2. Sector Partnership NEG Overview
• USDOL awarded Illinois $4 million for the Sector Partnership NEG project
• Illinois’ identified sectors: Healthcare, Manufacturing, TDL
• Eligible participants: dislocated workers (no specific target groups)
o Incumbent workers may be served on a limited, pre-approved basis
• Comprehensive services—Career Services, Training, WBL, Supportive Services
o Encourages innovative approaches to job matching, job coaching, and other Career
Services.
o DOL is looking for more intensive career services; has declined in past years
according to DOL; minimum 25% must be spent on Career Services.
• Service coordination must occur with other federal programs such as Wagner-Peyser,
Adult Ed, CTE, SNAP, TAA, TANF.
• Emphasis on Work-Based Learning -- OJTs, Customized Training, Incumbent Worker
Training, Transitional Jobs, and Registered Apprenticeships.
• Emphasis on occupational training resulting in industry-recognized credentials
• Program staff costs are supported but must be reasonable and necessary.

• Access to information regarding job demand, skill matching
• Accountability for outcomes in training programs
• Alignment across education (all levels) and workforce training
including stronger coordination of programs that promote

apprenticeships

representatives, nonprofits and the workforce system

6. LWDA SP NEG Grant Application
• Total SP NEG Funding Available for LWDAs: $3,890,000
o Includes $500,000 for Regional Planning that will be awarded via
Mod
o Plan to serve nearly 400 participants
• Applications due Friday, October 9 by 6:00 PM to Lisa and Jill
• Application, Project Goals (Attachment A), Local Policies
• Grant Period 11/1/15 to 6/30/17
• Expected minimum request $300,000
• Budget requirements:
o Occupational Training and Work-Based Learning: minimum 40% of
expenditures; consistent with local policies
Work-Based Learning must be at least 15% of total expenditures
o Enhanced Career Services: minimum 25% of expenditures
o Supportive Services: consistent with local policies
o Admin: maximum 7.4% of expenditures
7. Application Package Review
• Review of SP NEG Grant Application document
o Standard DCEO application with project-specific information along with
Project Goals attachment
o Applications will be reviewed with emphasis on demonstrated need (e.g.
sector job openings, laid off workers, rapid response activity, employer-
identified needs, etc.), project plan and design, project goals, and capacity
to deliver results.
Project performance goals should match or exceed DW Formula
goals
o Applications should highlight key project components and innovations
including accelerated training, class-size training, work-based learning,
multiple trainings and work-based learnings, stackable credentials, job
coaching and job matching, career pathways, etc.
o Once grants are awarded, you will be asked to submit a Quarterly Project
Plan.
