Leaflet contaminated land management
1. CONTAMINATED LAND MANAGEMENT
Companies active in the Oil & Gas sector continuously strive to meet a high level of operational
excellence. Challenging demands require a high level of quality and flexibility. Consistency in
production, processing and operation is vital in this regard. HSE management plays an ever
important role and may well effect day to day operations. Contaminated land in that regard is
considered an important factor to consider and is often seen as a significant risk driver for
construction projects or compliance issues.
Whether constructing buildings, replacing an underground drainage system or dealing with an
accidental spill, contaminated land issues often require significant efforts or resources. Royal
HaskoningDHV provides support in fulfilling the obligations in terms of (contaminated) land
management by tapping into our extensive global network, providing a broad range of technical
expertise and knowledge in this field.
Our professionals understand and routinely manage the unique economic, technical,
environmental and health and safety concerns of multinational companies. We ensure a
consistent approach to help our clients meet their business, sustainability and HSE objectives.
Operational support
Contaminated Land Services being a core business for our organization, our experts have built a
strong track record in spill response, managing legacy issues and soil and groundwater liabilities.
Our experts provide tailor made services in the fields of Phase I and II environmental site
assessments, Human Health Risk Assessment, Groundwater Modelling, Remedial design,
Contracting & procurement and Management & supervision. In doing so we constantly seek for
cost effective and sustainable solutions to your soil and groundwater issues.
Masterplanning
Our extensive global network and broad range of technical expertise and knowledge in
contaminated land management, acquired through years of experience in the Oil & Gas sector,
has placed us in an excellent position to develop master plans that reflect the needs of the client
(including operational targets and strategic goals) and legislative obligations. A comprehensive
master plan can serve as an effective communication tool for the client, competent authorities,
contractors and service companies and moreover allows for strategic planning with no
interference or unexpected delays in relation to soil or groundwater contamination. By design and
implementation of a tailored survey, the masterplan enables our clients to prioritize areas of
potential concern and structure their approach in managing these.
Data visualization
Although substantial efforts and resources are put into mapping impacted soil or groundwater,
integrated data overviews are often not available. This often results in an inefficient search for
data or even in re-assessing an area of potential concern. Royal HaskoningDHV offers solutions
for obtaining up-to-date and readily available data summaries. Our state-of-the-art geographical
information systems (GIS) and techniques enable us to generate visual representations of
available data tailored to the desired input of our clients, and thus saving valuable time and
resources. Apart from the provision of information and data visualization tools Royal
HaskoningDHV provides guidance and training during implementation at an operational level and
approval processes involving regulatory bodies.
Management and supervision
2. Royal HaskoningDHV has built up a strong track record when it comes to management and
supervision of a broad range of contaminated land projects. Apart from remedial design and
planning we provide support in contracting & procurement by facilitating the clients tender
process for remediation contractors, design of tender and contract documentation and quantity
surveying., Furthermore we perform on-site management and supervision of remediation
projects. Our supervisors are qualified and certified under relevant standards and regulatory
requirements. When it comes to closure of remediation projects and programs we facilitate in the
design of after care programs.

3. Tank storage facilities NL
Confidenial
Period 2005 - 2008
As part of a site divestment our client requested Royal
HaskoningDHV to develop a remediation design for
removal of a large scale TPH contamination in soil and
groundwater. Subject site is located in the Port of
Rotterdam area and has been used for storage of oil
products since the 1940’s. Remeditaion of soils was
initiated through landfarming. Soils were treated with
nutrients and stored in wind rows as to stimulate bio
degradation of contaminants of concern. Royal
HaskoningDHV was responsible for:
Remediation design and planning;
Regulatory and stakeholder engagement;
Monitoring of groundwater treatment systems;
Site supervision of remediation / redevelopment
projects;
Guidance in subsidy application;
Drafting and submission of closure reports.
Shell Nederland Refinery
Contract sum 1.800.000 EUR
2008 to date
Royal HaskoningDHV was awarded a contract for the
management and supervision of a large scale site
investigation and soil & groundwater remediation
program. The project was initiated so as to remove
potential risks for migration of contaminants related to a
former chemical production facility. Royal
HaskoningDHV provided a broad range of consultancy
and engineering services, including strategic advice,
remediation design and planning, detailed engineering,
cost control and contracting and procurement services.
4. Soil & groundwater investigation and
remediation Maringan site, Sudan
Contract sum: 500.000 eur
2004 - 2010
Royal HaskoningDHV has carried out an extensive and
intrusive environmental site assessment at a former
agrochemical site in Sudan. A Groundwater Risk
Assessment was carried out to investigate the behaviour
and thus potential spreading of contaminants in
groundwater. The main objective of this Risk
Assessment was to define a groundwater exclusion
zone, and therewith prevent any (future) potential risks
to local residents from using groundwater impacted by
former site operations. Geology, hydrogeology, climate,
topography and existing groundwater data were
assessed on a regional scale and site specific scale.
Information used included Blue Nile river levels, local
geology, regional groundwater levels, major groundwater
abstractions, behaviour of solvents and agrochemicals
redox conditions, microbial degradation and retardation.
Based on the available information on (impacted)
groundwater, as well as the spreading in groundwater
over the last ten years, model scenarios were calibrated
through sensitivity analysis in an initial screening
assessment. One scenario was selected considering
representativeness for this specific situation and was
used for further modelling and calculation. Various
modelling sequences were executed to match field data
with simulated concentrations in the monitoring wells
(the calculated spreading should at least include the
measured spreading). This eventually resulted in
determination of exclusion zones for shallow and deep
aquifers. Royal HaskoningDHV was appointed as
managing & overseeing consultant during the
remediation phase, which was initiated in 2008. In this
role the Royal HaskoningDHV was responsible for
management & supervision of the remediation
contractor, cost control, regulatory engagement and
closure reporting.
5. Remediation of free phase Jet A-1 fuel at Khartoum
International Airport – Sudan:
Contract sum: 500.000 EUR
2005 – to date
Shell Aviation awarded Royal Haskoning a contract for
management & supervision of a groundwater
remediation at Khartoum International Airport in Sudan.
Former aviation operations had caused Jet-A1 fuel to
impact the groundwater underneath the site. Royal
Haskoning carried out various phases of site
investigation and developed a remediation strategy for
the site. Shell requested Royal Haskoning to manage
and supervise the remediation works on site. Services
provided include, but were not limited to:
Phase I and II Investigations;
Human Health Risk Assessment;
Initial Remediation Design;
Installation of free phase abstraction system;
Contractor selection;
Site supervision and management.
Optimization of land reclamation program West
Siberia Oil fields
Niznevartovsk, Russia
Contract sum 200.000 EUR
2012 - 2013
Royal HaskoningDHV was asked to review existing
management procedures and field technique applied in a
large scale land reclamation program concerning over
3000 ha of contaminated land. A team of international
specialists analysed currently applied methods and
technologies. The project included a desktop
assessment and field reconnaissance in which a
selection of some 20 sites was visited. A benchmark
analyses was performed in which the clients’ strategy
was compared with those of other major sector players.
Based on a gap analyses recommendations for
improvement were developed, taking into account
climatological setting and local regulatory requirements.
