Main Actors
The Elders:
• Decision takers and rule makers
• Entrusted by the community for taking care of it
• They take into consideration the opinion of the community when listening
making the rules
The Fishermen:
• Only men fish in the community.
• Usually the eldest sons of fishermen’s families.
• Main activity and role is to catch the fish and they give it to their wives .

Main Actors
The Women:
• Take care of feeding the family.
• Process the fish that is not used for self-consumption by drying and smoking it.
• Sell all to the merchants that come to the community (work as a group, sell at same price).
• They keep the family’s money.
The Merchants:
• Wander from fishing community to fishing community along the edge of the Big Sea.
• Buy the dried, smoked fish from the women of the communities in exchange of money
• Give the possibility of buying other things (as fabrics)
• Sell the fish in the big towns located inland
Extra: Mobile phones mean they are informed (via SMS) of different city market prices

A sea change
The Elders, convinced by their sons, they are willing to ensure 3 new things:
1) Ensuring access rights of the fishermen in the community
• Access to the traditional fishing ground by legal entitlement
• Fishermen that no longer fish have to sell or loan their fishing rights
2) Consultative decision making
• Future new laws based on consultation with the people in the community
• First consultation a week after the merchants have come to trade
3) The women of the community are the only ones entitled to possess the fish
• What a fishermen catch must to be given to his wife
• In case of not having a wife, the catch must to be given out in equal shares to the wives of
his brothers
• If he does not have brother, the fish must go to his aunts and the wives of his uncle.
