
• Article 138 of the Withdrawal Agreement (some Union law applicable after 31 December 2020 in relation to the UK’s
participation in Union programmes and activities)
• The Subsidies and Countervailing measures within the WTO (ASCM);
• Any other Free Trade Agreements active at the time of award.
All awards will be conditional on compliance at all times with the UK Subsidy Control Regime
– this will be reflected in the terms and conditions of any award
Due diligence for UK Subsidy Control Regime
Under the Subsidy Control Regime, we will carry out financial health checks and going concern assurances on your
organisation.
Certify you are eligible
When submitting an application, you must certify that you are eligible for funding. If you are unsure, please take independent
legal advice before applying. Should you be successful, we will complete these financial checks and assurances before
confirming the grant offer.

Eligibility Criteria - EU State Aid Regulations – Northern Ireland Protocol
If you are an applicant who is conducting activities that will affect trade of goods and/or electricity between Northern Ireland and
the EU as envisaged by Article 10 of the Northern Ireland protocol, then you must apply under European Commission State aid
rules.
Undertaking in Difficulty
For applicants subject to the European Commission State aid rules, you will be required to prove that they were not an
“Undertaking in Difficulty” (UiD) on the date of 31 December 2019 but became a UID between 1 January 2020 and 30 June
2021. We will ask for evidence of this.
This test applies to:
• companies that are more than 3 years old
• companies where more than half of its subscribed share capital has disappeared as a result of accumulated losses.
• your parent or holding company
Certify you are eligible
When submitting an application, you must certify that you are eligible for State aid. If you are unsure, please take legal advice
before applying. Should you be successful, we will apply this test as part of our viability checks before confirming the grant offer.

If you are applying for an award funded under State aid Regulations, the definitions are set out in the European Commission
Recommendation of 6 May 2003.
Eligibility Criteria: Funding Opportunities
For organisations acting economically, you can get funding for your eligible project costs of:
• up to 70% if you are a micro or small organisation
• up to 60% if you are a medium-sized organisation
• up to 50% if you are a large organisation
Research organisations acting non-economically can get funding for your eligible project costs of up to 100%
This competition is open to single applicants and collaborations.
In any collaborative projects there must be:
• at least two organisations claiming grant within the application (including the lead)
• evidence of effective collaboration
• we would expect to see the structure and rationale of the collaboration described in the
application
What is collaboration?
Making more than one application
• An organisation can lead or collaborate on any number of applications.
• An eligible collaborator can collaborate on any number of applications.
Other Innovate UK projects
• If you have an outstanding final claim and/or Independent Accountant Report (IAR) on a live
Innovate UK project, you will not be eligible to apply for grant funding in this competition, as a
lead or a partner organisation
• If you applied to a previous competition as the lead or sole company and were awarded funding
by Innovate UK, but did not make a substantial effort to exploit that award, we will award no more
funding to you
• If you applied to a previous competition as the lead or sole company and failed to comply with
grant terms and conditions

Academic partners
Why Je-S?
• We use the Research Councils’ Joint Electronic Submission System (Je-S) to collect academic
finances
• The Je-S system automates the collection of Full Economic Costs (FEC) based costs from academic
applicants or partners and tells them exactly what numbers should be used in the application form for
their costs
• Also to collect project finance details from non-HEIs (e.g. RTOs) that are claiming they are carrying
out academic quality work and want to be funded on an FEC basis
• Using Je-S means that Innovate UK follows standard Research Council guidelines on funding
universities and enables Research Councils to easily co-fund Innovate UK projects
• The Je-S system is completely separate from Innovate UK and we cannot advise on its usage

Interviews – 26 & 27January 2022
If you are invited to progress to interview:
• You can bring up to five people to attend the interview
• You will have 20 minutes to present a maximum of 20 PowerPoint slides, with no videos or embedded
links
• There is a 40-minute Q&A session lead by members of the panel
• You will have an opportunity to respond to the assessor feedback so the panel can read it prior to
interview
• The response to feedback, presentations and presenters’ names have to be provided ahead of the
interview
Project setup for successful
applicants
Notification
If you are successful in this competition:
- you will be assigned a Delivery Executive who will guide you through the Project Set Up process
- you will have 30 days to complete the project team, project details and bank details
- you will then have a further 30 days to complete project set up – funding may be withdrawn if this is
not completed within this timeframe
Please ensure all your contact details in the IFS portal are correct
and up to date and that you regularly monitor it
Project set up
• All communication will be through IFS
• Lead applicant must provide collaboration agreements and exploitation plans if applicable
Project delivery
• All grants are paid quarterly in arrears, and are only paid following quarterly reporting and
necessary audits
• Claims can only be made for costs incurred and paid between the project start and end dates
• Monitoring of the project includes a visit from the appointed Monitoring Officer

• Up to £1,000,000 available for a single project to
establish a PEMD Skills Hub
• Can be led by any UK registered organisation
• Funded for up to 36 months
• Operate for at least 10 years
• The proposal must include how the hub will:
o develop a platform,
o build the UK PEMD skills community, and
o manage the hub.

Driving the Electric Revolution Power Electronics, Electric Machines and Drives (PEMD) Identify key gaps in the UK PEMD supply chain and help industry fill them enabling delivery of Net Zero Funding for industry Investing £80m of ISCF funding for R&D projects Networking and collaboration Connecting industry, academia, RTOs & the government Industrialisation and manufacturing Leverage the UK’s world leading research capability in PEMD Talent growth Define & fill the PEMD skills gap by training, upskilling & reskilling

Power Electronics Development of semiconductors (Si, SiC, GaN) and their packaging to enable switching of high power (voltage and/or current) whilst minimising loss Electric Machines Conversion between electrical energy and kinetic energy through electromagnetic, mechanical & thermal design optimised for each application Drives Intelligent digital control systems embracing power electronics, passive components, thermal management, mechanical design and the overall system Manufacturing supply chain Materials processing Component manufacture System integration Re-use and recycling Driving the Electric Revolution – Supply chain
  • 13. 10-point plan § Driving the Electric Revolution is focused on building back better, supporting green jobs, and accelerating our path to net zero. § Power Electronics, Machines and Drives (PEMD) growth will deliver high-skilled high-paid jobs that offer the extra satisfaction of helping to make our nation cleaner, greener and more beautiful. § We must look to manufacture the core technology to enable the Green Industrial Revolution. Importing technology will result in erosion of the sovereign supply chain and all the skills being delivered must encompass the manufacturing. “If we apply the same zeal and ingenuity to stopping climate change as we have to tackling coronavirus, we can do so while transforming our economy, delivering jobs and growth across the country.”

Driving the Electric Revolution challenge funding distributed to industry through tailored programmes addressing key opportunities in the UK PEMD supply chain: R&D, collaboration, talent, equipment & expertise. £7m Fast start accelerated supply chain CR&D activities £5m Short, high impact, high resilience supply chain CR&D projects £22m Flagship programme for high value/low volume & high volume/high efficiency manufacturing supply chain CR&D projects £6m Initiatives in addressing the skills gap through training, upskilling and reskilling £33m Industrialisation centres supporting industrial engagement with new equipment & expertise in PEMD scale up & manufacturing Driving the Electric Revolution Investment

Use Driving the Electric Revolution Challenge funding and access to industry expertise to efficiently and effectively add value, inclusivity and diversity in key areas of the UK’s PEMD workforce, building on and complimenting existing skills initiatives in electrification sectors • Building talent for the future (1) competition • Quickly fill key skills gaps – closed in September – winners of funded project to be announced soon • PEMD Skills Hub competition • Central hub providing signposting & access to training courses for UK PEMD community including learners & businesses, material for educators, and engaging information for outreach • Building talent for the future (2) competition • Competition launching early next year for content creation and training delivery Driving the Electric Revolution Skills

  • 17. ©2021 UKRI Competition Aim • The aim of this competition is to provide funding to establish a power electronics, machines and drives (PEMD) skills hub. • Up to £1,000,000 will be invested in a single project that will that will: o develop a platform, o build the UK PEMD skills community, and o manage the hub • You can claim up to 100% grant against your total eligible project costs up to a maximum grant of £1,000,000. 17
  • 18. ©2021 UKRI Scope: What we are looking for 18 • We want to fund a single project that will o be a lasting platform for the UK’s PEMD educators and training providers, showcasing, organising and signposting to their training courses and educational materials across all levels. o give learners and businesses impartial information and access to the UK’s PEMD training courses and educational materials in one place. o allow learners and businesses to understand what competencies they need, and find the training courses to develop these.
  • 19. ©2021 UKRI Scope: Proposal requirements (1) Platform development o design, develop and deliver an online platform that provides information about PEMD training courses, educational materials and career path development in the UK o curate, collate and organise easy to access online and face-to-face education and training material o engage young people and others outside the PEMD workforce to raise awareness o develop a distinctive and identifiable brand o develop a competency framework for the whole PEMD workforce, supporting a competency-based approach for career path and job role planning o create a system of recording and recognising cross-institutional achievements of learners with a verifiable and secure means 19

  • 33. Compliance with the UK Subsidy Control Regime On 1 January 2021, the UK left the EU and is no longer subject to EU laws on State aid. We draw your attention to the guidance issued by BEIS: Complying with the UK’s international obligations on subsidy control: guidance for public authorities. Please be aware this is a living document and may be updated by BEIS as time progresses. The set rules (typically GBER) which we previously relied on for the limits of what we could award, have now been replaced by internal decisions based on the new BEIS Subsidy Control Regime, and on policy, which will in turn set out bespoke eligibility requirements for each funding opportunity. Innovate UK is offering funding for this competition in line with the UK's obligations and commitments to Subsidy Control. To ensure that Innovate UK remains compliant with the UK’s international Subsidy Control duties in respect of: • The EU-UK Trade and Cooperation Agreement; • Article 10 of the Northern Ireland Protocol: (successful applicants which are affected by the Northern Ireland Protocol will be funded in line with EU State aid regulations) • Article 138 of the Withdrawal Agreement (some Union law applicable after 31 December 2020 in relation to the UK’s participation in Union programmes and activities) • The Subsidies and Countervailing measures within the WTO (ASCM); • Any other Free Trade Agreements active at the time of award. Eligibility Criteria - EU State Aid Regulations – Northern Ireland Protocol If you are an applicant who is conducting activities that will affect trade of goods and/or electricity between Northern Ireland and the EU as envisaged by Article 10 of the Northern Ireland protocol, then you must apply under European Commission State aid rules. Undertaking in Difficulty For applicants subject to the European Commission State aid rules, you will be required to prove that they were not an “Undertaking in Difficulty” (UiD) on the date of 31 December 2019 but became a UID between 1 January 2020 and 30 June 2021. We will ask for evidence of this. This test applies to: • companies that are more than 3 years old • companies where more than half of its subscribed share capital has disappeared as a result of accumulated losses. • your parent or holding company Certify you are eligible When submitting an application, you must certify that you are eligible for State aid. If you are unsure, please take legal advice before applying. Should you be successful, we will apply this test as part of our viability checks before confirming the grant offer.   • 51. Material costs Please be clear on what the materials are - just putting consumables doesn’t provide enough detail. If insufficient information is provided, we will request more information should you be successful which may delay the project start date.
  • 52. Capital equipment usage Eligible: Used in the project or shared with day-to-day production. Calculations will need to be in line with your accounting practices. Even if the equipment is depreciated fully over the life of the project this must be added under capital equipment.
  • 53. Subcontractors Justified and quantified. If non-UK subcontractors are being used, you will need to provide strong justification on why a UK-based subcontractor is not being used. If you’re subcontracting to a parent or sister company, please ensure you list at cost and do not include profit.

Why Je-S? • We use the Research Councils’ Joint Electronic Submission System (Je-S) to collect academic finances • The Je-S system automates the collection of Full Economic Costs (FEC) based costs from academic applicants or partners and tells them exactly what numbers should be used in the application form for their costs • Also to collect project finance details from non-HEIs (e.g. RTOs) that are claiming they are carrying out academic quality work and want to be funded on an FEC basis • Using Je-S means that Innovate UK follows standard Research Council guidelines on funding universities and enables Research Councils to easily co-fund Innovate UK projects • The Je-S system is completely separate from Innovate UK and we cannot advise on its usage
