Thank you to Marc for giving us the opportunity to briefly speak to you about the Horizon2020 project “Coordination of International Research Cooperation on soil CArbon Sequestration in Agriculture” – , or , in short CIRCASA.
My name is Sophie Ittner; I am researcher in the area of agriculture & Soils at Ecologic Institute. At EI we’ve done quite a bit of work in recent years on soil protection policies. For example, we coordinated the Soil Inventory Project for DG Environment, we’ve done work in the area on Land Degradation Neutrality, and in RECARE project, which comes to an end this year, we’re lead the workpackage on impact assessment of EU policies.
In Circasa, we lead the work package on stakeholder engagement.
In the presentation, I‘ll give you an overview of the project and then outline the stakeholder engagement activities.
To start off, some background on the project:
CIRCASA is a coordination and support action.
The Project started in October 2017 and runs until October 2020.
It has global reach including 24 partners. Together with associated initiatives such as 4 per 1000, Circasa has direct outreach to a total of 82 countries, accounting for 85% of the world’s total research on soil C sequestration in agriculture.
The project is coordinated by Dr. Jean-François Soussana at INRA, and the majority of the funding is also allocated to European Partners
The overarching goal of CIRCASA is to develop international synergies concerning research and knowledge exchange on carbon sequestration in agricultural soils in the EU and globally with active engagement of all relevant stakeholders. This includes four specific objectives:
First: Strengthen the international research community on soil carbon sequestration in relation to climate change and food security;
Second: Improve our understanding in different agricultural systems and pedo-climatic conditions and its potential for climate change mitigation and adaptation and for increasing food production;
Third: Co-design a strategic research agenda with stakeholders on soil carbon sequestration in agriculture;
Fourth: Better structure the international research cooperation in this field and create an International Research Consortium.
The core approach of CIRCASA consists of three interacting work packages and is underpinned by a communication and outreach strategy (WP4) and by project management (WP5).
An online collaborative platform (OCP) will support the development of a knowledge system on soil carbon in agriculture and the communication and outreach strategy.
In the following I will give you a bit more Information on the three core work packages
WP1 focuses on strengthening the research community on SOC and to structure knowledge in an online knowledge information system. This WP is lead by Prof. Pete Smith and includes four tasks:
First WP1 takes stock of and links existing research networks and projects
Collaborating with these, WP1 reviews scientific and technical evidence and forms the scientific basis of the project
In the next step CIRCASA will develops harmonized geo-referenced data sets coming from a range of different sources
All this information will be organized in a pilot knowledge information system
In WP2, we focus on gathering stakeholder views in order to identify knowledge and research needs emerging from stakeholder perspectives and experiences.
This WP is lead by Ana Frelih Larsen and facilitates a structured dialogue with stakeholders. We gather their perspectives on SOC sequestration and the potential for soil carbon management to contribute to climate change mitigation and adaptation and the SDGs.
We also aim to identify and assess challenges and solutions for the implementation of SOC sequestration options. Finally, we´ll synthesize knowledge gaps and research needs emerging from stakeholder perspectives and their assessment of options.
Building on the outcomes of WP1 and WP2, WP3 will facilitate the establishment of a strategic research agenda and an international research consortium.
WP3 is lead by Dr. Luca Montanarella and will co-design a Strategic Research Agenda (SRA) for SOC sequestration for 2020-2025, grounded on scientific evidence and stakeholder knowledge needs.
Furthermore WP3 will explore activities, resources and governance for an IRC on agricultural soil carbon and draft a work plan.
Finally WP3 will organize preparatory meetings, prepare the implementation plan and potentially the launch.
Our approach to stakeholder engagement includes two main elements…. 1) Regional/national hubs and 2) a StAB
First, we interact with stakeholders via so-called regional/national hubs.
These are spread across11 regions in the world.
The approach for interacting with stakeholders differs across the hubs, depending on the context and the resources that the partners have available.
Most hubs don’t receive direct funding from the EU, so their activities are based on their own contribution.
The hubs are established to ensure that a broad range of perspectives are captured; however, we expect that the most active engagement will happen in Europe.
In addition to the hubs, we have a stakeholder advisory board.
The Board will support our method development, help us identify relevant stakeholders and knowledge needs and to assess challenges to the implementation of different management options.
In close collaboration with our partners an online survey is being prepared. It will first be tested in English, and translated in some cases into national languages.
In most cases, individual interviews will be conducted in different regions. And in every regional hub a workshop will be organized with key stakeholders. Consortium partners will also organize side events and participate at international and European conferences and events/stakeholder meetings.
In terms of timing in the EU:
We expect to roll out the online survey by end of April / beginning of May
We‘ll be conducting one-on-one interviews over the summer, September
The workshop will be organized sometime in late Autumn (October – November)
We‘re hoping to organize a site event during the COP in Poland in December
We are still identifying national, regional and global key stakeholder on SOC and we would appreciated if you could provide additional contacts or suggest important stakeholders for your country.
