2. Introduction
Section 102 (h) of the County Government Act underscores the
relevance of planning at the county level with a view to providing a
platform for unifying planning, budgeting, programme implementation,
monitoring and evaluation (M&E) and performance review.
The County Government Act, 2012 Section 107 specifies the types and
purposes of county plans.
These plans include County Integrated Development Plans, County
Sectoral Plans, County Spatial Plans, and Cities and Urban Area Plans.
Both the PFM Act, 2012 and the CGA 2012, mandate and place special
emphasis on the CIDP as the basis for planning, budgeting and
utilization of county government resources.

4. Mid Term Review Rationale and Purpose
A mid-term review is one kind of a performance review
that provides a midway assessment of the extent to which
goals and set targets have been/are being achieved.
This is designed to provide a basis for necessary
interventions towards reviewing strategies.
this Mid-term Review (2018-2020) will seek to examine
the extent to which the various programs, projects and
initiatives (PPIs) implemented by the Kisumu
government have achieved the development aspirations
of the citizens of Kisumu.
5. Specific Objectives
Assess the extent to which the county is aware of its strategic
advantage and has undertaken measures and investment to harness
that advantage,
Assess and analyze performance in relation to Planned goals and
targets to date, identifying major lessons learned,
Assess the relevance of the CIDPs projects and Programs to the
county’s stakeholders- Citizens, National development agenda,
alignment to constitutional provisions and international obligations
e.g. Sustainable Development Goals etc,
Evaluate the extent to which the intended Projects’/ Programmes’
outputs have been achieved and assess the extent to which such
outputs contributed to the achievement of the county’s overall
development objectives,

Examine how funding, personnel administrative arrangements, time and
other inputs were deployed and their contribution, or hindrance to the
achievement of the County’s development priorities,
Identify actions to strengthen performance and delivery on core
indicators - propose adjustments to targets and milestones where
appropriate.
Analyse and report on the aspects of the CIDP’s Service Delivery Model
and Capacity Development Model that work well and should continue.
Analyse and report on the aspects of the CIDP’s Service Delivery Model

discontinued.
Determine whether the benefits from the CIDP PPIs are likely to continue
after their completion.
7. Training Objectives & Outcomes
The main objective of the sensitization workshop is to introduce the Sub-
County Administrators & Field Officers to the process of MTR and
the role they are expected to play during the review of progress and
performance of 2nd Kisumu County Integrated Development Plan (2018-
2022).
Specifically, the Sub-County Administrators & Field Officers will be
introduced to:
the Focus Group Discussion Guide to be used during data collection
The common sources of County data for assessing progress and
performance of various projects, programs and initiatives (PPIs)
Common data quality problems and ways of dealing with them
The process of identifying participants for Focus Group Discussions
8. Scope of the mid-term review
The mid-term review will cover
the duration of the CIDP from
its starting date on 1st July 2018
to the estimated mid-term
review date of 30th June 2020.
