InNigeria,thedumpingoftoxicwasteinKokotowninthenDeltaStatein1988promptedtheFederalGovernmenttotakedrasticactionbyputtinginplaceaninstitutionalarrangementforsustainableenvironmentalmanagement.ThisledtotheestablishmentofthethenFederalEnvironmentalProtectionAgency(FEPA).

Attheonsetofthenewdemocraticdispensationin1999,GovernmentinitswisdomsawreasontostrengthentheinstitutionalarrangementforenvironmentalmanagementinNigeria.Thus,forthefirsttime,afull- fledgedFederalMinistryofEnvironmentwasEstablished.ThecreationoftheFederalMinistryofEnvironmentbroughttogetherthedefunctFEPAandthefollowingDepartments/DivisionsfromotherMinistriesasfollows: 
i.DivisionofFloodandErosionControlfromtheMinistryofWorks; 
ii.FederalDepartmentofForestryfromtheFederalMinistryofAgriculture; 
iii.DivisionofFloodControlfromtheMinistryofWaterResources;and 
iv.DepartmentofEnvironmentalHealthfromtheMinistryofHealth; 
v.ForestryResearchInstituteofNigeria(FRIN); 
vi.National Parks Service (NPS).

The Ministry bid and won the right to host the UNEP’sAfrican Regional Coordinating Centre for Marine Pollution. This was in recognition of Nigeria’s leadership role in response to Marine pollution Control in West Africa sub-region having fulfilled the following conditions: 
Establishment of a National Reference Laboratory; 
Oil spill recovery and response boat (Policat1); and 
The fulfillmentof the country’s financial obligation to GI-WACAF.

In recent times, certain human activities, 
including manufacturing, farming 
practices, oil exploration and exploitation, 
and mining, among others, have also been 
identified as significant causes of recent 
climate change, often referred to as ”

Global warming therefore implies that 
temperature increase is being used as 
a major indicator of climate change.

NIGERIA EROSION AND WATERSHED MANAGEMENT PROJECT (NEWMAP) 
The Nigeria Erosion and Watershed Management Project (NEWMAP) is designed to support Mr. President’s Environment Transformation Agenda (ETA) to achieve greater environmental and economic security. 
NEWMAP supports State-led interventions to prevent and reverse land degradation, focusing on major gully erosion sites that threaten infrastructure, livelihoods and environmental assets; 
The Project was operationalized on September 16, 2013; and 
Phase I of the project is on-going in the following seven States: Abia, Anambra, Cross River, Ebonyi, Edo, Enugu & Imo.

MANAGING THE ENVIRONMENT FOR SUSTAINABLE DEVELOPMENT 12 BACKGROUND TO ESTABLISHMENT OF FEDERAL MINISTRY OF ENVIRONMENT Attheonsetofthenewdemocraticdispensationin1999,GovernmentinitswisdomsawreasontostrengthentheinstitutionalarrangementforenvironmentalmanagementinNigeria.Thus,forthefirsttime,afull- fledgedFederalMinistryofEnvironmentwasEstablished.ThecreationoftheFederalMinistryofEnvironmentbroughttogetherthedefunctFEPAandthefollowingDepartments/DivisionsfromotherMinistriesasfollows: i.DivisionofFloodandErosionControlfromtheMinistryofWorks; ii.FederalDepartmentofForestryfromtheFederalMinistryofAgriculture; iii.DivisionofFloodControlfromtheMinistryofWaterResources;and iv.DepartmentofEnvironmentalHealthfromtheMinistryofHealth; v.ForestryResearchInstituteofNigeria(FRIN); vi.National Parks Service (NPS).
