Parliamentary debate consists of two teams of two or three people debating different sides of a resolution. The teams are called government and opposition, with roles like prime minister, leader of opposition, and members. Speaking times are allocated for each role. Effective speeches recognize the audience, state the resolution and define key terms, outline arguments, and refute the other side's positions. Debaters are evaluated on communication, organization, argument quality, refutation, and courtesy.
