Challenges Encountered/Lessons Learnt:
Aquaculture
• Different local terminologies for types of aquafarms, etc. known to
respondents and enumerators caused confusion during interview
• Difficulty in identifying the species cultured given by the
respondent in local language. A compilation of type of species
and its local terms/names should be prepared for reference during
enumeration/data collection.
• Need for local terms/phrases for “operator” to be more easily
understood by respondents especially the small-scale
aquaculture/fishing operators

Challenges Encountered/Lessons Learnt:
• Difficulty in collecting/verifying area/volume of aquafarms.
Collecting area of aquafarms by typology based on site in next
census may improve clarity of required data for respondents
during data collection and for supervisors/processors

respondents did not know the gross tonnage of their boats.

» Use more subcategories for size of boats for more
informed policy decisions/program planning and for
processing purposes (e.g. consistency
checks with other data items)

1971 Census of Fisheries
first to be undertaken in the country to include fishing households in its scope,
undertaken in April, 1971 together with the Census of Agriculture. Covered were operations of fishing establishments and fishing households during the calendar year January to December, 1970.

Advisory Committee was created comprised of organizations and individuals with technical experience and competence in specialized fields. Represented on the committee were the various agencies of the national and local governments.
Census Boards – to achieve cohesive and systematic coordination of government agencies and instrumentalities in the census undertakings, the President created the Presidential Coordinating Board (PCCB) by Executive Order 280. The Executive Secretary was named Chairman and the Secretary of Commerce and Industry (Trade) as Vice Chairman with the Director of the Bureau of the Census and Statistics as Executive Officer. Represented in the PCCB were heads of the Departments of Office as Executive Officer. Represented in the PCCB were heads of the Departments of National Defense, Public Works and Communication, Agriculture and Natural Resources, Education, Presidential Assistance on Community Development, and Presidential Economic Staff as members.

The Task Force on the 2002 Census of Agriculture and Fisheries (TF-CAF) was created on May 15, 2000 through NSCB Memorandum Order 006 Series of 2000 with NSO and the Department of Agriculture (DA) as Chair and Vice-Chair, respectively. Members of TF-CAF included government offices concerned on agriculture and fisheries, other statistical agencies and the academe.

Commonwealth Act No. 591 Sec. 2(c), which was approved on August 19, 1940, authorized the Bureau of the Census and Statistics (NSO in this year) to prepare for and undertake all censuses of population, agriculture, industry and commerce.
Executive Order 352, otherwise known as the Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector, provides for the conduct of CAF every 10 years by the NSO with the objective of providing government planners and policy-makers with the data on which to base their plans for the country’s development.

To cover all regions of the Philippines (except Cordillera Administrative Region), the survey also makes use of administrative records available from the Philippine Fisheries Development Authority (PFDA), as well as local government unit (LGU) - managed landing centers to complement the sampling frame of the QMFS.
Municipal fishing is the 2nd contributor of fish production among the fisheries sectors in the country contributing about 33.8 % of the total value of fish production of the country as of 2014.
Quarterly Commercial Fisheries Survey (QCFS) on the other hand, collects information on the volumes and prices of fish brought into commercial (traditional) landing centers. Commercial fishing refers to catching of fish with the use of fishing boat with capacity of more than three (3) gross tons for trade, business or profit beyond subsistence or sports fishing. Among the fisheries sectors, commercial fishing is the 3rd contributor of fish production in terms of volume and value across the years. In 2014, it contributed 23.6 % in terms of volume and 27.4% in terms of value.
QMFS and QFCS aim to generate statistics on the quantity of fish unloading and price per kilogram of fish unloaded, disaggregated by species. In addition, the QCFS also determines the reasons for high or low volumes of fish unloadings.
The QMFS will be administered to 813 municipal fish landing centers from 67 provinces, while the QCFS will be distributed to 290 commercial landing centers from 57 provinces across the country. These surveys are done quarterly covering monthly data.

Inland fishing refers to the catching of aquatic animals and plants in inland waters like lakes, rivers, dams, and marshes, using simple gears and fishing boats, some of which are non-motorized with a capacity not exceeding three (3) gross tons. This also includes fishing activities that do not require the use of fishing boats.
The 2015 QIFS will collect information from 1,285 inland fishing households from 76 provinces in the country and will generate national, regional, and provincial-level data on the quarterly volume and value of fish catch by species.

Aquaculture involves the rearing of marine species under controlled conditions in fresh, brackish, and marine water areas. The QAqS aims to generate information on the quarterly production/volume of harvest, area, and price of aquafarm produce at the national, regional, and provincial levels.
The 2015 QAqS will be administered to 6,900 aquafarms from 80 provinces nationwide and Metro Manila.
