18. Other Considerations
Perfect information about Marginal Cost of including an additional question;
but imperfect information about the potential Marginal Benefit of so doing.
Sensitivity to cost is heightened by the fact that even when potential Marginal
Benefit is much less opaque the low usage of the data reduces realized Marginal
Benefit;
Use of common variable definitions and suitable categories/scales among data
collection systems nationally could reduce the need to collect data which are
already being collected. It also facilitates merging of data for more
sophisticated analysis;
However it requires a level of national institutional collaboration that has to
date proven difficult to muster.
