9. Major Challenges
Some Enumerators were not given the correct information
about livestock systems because many farmers didn’t keep
proper records fear of taxation by Government.
Many enumerators didn’t have any agricultural background
and were unable to understand the livestock systems that they
found and farmers kept them at length speaking about issues
on the holding irrelevant to the interview questions.
Some herds had mixed ownership, meaning the majority of
the animals belong to the holder but he may be rearing a few
for several family members.

10. Proposed Changes
Use agricultural field Officers who have
training, for example extension officers,
livestock officers etc. to be part of the
enumeration process.
Obtain a reliable list of livestock farmers
from Livestock Division.
