• Local distribution companies (LDC) need to be notified for each individual
site; will need to complete a form for each building
• Enercare will help clients manage the submission process; however,
building owners or condo corporation must fully complete the form
‒ Enercare is not authorized to sign on behalf of the client
• Enercare is engaging with LDCs to retrieve DRC Self Declaration Forms
‒ Enercare’s day-to-day contact will be notified of available forms via email in
October

IMPORTANT INFORMATION
• Pay close attention to the number of eligible residential units entered on
each form
‒ Direct impact to amount of exemption that will appear on the bulk bill
• If there is a change to the number of eligible resident units, a new form will
need to be completed and submitted
4. Eligibility Criteria

• Bulk bill multi-residential buildings are eligible for an exemption, in whole or
in part, from the requirement to pay the DRC provided it contains at least
one “Eligible Residential Unit”
• According to Ontario Regulation 493/01 of the Electricity Act, 1998, an
“Eligible Residential Unit” means a unit that:
a) is a self-contained set of rooms located in a building or structure,
b) contains kitchen and bathroom facilities that are intended for the use of that unit
only, and
c) is used or intended for use as a residential premises.
5. Managing Form Submissions

• Enercare will assist clients to navigate through the process
‒ Coordinated effort to collect LDC exemption forms and work with LDCs to
establish a submission process
‒ Reviewing forms for completeness
‒ Submitting completed forms to the LDC on behalf of clients
‒ Tracking submissions and providing status updates for multi-site portfolios
‒ Validating that exemption has been applied to each site

1. Enercare notifies client of available forms via email (forms to be posted
online)
2. Client completes DRC Exemption Self Declaration Form for each building
3. Client submits completed forms to client.care@enercare.ca
4. Enercare reviews forms and confirms successful completion
5. Enercare submits forms to LDC and tracks progress
7. Potential Risks

• Where a DRC exemption form has not been successfully submitted, DRC
will continue to be charged to the bulk bill and flow through to the building
owner or condo corporation and residents
• Enercare requests for completed forms to be submitted by November 15,
2015 to allow adequate time for review and submission to LDC
• Forms that are submitted directly to the LDC, instead of to Enercare,
cannot be tracked by Enercare. By submitting your form to us, DRC related
billing discrepancies will be mitigated.
‒ Notify client.care@enercare.ca if you have submitted a form directly to the LDC
