The data processed in a global way means a huge set of information that is difficult to access and store directly, securely. The European Union's desire to ensure that this data is treated uniformly in the Member States and made available in a uniform way is a response to the needs.

3. History
The European Commission (EC) plans to build a single administrative and economic
infrastructure. The creation of the necessary legal and regulatory framework indicates a
commitment to blockchain-based applications in the European Union. They support the
financing of major research and innovation programmes. A supportive regulatory framework
and a growing blockchain infrastructure can encourage the spread of similar technology-based
services in the private sector as well.

*Current usage of the term of big data tends to refer to the use of predictive analytics, user behaviour
analytics, or certain other advanced data analytic methods that extract value from big data.
**Blockchain is a distributed database that records a
growing list of stacked data blocks, in such a way that,
as far as we know, the possibility of counterfeiting and
modification is excluded. For bitcoin and other
cryptocurrencies, it is described as a ledger known
from accounting. Today, blocks contain not only simple
data, but also source code (e.g. for smart contracts).

6. Program and strategy of European Union
The EU aims to become the most innovative area in the world with a strong economy. Strengthen cooperation between
Member States and find and respond quickly to a common, unified response to the challenges.
The EU recognises that information is a resource of the 21st century that alone can significantly contribute to the vision of a
strong Europe.
The essence of every state is the public administration, therefore aspirations can be best established through this area.
2019: EU is committed to being a leader in blockchain strategy. – Unique as similar comprehensive program has not yet been
launched.
Expectations of EC for blockchain technology – Gold
standard:
• environmental sustainability
• data protection
• digital identity
• cybersecurity
• interoperability
Digital Europe Program:
• provides strategic funding for key projects that address,
artificial intelligence, cybersecurity etc.
• supports the development of a trained talent base of digital
experts – CHAISE project blockchain talents
• Big Data Test Infrastructure (BDTI)
Blockchain Strategy:
• Pan-European public service blockchain (EBSI, Partnership)
• Promoting legal certainity
• Increase funding for research and innovation
• Moving blockchain forward for sustainability
• Interoperability, supports
