LOCAL COUNCIL DEVELOPMENT
AREAS (LCDA) IMPLEMENTATION
COMMITTEE.

1. The Local Council Development
Areas Implementation Committee
has reviewed steps taken so far by
the Government of Ekiti State on the
c r e a t i o n o f L o c a l C o u n c i l
Development Areas (LCDA) in the
State.
2. The Committee is concerned
about the circulation of multiple
misleading information on the
subject, and hereby uses this
opportunity to clarify that the
Creation of Additional Local
Government Areas in Ekiti State
(Second Amendment) Law, 2021
assented to by the Governor on
Friday, August 6, 2021, lists the 16
Local Government Areas and 19
a d d i t i o n a l L o c a l C o u n c i l
Development Areas in Ekiti State,
and their respective headquarters, in
alphabetical order as follows:

3. The Committee further clarifies that
the additional 19 LCDA created by this
Law are inchoate and shall for the time
being operate as such until when the
National Assembly passes an Act
r e c o g n i z i n g t h e m a s l o c a l
governments areas as provided for
under Section 8 (5) of the Constitution
of the Federal Republic of Nigeria,
1999 (as amended).
REVIEW OF COMPLAINTS
4. Government acknowledges several
submissions received from various
interested parties on the status of
certain LCDA and wishes to make the
following clarifications:
4.1. Ajoni LCDA: Government notes a
petition concerning the location of
the LCDA headquarters and recalls the
Report of the LCDA Committee stating
that the representatives of the
communities making up the LCDA had
i n d e e d a p p e a l e d t h a t t h e
headquarters be listed as Ayedun.
Government accepted this request.
There will be no further comment on
this matter.

4.2. I j e r o L o c a l G o v e r n m e n t :
Government has decided to create an
area office in Ikoro-Ekiti to manage its
affairs and those of its adjoining
communities. The area office shall be
known as Esoobe Area Office.
4.3. Irede LCDA: Government notes
the disquiet among at least three of
the five communities that make up
Irede LCDA on the siting of the LCDA
H e a d q u a r t e r s i n I p o t i - E k i t i .
Government urges all communities to
work together in an atmosphere
devoid of rancour for the stability of
the LCDA.
NEXT STEPS
5. In furtherance of the directive of
Dr. John Kayode Fayemi, CON,
Governor, Ekiti State, that the process
for the institutionalization of the LCDA
commences immediately, the
Committee has taken the following
administrative actions:
The
5.1. Deployment of Staff:
Committee has advised the Ministry of
Local Government and Community
D e v e l o p m e n t a n d t h e L o c a l
Government Service Commission to
propose a list of suitable Local
Government staff to be posted to each
of the newly created LCDA. The list
should be presented to the secretariat
of the Committee no later than
Thursday, August 12, 2021. The
deployment of staff will commence
Friday, August 13, 2021.
5.2. M e e t i n g w i t h B e n e fi c i a r y
Communities: The Committee will
meet with representatives of the
beneficiary communities on Tuesday,
August 17, 2021. The purpose of the
m e e t i n g i s t o h a v e a s h a re d
understanding of modalities for
Government intervention as well as
the roles and responsibilities of
beneficiary communities. No more
than 5 representatives drawn from
stakeholders in the component
communities will represent each
LCDA.

5.3. Meeting with local Government
Chairpersons: The Committee will
meet with the 16 Local Government
Council Chairpersons, together with

the designated Heads of the 19 newly
c o n s t i t u t e d L o c a l C o u n c i l
Development Areas on Monday,
August 23, 2021. The meeting will
provide an opportunity for the
Committee to discuss steps taken so
far in creating the LCDA. The meeting
will also agree on a framework and
practical steps for the effective take-
off the LCDA.

6. The Committee has established a
secretariat to provide additional
information and clarification on any
matter concerning the creation of the
additional Local Governments Areas.

7. We would like to remind all
s t a ke h o l d e r s t h a t w h i l e t h e
Government of Ekiti State would leave
no stone unturned in ensuring the
successful take-off and sustenance of
the newly created LCDA, the support
and ownership of all stakeholders in
the various communities is crucial to
achieving this objective.
