Paroma Enterprises Limited Uganda incorporated as a limited company by share later adopted several nonprofit projects under Paroma CEED/Community Empowerment for Enterprise Development and for the last 5 years have been promoting practical entrepreneurship skills to emerging, potential and existing entrepreneurs whereby through their services over 50,000 people youth inclusive have benefited with their services. But according to our research amongst urban youth, jobs, unemployment levels and school drop outs of young people between the age of 15-32 years; over 70% of graduates do not have jobs, 80% of unskilled youth are unemployed but willing to start up something if they can get practical entrepreneurship skills and at most 2 out of 5 business started by urban unskilled youth did not survive the first 5 years in operation due to lack of proper business plans, entrepreneurship training before they were started.
The youth is a critical segment in the society especially in urban setting and yet they are not central in social economic agenda. They form 70% of the Uganda populace and majority of who are out of school and unemployed. Hence the need for Rural-Urban Wealth Creation project that will address Entrepreneurship Development, Customer care, Entrepreneurial Competencies, Entrepreneurship process, Legal Issues in Business, Formulating Business Plan, industrial skills, agricultural skills, resources utilization, modern & general trade, international trade, branding, sales & marketing.
We therefore decided to carry out the Wealth Creation Project through Agriculture, Value addition, Innovation and Export promotion 2015-2020 project.

Introduction

In summary this project seeks to (a) equip the participants
with entrepreneurial skills to enable them initiate, run and
sustain their business. (b) To promote Entrepreneurship
culture among the grassroots communities so that they are
able to start and successfully manage their own businesses
as a lifetime career option. (c) To promote access to
finances for participant entrepreneurs through local
commercial financial institutions like banks, microfinance
and SACCOs. (d) to sensitize the grassroots people on the
need for self-employment, adaptable and practical
entrepreneurship skills with an aim of starting small and
medium scale enterprises.

Methodology of the training
The participants started with a theoretical part of the training
which was facilitated in a large group setting and the practical
were done in small groups of 10 participants each.

The participants were concerned about how they can
access the Government Funding, Uganda Development
Bank, East African Development Bank, Uganda Industrial
Research Institute and Apex Funds related to Bank of
Uganda plus easy access to commercial banks loan/credit
towards start of Agriculture, value addition and industries.
NOTE: All the above were addressed before the close of
the forums to the satisfaction of the participants by
experts from concerned areas.
Participants also noted that they need information centers
and model industries at the county and sub-county level to
facilitate such information on business links.
NOTE: This is already addressed to the concerned
government and private sector to take appropriate action.
Many of the Entrepreneurs who attended had different
skills but they lack the right coordination with tender
giving bodies in both private and public sectors
There was also concern about the accessibility of raw
materials, machines, commercially productive seeds,

international markets in rural areas since all main suppliers
of both raw materials, tools and equipment are based in
urban areas. NOTE: We have drawn referral documents to
the concerned suppliers both within and outside Uganda.
Participants also noted that there is need to link Rural
Entrepreneurs to ICT for the sake of online business.
NOTE: We have set up a committee of experts that will
make a follow up to ensure such services are taken to rural
areas with the help of both the government, private sector
and the international bodies concerned.
Achievements / action points
There was active participation from all the Entrepreneurs
both female & male.
There was gender balance and the mind-set of participants
waiting on employment was addressed.
Both participants and facilitators kept time.

Lessons learnt
The trainees understood that they have the resources
necessary to create jobs if they are empowered with such
practical skills and that capital needed to start such
businesses is minimal yet they are very profitable.
The disregard for family and social values has made the
youth to become rebellious and do things that are socially
unacceptable.
All media houses gave this conference attention since one
of the main issues we have in this country is youth
unemployment, Value chain, and export promotion,
innovation through SMEs and due to the need to train the
youth in skills development, resources utilization and
practical entrepreneurship.
There is need to address the new opportunities in the
large East African community market and the new
business link in Southern Sudan to all participants to take
advantage and begin expanding their business towards
such market.
The number of youth that are idle is very big according to
the youth themselves and many still needs to learn about
formal entrepreneurship and resources utilization.
Leaders in their local constituencies should actually make
surveys on the local resources.
Poverty levels are high thereby leaving people at the
mercy of the rich political opposition leaders who can offer
them little money in exchange of support of their
activities.

It is important that any youth, women or development
group to have a representation of different tribes so that
everyone can identify with it thereby bringing unity.
The local youth leaders in their area command some
power and therefore they are effective in mobilization.
Way forward identified by participants
E.g. follow-up forums and upcoming initiatives
Hold more conferences to train the communities practical
Entrepreneurship, resources utilization, value addition and
skills development for the sake of jobs creation for not only
the youth but also women.
Address the top leadership in this jobs creation efforts
because they have a commanding power on the people and
therefore can be useful in attaining jobs creation for the
youth and women in Uganda
The youth need to be educated on how to access
credit/loans especially those with some enterprises.
Community political, cultural and religious leaders should
take a leading role in mobilization of people into self-help
groups to avoid idleness.
Our government should take immediate action towards
youth skills development especially by supporting such
projects like PAROMA CEED.
The private sector should get involved in the different
projects of jobs creation for the youth especially agriculture
as a business.
