3. • Dean Health Plan implementation of the Affordable Care Act one of my projects involved Risk Adjustment
which rewards or penalizes carriers based on claims diagnosis risk scores compared to the state average score.
Inovalon, a 3rd
party vendor was enlisted to provide Risk Score Gap Analysis, Resolution and Reporting.
• Create requirements that would supply Inovalon with monthly data for Member, Provider, Enrollment,
Pharmacy Claim, Medical Claim, Laboratory Results, Employer and Plan datasets on the external FTP
secured staging server. Inovalon would provide Monthly Membership Reports for Gap Identification to Dean
Health Plan.

• Managed project mandated small and individual plans to submit enrollee claims information to the
Department of Health and Human Services. The Centers for Medicare and Medicaid Services (CMS)
required data to be sent at a Person or Individual level to determine risk as an insurer. It was crucial that a
person be identified with a Unique Person ID and that member matching algorithms are used to collect as
much history about a person as possible.
• Created requirements for a User Interface that would give enrollment personnel the capability to manually
match partial match members that had fallen through the system member matching algorithms. The UI would
allow them to identify matching persons and link them by Unique ID, unjoin persons who had been linked in
error and assign unique ID’s to new person records.
