Conclusions

Public Sector is facing two external conflicting and
apparently irreconcilable aspects:
• The reduction of available budget
• The growing demand for innovation.
ICT systems currently provided by Public Administration
should be renewed and made inter-operable, breaking the
PAs silos towards a strong integration based on mashups of
data coming from heterogeneous sources (Citizens, IoT
systems).
Sustainability aimed by the Smart Cities paradigm asks for a
more inclusive and participated public administration,
incorporating, through different channels, citizens into the
planning of development activities.

By developing an innovative a novel We-Government ecosystem of tools (Live) that is easily deployable in different PA and which promotes co-innovation and co-creation of personalised public services through public-private partnerships and the empowerment of all stakeholders to actively take part in the value-chain of a municipality or a territory
This ecosystem is built on or based on three paradigms: the open data, open services and open innovation paradigms.
WeLive framework components and the open government services are expected to be trialed through a two-phase pilots to be conducted in 3 cities (Bilbao, Novi Sad and Trento) and 1 region (Helsinki- Uusimaa) across Europe.
First pilot phase will start at the beginning of March 2016 and it is expected to involve up to 500 people from different stakeholders groups. We will trial the scenarios, open Government services, datasets and building blocks that were identified at the very beginning of the project as result of the different stakeholder consultation process (Stakeholders´ views will be gathered, among other means, at workshops, focus groups meetings, online and offline questionnaires, ideas contests - to collect needs and ideas from stakeholders in order to identify a set of requirements to be fulfilled by the WeLive framework) carried out in each city.
Finally, exploitable assets currently identified include a number of Public Service Applications for each pilot city
WeLive adds value in four different areas:
Area of open Data WeLive provides an open data toolset which eases to capture, transform, adapt, link, store, publish and search for data.
Area of open Services WeLive provides an open services framework based on B. blocks and app templates. These will be easily combined to give place to new services
Area of open Innovation WeLive focuses on how to pass from innovation to adoption, by democratizing the creation process through the Open Innovation Area and Marketplace tools.
Area of User-centric Services WeLive enables personalization of public service apps based on user profile and context though the Citizen Data Vault, Visual composer and WeLive decision engine element.

In this picture you may see the idea lilfecycle management currently enabled by WeLive tools. This picture shows the service co-creation approach in WeLive. It is an iterative process composed by four macro-phases: Co-experience, Co-definition, Co-development and Co-delivery.
Finally, I will conclude my presentation by sharing with you some conclusions:ç
