Executive Summary
BUSINESS DESCRIPTION
The ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES,
being a division of IAM / Secure Data Systems, Inc., is designated for the development
of defensive weapons systems, and has undertaken the goals of developing new and
innovative weapons technologies that may be used by military and civilian agencies
throughout the world. Current interest of this technology is being investigated by the
United States Air Force, Defense Intelligence Agency & with research facilities located
Kirtland Airforce Base, Philips Weapons Laboratories in N.M.
Systems in development are to include the following systems:
Ultrasonic Pain Field Generators, (UPFG),
Phaser Electro-Shock Wave Generators, (PESWG),
Electro-Magnetic Pulse Cannons, (EMPC),
Electro-Magnetic Pulse Bombs, (EMPB),
High Energy Radio Frequency Weapons Systems, (HERFWS).
Defensive Attack Radar Automatic Response, (DARA-LOCK  SAVE)
EMP & HERF Weapons Systems
Since most machines and devices used in transportation, manufacturing and other
support industries today have some form of electronics, Electro-mechanical or
"intelligent" systems to operate and control operations or functions of these devices, the
use of the technologies developed by the firm would be considered to be the most
"humane" method of control, shutdown or destruction of the functions of the targeted
machines or devices. The development of the technologies of these types of weapons
systems would be consistent with the on-going research being conducted by various
federal government agency laboratories and civilian defense / electronic concerns.
The basis of the business is one that is due to accelerate with the increasing automation
and electronic / data processing environments that are now standard in current
offensive and defensive warfare and police enforcement theaters.

CURRENT POSITION AND FUTURE OUTLOOK
Weapon Systems (WS) of this nature are fast becoming reality due to the need to
disrupt the multiple electromechanical and Electronic Data Processing (EDP)
environments that direct the growing offensive and defensive technologies of modern
warfare and police actions. Technology of this nature has been researched since the
early 1950's due to the effects of nuclear and Thermo-nuclear devices being detonated
in above ground tests. Effects of such tested weapons, yielded information that
displayed the effects of such emissions of Electro-Magnetic Pulse's to be disruptive to
such systems as Electrical generation / transmission and distribution,
telecommunications, and simple electronic systems such as alarm systems and other
like technologies. The basic description of the effects of this type of weapon technology
is very clear. The EMP is able to surge through the atmosphere at the speed of light,
186,000 per second. And through the use of the wiring, antenna and other like
conductors of RF, Electrical and various other portions of the Electro-Magnetic
Spectrum, able to interfere with the operations of devices that use transistors or
semiconductors based components and enable them to become inoperative.
Continued Industry Research
Additional research has been conducted with the earlier Strategic Defense Initiative
and now with the Ballistic Missile Defense Systems office of the United States Air Force
and Sandia Laboratories.
INTERNATIONAL DEFENSE PROFILES
Warfare in today's age, has become quick, decisive and highly automated. The need to
supply troops to attack a target in conventional warfare roles has diminished greatly.
The use of electronics to spot, target and kill objectives in the air, sea, or land
operations areas, has come down to air, sea, and land launched missiles, tanks and
guided artillery. Use of Electronic Warfare Systems, (EWS) has become standard
practice of the military forces around the world. Communications, Targeting,
Acquisition of target, and the Termination of the target, now all work within the
Electronic Battlefield Command and Control, (EBC&C). The use of the divisions new
EWS technologies, can be supported by sales to the various NATO, SEATO, and other
Western Alliance members.

OFFENSIVE / DEFENSIVE WEAPONS SYSTEMS DESCRIPTION
Electro-Magnetic Pulse Cannons,(EMPC),
The development of this technology is available. The weapon, is able to fire a directed
stream of enhanced Electro-magnetic energy with a force of over 6 megawatts with a
firing rate of 30 to 60 pulses within 3 seconds. Estimated ranges are 5 to 9 thousand
yards at this time. This device could be placed in an operational mode for the
destruction of the enemy forces Electro-magnetic spectrum technology. This would
include all but nuclear hardened technology.
Such offensive capabilities are to include the communications systems, land based
transportation systems, C3I systems, and with modification to the output power
requirements, airborne offensive systems to include attack fighters, high altitude
bomber sorties, sea launched cruise missiles, (SLCM), air launched cruise missiles,
(ALCM), land launched cruise missiles, (LLCM).
Device Description
With modifications to the output areas of the device, the weapon would produce a
directable beam of radiated energy causing the failure of the systems described.
Electro-Magnetic Pulse Bombs,(EMPB)
An example of such technology has been in place and used in active duty conflict during
the opening of the Persian Gulf Crisis. In the initial hours of the Desert Storm
operation, United States Air Power was to have delivered by ALCM's, this technology
to the Anti-Aircraft and Alert Warning Systems (AAAWS) of the Iraq Military Forces.
The technology for the delivery of this weapon was simple. Standard ALCM's and
SLCM's were dispatched to their assigned targets, came in under the radar screen, and
proceeded to terminate the flight course by diving into the terrain of the near-by
Aircraft Warning Systems. By detonating it's warhead in an electronic fashion, the
weapon was able to disrupt the C3I and other associated support systems of the
AAAWS.

The weapon, is able to produce a field of fire in a hemisphere with a burst bubble
stream of enhanced Electro-magnetic energy with a force of over 6 megawatts with a
firing rate of 30 to 60 pulses within 3 seconds. Since this device would be expendable,
the construction of the device could be in such modes as land mines, sea mines, Rocket
Propelled Shells, (RPS), Rocket Propelled Grenades, (RPG) or a host of other types of
weapons delivery systems that would be of use to the theater requirements.
High Energy Radio Frequency Weapons Systems, (HERFWS)
The HERF Ranger is a weapons system that is able to stop a number of civilian,
commercial and military craft through the use of directed microwave energy. The
device uses high energy, 1K and above power ratings, to effect the operational
electronic mechanical systems that are to control fuel, ignition and other associated
electronic / electrical support systems. The device "fires" a beam of microwave energy
using the frequencies of 2.8 Ghz to 300 Ghz at the target, and through the electrical
system, is conducted to the support electronics rendering them in-operative.
Civilian Systems Application
The HERF Ranger's would be invaluable in the current state of High Speed Auto
Pursuit's (HISAP). HISAPS are fast becoming more deadly with innocent participants
being involved in accidents caused by the fleeing vehicle and / or the chase vehicle. The
cost of the unit to stop a fleeing vehicle is far less than the amount of the liability that
may be incurred due to injuries and vehicular crashes.

Device Description
The High Energy Radio-Frequency weapons uses a number of support electronics and
EDP facilities to command and control the operations of the unit. Interfaced with
portable packet radio / cellular radio communications and EDP facilities, the device
images the target, scans a database of such possible targets, and then commands the
termination electronics package to direct it's "fire" on to the target. Support
electronics require the following target command and control systems:
1. Infra-Red Targeting
2. Ultra-Sonic Targeting
3. Microwave / Radar Targeting
Additionally, the development of the software interface / control programs will prove to
be the toughest part, as the development of all weapons languages has proven to be
difficult. Such examples are to include the weapons language Jovial which provoked the
development of ADA.

HIGH ENERGY RADIO FREQUENCY WEAPONS SYSTEMS
What is the HERF Ranger?
The High Energy Radio Frequency (HERF) Ranger is a device that is designated to
assist Law Enforcement is the apprehension of vehicles when engaged in a High Speed
Automobile Pursuit (HISAP) of Suspects. This device is able to interfere with the
operations of the automobiles intelligent electronics that control such operations as :
1. Fuel Injection
2. Ignition of the Combustible Mixture
3. Electrical Power Generation
4. Electrical Power Distribution
5. and other related systems.
The operation is simplistic in design and operation. From the inception of the High
Speed Automobile Pursuit, (HISAP), the Law Enforcement Official authorized to
pursue the suspected vehicle / occupants, may use this device to render the fleeing
vehicle in-operative to assist in the apprehension of the suspects. The operation of this
type of device / weapon, is an outgrowth of the United States Military technology
commonly known as SDI or "Star Wars" technology. The device is based on the
research of the particle beam weapons of the SDI projects, and is to use the same
technology as those weapons would use.

Like the human body, electronic circuits have a breaking point.
Sometimes the circuits just get sick, as with Computer Viruses, or with High Energy
Radio Frequency, they die.
It is a well known effect from the early 1950's, that the detonation of Nuclear /
Thermonuclear devices produce Electro-Magnetic Pulses that effect the operation of
Electrical Power Supply Systems, Radio Frequency Transmission or Reception
Systems, Public Telephone Systems, and the like. This pulse, as with the HERF, are
generated by the electron energy from the nuclear explosion. But we are able to
generate such pulses with simple off-the-shelf electronics, that produce, in a very
localized form, the same effect.
How to make an Automobile "sick" or "dead"!
A small transmitter can interfere with the proper operation of electronic circuits.
Electronic circuits now control most operations in the modern automobile. If a tuned
antenna and amplifier are aimed at the computers and network wiring of a vehicle
systems, a strong pulse of Radio Frequency energy will disrupt the operation. Such
directed interference will cause the intelligent circuits/ computers to crash, shutting
down all operations until the system is repaired / replaced, or brought back up to
operational status.
Since HERF's can be fired at a distance, it allows us to safely apprehend a vehicle while
in pursuit. In simple terms, the HERF will erase / destroy the contents of RAM chips,
ROM, EPROMS. This is all due to the use of high temperature superconductors,
common transistors, simple integrated electronics chips and Central Processing Units,
(CPU's), that allow strong radio / magnetic fields to effect them, and are easy to create
in non-laboratory conditions.

OPERATIONAL DESCRIPTION

The HERF Ranger is a device that will be incorporated into the integrated systems of
the Law Enforcement vehicle. This device will work interactively with the vehicles
communications systems, data processing systems, and with the HERF Ranger itself.
The operation is as follows:
In the pursuit of a vehicle, the,
1. the law enforcement officer would contact his control center and
with the advent of the data processing in the vehicle, the officer
can input the license plate / and type of vehicle. The license plate
would be transmitted and return to the law enforcement vehicle with
the make and model of the suspect vehicle.
2. This information could be placed into the Law Enforcement
vehicle's potential intelligent electronics module / capsule,
Interfaced with the on-board laptop computer to a database,
3. and with the information supplied by the State Police / DMV,
this information could be converted / or altered to, a machine
readable form that;
a. would interface with the Laptop / Intelligent Electronics and
the HERF Ranger unit, that would then determine the type
of wattage / time required to extinguish the operations of
the support electronics of the suspected vehicle.
b. with the amount / wattage, and radio frequency energy / length of time,
and time and date of the of the HERF transmission,
d. needed to cease the suspect vehicles electronic / electrical command and control
systems, to halt the operation of the vehicle. In reference to the time that a suspected
vehicle would have to bring the vehicle to a "safe" and secure stop, the answer is
unknown! This due to the factor that the suspect vehicle varies as to it's stopping
power and that the vehicle is under the control of a human that is in an aggravated
state of malice.

The current state of HERF Development?

As to the current state of HERF development, it is unknown as to the state of criminal
knowledge development and capability. It is understood, that any vehicle in question,
built after model year 1980 - 82, is capable of being able to produce a forward
propulsed motion speed of in excess of 100 MPH. It is also understood that any vehicle,
that has been produced since the model year specified, is capable of being assaulted by
the HERF Ranger, due to the fact that the vehicle is designed with fuel injection /
combustion control, or with fuel / air and spark ignition control to produce movement /
propulsion.
HERF Development and Cost
As to the current state of HERF Ranger Development, that factor is currently
unknown. This due to the fact of the inter-locking systems that are currently in place
and the continued development of intelligent electronics for the Law Enforcement
Community.
Deliverabilities of the HERF Ranger
It is currently unknown as to the date of the delivery of the HERF Ranger to the Law
Enforcement Community, due to the factor of the final development of the device. IAM
/ SDS predicts that 1 to 1.5 years are the early final development phase of the device,
without the approval of the Federal Communication Commissions, and various over-
seeing agencies, such as the Nuclear Regulatory Commission and others who have yet
to be determined.
Deliverabilities
As to the final date as to when such a device would be delivered to the Law
Enforcement Authority of the State of Maine, this time period has not yet been decided.
This due to the factor that the device is still in the testing / development phase, and has
yet been determined to be fully effective in it's use against vehicles. Another problem is
the fact that the device is in very rough prototype design with none of the planned
intelligent electronics yet to be interfaced.

Manufacture and Service of the HERF Ranger

The manufacture and service of the HERF Ranger will be performed by authorized RF
engineers that are assigned by IAM / SDS, Inc.
Life of the HERF Ranger
As with any device, the maintenance of the device is the key to it's lifespan. All but the
actual transmission unit should have 5 years of operational status.
As to the roles of IAM / SDS, Inc., the following thoughts are proposed:
That IAM / Secure Data Systems, Inc. through it’s division, The Enhanced Radiation
Weapons Technologies Laboratories, will design, develop, and engineer the HERF
Ranger, the associated software and electronics pods, the placement of the devices in
test beds, such as the impound yard of vehicles confiscated by seizures, and the testing
of the devices in test areas around the state. These will include the urban area's where
the effect of the device will be mainly tested. It would require that the state provide a
model of it's current patrol car for evaluation of the electrical systems, placement
possibilities of the device in the patrol car, the design of the aiming mechanism of the
HERF,

The use of the total technologies described herein are possible for the above mentioned
concerns. The Ultrasonic Pain Field Generators,(UPFG), Phaser Electro-Shock Wave
Generators,(PESWG), High Energy Radio Frequency Weapons Systems,(HERFWS)
may be used in crowd control, suspect apprehension, and vehicle apprehension.
1. The Ultrasonic Pain Field Generators,(UPFG)
This device would be capable in single use form to disable an attacker or suspect with
sound waves that would produce intense pain to the auditory nerve centers and would
be capable of stopping the suspect or attack. The device uses ultrasonic frequencies that
are transmitted to the subject through the use of a transducer or speaker, that would be
capable of emissions well over 200 decibels of sound wave energy to the desired target.

Device Description
Such a device could be manufactured in a baton / flashlight fashion. Or in a handgun
type fashion. Battery operated, and could be rechargeable with the proper batteries.
MagLight or other police / utility type flashlights of this nature would be the perfect
structure / device for this type of weapon.

1. a Multiple Subject / Crowd Control
A vehicle mounted multi-emitter model could be manufactured and used for such
situations that would be determined by the control authorities with ease and minimal
conflict from opposing forces. The device could be mounted on any number or type of
vehicles and used for the control and dispersion of unruly or rioting persons. The effect
would be to make the persons wish to leave the area or to be able to direct their flight
as to the areas that the controlling factors would like.

2. Phaser Electro-Shock Wave Generators,(PESWG)
This weapon is capable of producing in essence, a 100,000 volt discharge of electrical
current in the form of a lightning bolt. The effective range is 20-50 feet. The weapon
would be used in the disabling of an attacker or fleeing suspect with no discernible

bodily damage. The basis of this unit is a high voltage capacitor based transformer and
discharge unit in a hand held unit.
Device Description
Such a device could be manufactured in a baton / flashlight fashion. Or in a handgun

DARAR-Lock / Save System
(Defensive Attack Radar Automated Response - Lock / Save System)
DARAR-Lock is a new development of the labs dealing with the use of Non-Dedicated
Surveillance Radar and Coded Transponder Tagging Systems. This system has the

capability to become the new form of Lo-Jack Vehicle Identification and to act
additionally, as a potential interactive control mechanism for speed / theft / insurance /
law enforcement regulations and to provided an immediate response for revenue
generation for local, state and federal agencies.
Technology Identification Review
DARAR-Lock can be effective with a range of up to 125 Nautical miles.
The technology allows covert / overt surveillance and control of various
forms of automotive / electronic systems.
Such potential control factors available are to include :
a. the automatic issuance of traffic citations for various forms of speed violations
and active speed control.
b. the advancement of the continued development of intelligent
highway / traffic flow and control systems.
c. automatic electronic funds transfer highway toll systems collection
d. unauthorized / illegal vehicle control and automatic automotive electrical / electronic
systems and engine RPM slowdown / shutdown / lockdown & control.
e. insurance / emissions / inspection / registration control &
automatic electronic revenue generation systems.
f. a new generation of Military IFF (Identification of Friend or Foe) Systems.
g. Return / Reward / Save technology concerning anti-theft /control of associated
electronic / technologies. i.e. Laptops Computers, Car Stereo's, Etc.

The DARAR-Lock technology can be incorporated into the new generation of advanced
Doppler NEXTRAD weather radar systems, the current in-place air-traffic control
radar control systems, next generation ATCR, military EW (electronic warfare) and
surveillance radar, law enforcement speed identification and control radar, and can be
set up as an independent, stand-alone system for local zone control.
The technology can be incorporated into riot control situations, drug enforcement
interdiction programs, tactical strike-force logistical support and control systems and
associated technologies.

Revenue Generation Potential
Since this technology can be incorporated in the collection of past due traffic / parking
ticket revenue, auto registration control, auto / truck insurance compliance control, and
suspended / revoked driver's license vehicle access / operations control, it offers
government enforcement control procedures that are less invasive than current
methodologies.
Future Development / Deployment Technologies
Additional associated technologies are currently in development and will be
released as warrants.

thought and possibilities.
FUNDS SOUGHT AND USAGE
The corporation is seeking 3 to 5 million dollars in long term debt financing in a
research limited partnership. for 1 a year period. The funding will be for research

facilities. This will require that the facility will be in a remote area for the testing of the
energy based weapons systems. Costs of the research space are of prime concern.

ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES Executive Summary BUSINESS DESCRIPTION The ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES, being a division of IAM / Secure Data Systems, Inc., is designated for the development of defensive weapons systems, and has undertaken the goals of developing new and innovative weapons technologies that may be used by military and civilian agencies throughout the world. Current interest of this technology is being investigated by the United States Air Force, Defense Intelligence Agency & with research facilities located Kirtland Airforce Base, Philips Weapons Laboratories in N.M. Systems in development are to include the following systems: Ultrasonic Pain Field Generators, (UPFG), Phaser Electro-Shock Wave Generators, (PESWG), Electro-Magnetic Pulse Cannons, (EMPC), Electro-Magnetic Pulse Bombs, (EMPB), High Energy Radio Frequency Weapons Systems, (HERFWS). Defensive Attack Radar Automatic Response, (DARA-LOCK SAVE) EMP & HERF Weapons Systems Since most machines and devices used in transportation, manufacturing and other support industries today have some form of electronics, Electro-mechanical or "intelligent" systems to operate and control operations or functions of these devices, the use of the technologies developed by the firm would be considered to be the most "humane" method of control, shutdown or destruction of the functions of the targeted machines or devices. The development of the technologies of these types of weapons systems would be consistent with the on-going research being conducted by various federal government agency laboratories and civilian defense / electronic concerns. The basis of the business is one that is due to accelerate with the increasing automation and electronic / data processing environments that are now standard in current offensive and defensive warfare and police enforcement theaters. CURRENT POSITION AND FUTURE OUTLOOK Weapon Systems (WS) of this nature are fast becoming reality due to the need to disrupt the multiple electromechanical and Electronic Data Processing (EDP) environments that direct the growing offensive and defensive technologies of modern warfare and police actions. Technology of this nature has been researched since the early 1950's due to the effects of nuclear and Thermo-nuclear devices being detonated in above ground tests. Effects of such tested weapons, yielded information that displayed the effects of such emissions of Electro-Magnetic Pulse's to be disruptive to such systems as Electrical generation / transmission and distribution, telecommunications, and simple electronic systems such as alarm systems and other like technologies. The basic description of the effects of this type of weapon technology is very clear. The EMP is able to surge through the atmosphere at the speed of light, 186,000 per second. And through the use of the wiring, antenna and other like conductors of RF, Electrical and various other portions of the Electro-Magnetic Spectrum, able to interfere with the operations of devices that use transistors or semiconductors based components and enable them to become inoperative. Continued Industry Research Additional research has been conducted with the earlier Strategic Defense Initiative and now with the Ballistic Missile Defense Systems office of the United States Air Force and Sandia Laboratories. INTERNATIONAL DEFENSE PROFILES Warfare in today's age, has become quick, decisive and highly automated. The need to supply troops to attack a target in conventional warfare roles has diminished greatly. The use of electronics to spot, target and kill objectives in the air, sea, or land operations areas, has come down to air, sea, and land launched missiles, tanks and guided artillery. Use of Electronic Warfare Systems, (EWS) has become standard practice of the military forces around the world. Communications, Targeting, Acquisition of target, and the Termination of the target, now all work within the Electronic Battlefield Command and Control, (EBC&C).   • 5. INTERNATIONAL MILITARY DEFENSE SYSTEMS DIVISION OFFENSIVE / DEFENSIVE WEAPONS SYSTEMS DESCRIPTION Electro-Magnetic Pulse Cannons,(EMPC), The development of this technology is available. The weapon, is able to fire a directed stream of enhanced Electro-magnetic energy with a force of over 6 megawatts with a firing rate of 30 to 60 pulses within 3 seconds. Estimated ranges are 5 to 9 thousand yards at this time. This device could be placed in an operational mode for the destruction of the enemy forces Electro-magnetic spectrum technology. This would include all but nuclear hardened technology. Such offensive capabilities are to include the communications systems, land based transportation systems, C3I systems, and with modification to the output power requirements, airborne offensive systems to include attack fighters, high altitude bomber sorties, sea launched cruise missiles, (SLCM), air launched cruise missiles, (ALCM), land launched cruise missiles, (LLCM). Device Description With modifications to the output areas of the device, the weapon would produce a directable beam of radiated energy causing the failure of the systems described. Electro-Magnetic Pulse Bombs,(EMPB) An example of such technology has been in place and used in active duty conflict during the opening of the Persian Gulf Crisis. In the initial hours of the Desert Storm operation, United States Air Power was to have delivered by ALCM's, this technology to the Anti-Aircraft and Alert Warning Systems (AAAWS) of the Iraq Military Forces. The technology for the delivery of this weapon was simple. Standard ALCM's and SLCM's were dispatched to their assigned targets, came in under the radar screen, and proceeded to terminate the flight course by diving into the terrain of the near-by Aircraft Warning Systems. By detonating it's warhead in an electronic fashion, the weapon was able to disrupt the C3I and other associated support systems of the AAAWS. 5

ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES INTERNATIONAL MILITARY DEFENSE SYSTEMS DIVISION Electro-Magnetic Pulse Bombs,(EMPB) (Continued) The weapon, is able to produce a field of fire in a hemisphere with a burst bubble stream of enhanced Electro-magnetic energy with a force of over 6 megawatts with a firing rate of 30 to 60 pulses within 3 seconds. Since this device would be expendable, the construction of the device could be in such modes as land mines, sea mines, Rocket Propelled Shells, (RPS), Rocket Propelled Grenades, (RPG) or a host of other types of weapons delivery systems that would be of use to the theater requirements. High Energy Radio Frequency Weapons Systems, (HERFWS) The HERF Ranger is a weapons system that is able to stop a number of civilian, commercial and military craft through the use of directed microwave energy. The device uses high energy, 1K and above power ratings, to effect the operational electronic mechanical systems that are to control fuel, ignition and other associated electronic / electrical support systems. The device "fires" a beam of microwave energy using the frequencies of 2.8 Ghz to 300 Ghz at the target, and through the electrical system, is conducted to the support electronics rendering them in-operative. Civilian Systems Application The HERF Ranger's would be invaluable in the current state of High Speed Auto Pursuit's (HISAP). HISAPS are fast becoming more deadly with innocent participants being involved in accidents caused by the fleeing vehicle and / or the chase vehicle. The cost of the unit to stop a fleeing vehicle is far less than the amount of the liability that may be incurred due to injuries and vehicular crashes.   • 7. Device Description The High Energy Radio-Frequency weapons uses a number of support electronics and EDP facilities to command and control the operations of the unit. Interfaced with portable packet radio / cellular radio communications and EDP facilities, the device images the target, scans a database of such possible targets, and then commands the termination electronics package to direct it's "fire" on to the target. Support electronics require the following target command and control systems: 1. Infra-Red Targeting 2. Ultra-Sonic Targeting 3. Microwave / Radar Targeting Additionally, the development of the software interface / control programs will prove to be the toughest part, as the development of all weapons languages has proven to be difficult.   • 8. HIGH ENERGY RADIO FREQUENCY WEAPONS SYSTEMS What is the HERF Ranger? The High Energy Radio Frequency (HERF) Ranger is a device that is designated to assist Law Enforcement is the apprehension of vehicles when engaged in a High Speed Automobile Pursuit (HISAP) of Suspects. This device is able to interfere with the operations of the automobiles intelligent electronics that control such operations as : 1. Fuel Injection 2. Ignition of the Combustible Mixture 3. Electrical Power Generation 4. Electrical Power Distribution 5. and other related systems. The operation is simplistic in design and operation. From the inception of the High Speed Automobile Pursuit, (HISAP), the Law Enforcement Official authorized to pursue the suspected vehicle / occupants, may use this device to render the fleeing vehicle in-operative to assist in the apprehension of the suspects. The operation of this type of device / weapon, is an outgrowth of the United States Military technology commonly known as SDI or "Star Wars" technology. The device is based on the research of the particle beam weapons of the SDI projects, and is to use the same technology as those weapons would use.   • 9. Like the human body, electronic circuits have a breaking point. Sometimes the circuits just get sick, as with Computer Viruses, or with High Energy Radio Frequency, they die. It is a well known effect from the early 1950's, that the detonation of Nuclear / Thermonuclear devices produce Electro-Magnetic Pulses that effect the operation of Electrical Power Supply Systems, Radio Frequency Transmission or Reception Systems, Public Telephone Systems, and the like. This pulse, as with the HERF, are generated by the electron energy from the nuclear explosion. But we are able to generate such pulses with simple off-the-shelf electronics, that produce, in a very localized form, the same effect. How to make an Automobile "sick" or "dead"! A small transmitter can interfere with the proper operation of electronic circuits. Electronic circuits now control most operations in the modern automobile. If a tuned antenna and amplifier are aimed at the computers and network wiring of a vehicle systems, a strong pulse of Radio Frequency energy will disrupt the operation. Such directed interference will cause the intelligent circuits/ computers to crash, shutting down all operations until the system is repaired / replaced, or brought back up to operational status. Since HERF's can be fired at a distance, it allows us to safely apprehend a vehicle while in pursuit. In simple terms, the HERF will erase / destroy the contents of RAM chips, ROM, EPROMS. This is all due to the use of high temperature superconductors, common transistors, simple integrated electronics chips and Central Processing Units, (CPU's), that allow strong radio / magnetic fields to effect them, and are easy to create in non-laboratory conditions.   • 10. The HERF Ranger is a device that will be incorporated into the integrated systems of the Law Enforcement vehicle. This device will work interactively with the vehicles communications systems, data processing systems, and with the HERF Ranger itself. The operation is as follows: In the pursuit of a vehicle, the, 1. the law enforcement officer would contact his control center and with the advent of the data processing in the vehicle, the officer can input the license plate / and type of vehicle. The license plate would be transmitted and return to the law enforcement vehicle with the make and model of the suspect vehicle. 2. This information could be placed into the Law Enforcement vehicle's potential intelligent electronics module / capsule, Interfaced with the on-board laptop computer to a database, 3. and with the information supplied by the State Police / DMV, this information could be converted / or altered to, a machine readable form that; a. would interface with the Laptop / Intelligent Electronics and the HERF Ranger unit, that would then determine the type of wattage / time required to extinguish the operations of the support electronics of the suspected vehicle. b. with the amount / wattage, and radio frequency energy / length of time, and time and date of the of the HERF transmission, d. needed to cease the suspect vehicles electronic / electrical command and control systems, to halt the operation of the vehicle. In reference to the time that a suspected vehicle would have to bring the vehicle to a "safe" and secure stop, the answer is unknown! This due to the factor that the suspect vehicle varies as to it's stopping power and that the vehicle is under the control of a human that is in an aggravated state of malice. ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES The current state of HERF Development? 10
  • 11. As to the current state of HERF development, it is unknown as to the state of criminal knowledge development and capability. It is understood, that any vehicle in question, built after model year 1980 - 82, is capable of being able to produce a forward propulsed motion speed of in excess of 100 MPH. It is also understood that any vehicle, that has been produced since the model year specified, is capable of being assaulted by the HERF Ranger, due to the fact that the vehicle is designed with fuel injection / combustion control, or with fuel / air and spark ignition control to produce movement / propulsion. HERF Development and Cost As to the current state of HERF Ranger Development, that factor is currently unknown. This due to the fact of the inter-locking systems that are currently in place and the continued development of intelligent electronics for the Law Enforcement Community. Deliverabilities of the HERF Ranger It is currently unknown as to the date of the delivery of the HERF Ranger to the Law Enforcement Community, due to the factor of the final development of the device. IAM / SDS predicts that 1 to 1.5 years are the early final development phase of the device, without the approval of the Federal Communication Commissions, and various over- seeing agencies, such as the Nuclear Regulatory Commission and others who have yet to be determined. Deliverabilities As to the final date as to when such a device would be delivered to the Law Enforcement Authority of the State of Maine, this time period has not yet been decided. This due to the factor that the device is still in the testing / development phase, and has yet been determined to be fully effective in it's use against vehicles. Another problem is the fact that the device is in very rough prototype design with none of the planned intelligent electronics yet to be interfaced.   • 12. The manufacture and service of the HERF Ranger will be performed by authorized RF engineers that are assigned by IAM / SDS, Inc. Life of the HERF Ranger As with any device, the maintenance of the device is the key to it's lifespan. All but the actual transmission unit should have 5 years of operational status. As to the roles of IAM / SDS, Inc., the following thoughts are proposed: That IAM / Secure Data Systems, Inc. through it’s division, The Enhanced Radiation Weapons Technologies Laboratories, will design, develop, and engineer the HERF Ranger, the associated software and electronics pods, the placement of the devices in test beds, such as the impound yard of vehicles confiscated by seizures, and the testing of the devices in test areas around the state. These will include the urban area's where the effect of the device will be mainly tested. It would require that the state provide a model of it's current patrol car for evaluation of the electrical systems, placement possibilities of the device in the patrol car, the design of the aiming mechanism of the HERF, ENHANCED RADIATION WEAPONS TECHNOLOGIES LABORATORIES CIVILIAN APPLICATIONS Personnel Offensive / Defensive Weapons Systems Division 12
