3. Introduction
 St. Vincent and the Grenadines economy remains
significantly agrarian.
 Agriculture is the critical pillar for economic growth ,
through the
 Creation of employment in the rural economy;
 Poverty alleviation;
 Food and Nutrition Security;
 Reducing hunger and undernourishment;
 Import substitution; and Foreign Exchange earnings.
 Agriculture is practised on small holdings.

4. Background
 Last agricultural census - 2000
 The last population and housing census was conducted in 2012
 Legal Framework
◦ The Census and Statistics Act No 24 of 1983, gives the Chief
Statistician the authority to conduct all censuses and surveys in
the St. Vincent and the Grenadines.
◦ The Chief Statistician is the Head of the Central Statistical
Office (CSO) within the Ministry of Economic Planning,
Sustainable Development, Industry, Information and Labour.

5. Background
 In 1999 the The Ministry of Agriculture (MoA) requested the
responsibility to conduct the 2000 Census of Agriculture.
The Chief Statistician delegated it shortly thereafter.
 The MoA created an Agriculture Census Unit to manage
and coordinate the 2000 census.
 Agriculture Census Steering Committee was formed to act
as a national governing body.

6. Background Con’t.
◦ The CSO provided the MALF technical support throughout
the design, implementation and data processing phases of
the census.
 Funding and Technical Assistance:
◦ Funding came from two sources : STABEX grant funds
and the annual budget of the MALF (office space, staff
time, material and supplies).
◦ FAO provided technical assistance from the preparatory to
the enumeration phase.

7. Challenges – 2000 Census
 Several issues were noted during implementation of the 2000
Agricultural Census.
◦ Some pre-coded questions did not capture all possible
responses.
◦ Revisits to field to obtain information after issues were
identified during the processing phase.
◦ Field supervision was inadequate.
◦ There were more non-response than anticipated.

8. The Way Forward
2019
Agricultural
Census
 The Ministry of Agriculture (MoA) will be responsible for
coordinating the Agricultural Census of 2019 with support from
the Central Statistics Office.
 Statistical Unit – Agricultural holding
 Geographical Coverage – The entire country of St. Vincent and
the Grenadines.

9. Frame
• A Listing Exercise will be undertaken.
• Every dwelling unit to be visited.
• Once agricultural holding identified a census
questionnaire will be administered.
• The Ministry of Agriculture, Forestry, Fisheries and
Rural Transformation Regional Extension and Advisory
Supervisors prepares a list of large and/or specialised
agricultural holdings in their region.

10. Planned Methodology
Classical Approach
◦ Essential and relevant frame items to be covered as
well as the following:
 Land
 Crops and Livestock production
 Household food security
 Intra-household distribution of managerial decisions and
ownership on the holding
 Demographic and social characteristics
 Environment/GHG emissions (to be discussed)

 Land under temporary meadows and pastures
 Land temporarily fallow

Interviewing (CAPI)

14. Post Enumeration Activities
 Post Enumeration Survey
• A short survey will be conducted eight weeks after the
enumeration activities has taken place to determine the
completeness of the Census.
• The activity should indicate how many holdings were
missed or counted more than once.
• The design of the short survey will cover elements required
for measuring coverage.
