Actionable Points for the Implementation of NEP 2020

Introduction
The NEP 2020 focuses on :
The NEP will reshape the students into global citizens who are rooted in
their Indian ethos & values.
Invention-based, inquiry-based and analysis-based methods to help foster
greater curiosity, interest and logical reasoning in the students’ minds.
The approach of learning will now change from “what to think” to “how to
think”.
The vision of the Policy is to instill among the learners a deep-rooted pride
in being Indian, not only in thought, but also in spirit, intellect, and deeds,
as well as to develop knowledge, skills, values, and dispositions that support
responsible commitment to human rights, sustainable development and
living, and global well-being, thereby reflecting a truly global citizen.
There is a need to develop a robust policy support programme and
institutional mechanism, if we are to be serious about implementing the
policy.
It has five-point implementation plan that can be considered to help
implement NEP.
1. PM’s Task Force on Higher Education Reforms
2. National NEP Implementation Standing Committee
3. National Education Ministers’ Council
4. Integrating Institutions of Eminence (IoE) with NEP
5. National Higher Education Philanthropy Council
For successful implementation of the NEP, we will need to
• Create stakeholder incentives
• Formulate instruments in the form of legal, policy, regulatory and
institutional mechanisms
• Build reliable information repositories
• Develop adaptability across HEIs, regulatory bodies and government
agencies
• Develop credibility through transparent actions and participation of all
stakeholders
• Develop sound principles of management
NEP 2020 inter alia includes number of recommendations which will
transform the Higher Education in India. Salient features of the NEP 2020
related to Higher Education are as under:
1. Increasing GER in higher education to 50%;
2. Holistic Multidisciplinary Education with multiple or lateral entry/exit
options:
• UG Program - 3 or 4 year –research/honor degree(with project)
• PG Program – 1 or 2 year
• Integrated 5 year Bachelor’s / Master’s (not clear about multiple or
lateral entry/exit options)
3. No hard separations between arts and sciences, between curricular and
extra-curricular activities, between vocational and academic streams;
(freedom to choose interested courses/ even in SWAYAM)
4. NTA to offer Common Entrance Exam for Admission to HEIs;
5. Establishment of Academic Bank of Credit;
6. Setting up of Multidisciplinary Education and Research
Universities(MERUs);
7. Setting up of National Research Foundation(NRF);
8. ‘Light but Tight’ regulation; The NEP proposes a “light but tight"
regulatory framework embedded in a single institution-HECI, with four
separate verticals for regulation, accreditation, funding and standards. )
9. Single overarching umbrella body for promotion of higher education
sector including teacher education and excluding medical and legal
education- the Higher Education Commission of India (HECI)-with
independent bodies for standard setting- the General Education
Council(GEC); funding-Higher Education Grants Council (HEGC);
accreditation- National Accreditation Council (NAC); and regulation-
National Higher Education Regulatory Council (NHERC);
10. Expansion of open and distance learning to increase GER.
11. Internationalization of Education
12. Professional Education will be an integral part of the higher education
system. Stand-alone technical universities, health science universities,
legal and agricultural universities, or institutions in these or other fields,
will aim to become multi-disciplinary institutions.
13. Teacher Education - 4-year integrated stage-specific, subject- specific
Bachelor of Education
14. Establishing a National Mission for Mentoring.
15. Equitable and inclusive education - Special emphasis given on Socially
and Economically Disadvantaged Groups(SEDGs); -SC/ST/OBC Women
etc.
16. A separate Gender Inclusion fund and Special Education Zones for
disadvantaged regions and groups;
17. Exposure of vocational education in school and higher education system;-
A/IEDP-BPO /Call Centres /local need based jobs
18. Creation of an autonomous body, the National Educational Technology
Forum (NETF) to provide a platform for the free exchange of ideas on the
use of technology to enhance learning, assessment, planning,
administration. Appropriate integration of technology into all levels of
education.
19. Achieving 100% youth and adult literacy.
20. Multiple mechanisms with checks and balances will combat and stop the
commercialization of higher education.
21. All education institutions will be held to similar standards of audit and
disclosure as a ‘not for profit’ entity.
22. The Centre and the States will work together to increase the public
investment in Education sector to reach 6% of GDP at the earliest.
NEP recognises the importance of Stakeholder who plays an
active and vital role in the development of our nation.
Therefore, Ministry of Education has decided to get the
views/suggestions/comments of all Stakeholders on the
implementation of various recommendations of NEP. The
views/suggestions/comments received will form an integral part
of the implementation plan of NEP-2020.
• To ensure effective implementation of the NEP, 2020 in the
Higher Education various consultation process has been initiated
by use of different forum.
• An outline of the Implementation Plan covering the Actionable
Points and associated Activities as envisioned in the NEP 2020
document has been prepared for seeking suggestions from
various stakeholders on the implementation of NEP 2020
• Suggestions from the stakeholders on the Activities mentioned in
the outline of Implementation will facilitate as to how
the Activities mentioned in the Outline Implementation Plan of
NEP 2020 may be planned for implementation for achieving the
goals as per the timeline envisaged in NEP.

Applied Sciences, Sociology, Economics, Sports, Translation and
Interpretation, etc. will be established and strengthened at all HEIs.

17. Innovative curricula of all HEIs shall include credit-based courses and

19. An Academic Bank of Credit (ABC) shall be established which would
digitally storethe academic credits earned from various recognized HEIs so
that the degrees from an HEI can be awarded taking into account credits
earned.

20. Model public universities for holistic and multidisciplinary education, at
par with IITs, IIMs, etc., called MERUs (Multidisciplinary Education and

21. HEIs will focus on research and innovation by setting up start-up
incubation centres,technology development centres, centres in frontier areas
of research, greater industry-academic linkages, and interdisciplinary
research including humanities and social sciences research

22. Institutions and faculty will have the autonomy to innovate on matters of
curriculum, pedagogy, and assessment within a broad framework of higher

23. All programmes, courses, curricula, and pedagogy across subjects,
including those in-class, online, and in ODL modes as well as student
support will aim to achieve global standards of quality.

24. India will be promoted as a global study destination providing premium
education at affordable costs

top100 universities in the world will be facilitated to operate in India. A legislative
framework facilitating such entry will be put in place, and such universities will be
given special dispensation regarding regulatory, governance, and content norms on
par with other autonomous institutions of India.

foreign students will be set up to coordinate all matters relating to welcoming and
supporting students arriving from abroad.

mutually benefitted MOUs with foreign countries will be signed.

25. Vibrant campus life is essential for high quality teaching learning
process.

holistic Bachelor’s degree, in Education as well as a specialized subject such as a
language, history, music, mathematics, computer science, chemistry, economics,
art, physical education, etc. Beyond the Teaching of cutting-edge pedagogy, the
teacher education will include grounding in sociology, history, science,
psychology, early childhood care and education, foundational Literacy and
numeracy, knowledge of India and its, values/ethos/art/traditions, and more (4

80. Refer (NEP 2020 Para 15.9) Exposure to pedagogical practices, designing
curriculum, credible evaluation systems, communication, and so on will be ensured
since many research scholars will go on to become faculty or public representatives/

number of hours of actual teaching experience gathered through teaching
assistantships and other means. Ph.D. programmes at universities around the country

  • 4. Introduction The NEP 2020 focuses on : The NEP will reshape the students into global citizens who are rooted in their Indian ethos & values. Invention-based, inquiry-based and analysis-based methods to help foster greater curiosity, interest and logical reasoning in the students’ minds. The approach of learning will now change from “what to think” to “how to think”. The vision of the Policy is to instill among the learners a deep-rooted pride in being Indian, not only in thought, but also in spirit, intellect, and deeds, as well as to develop knowledge, skills, values, and dispositions that support responsible commitment to human rights, sustainable development and living, and global well-being, thereby reflecting a truly global citizen.
  • 5. There is a need to develop a robust policy support programme and institutional mechanism, if we are to be serious about implementing the policy. It has five-point implementation plan that can be considered to help implement NEP. 1. PM’s Task Force on Higher Education Reforms 2. National NEP Implementation Standing Committee 3. National Education Ministers’ Council 4. Integrating Institutions of Eminence (IoE) with NEP 5. National Higher Education Philanthropy Council

For successful implementation of the NEP, we will need to • Create stakeholder incentives • Formulate instruments in the form of legal, policy, regulatory and institutional mechanisms • Build reliable information repositories • Develop adaptability across HEIs, regulatory bodies and government agencies • Develop credibility through transparent actions and participation of all stakeholders • Develop sound principles of management
  • 7. NEP 2020 inter alia includes number of recommendations which will transform the Higher Education in India. Salient features of the NEP 2020 related to Higher Education are as under: 1. Increasing GER in higher education to 50%; 2. Holistic Multidisciplinary Education with multiple or lateral entry/exit options: • UG Program - 3 or 4 year –research/honor degree(with project) • PG Program – 1 or 2 year • Integrated 5 year Bachelor’s / Master’s (not clear about multiple or lateral entry/exit options) 3. No hard separations between arts and sciences, between curricular and extra-curricular activities, between vocational and academic streams; (freedom to choose interested courses/ even in SWAYAM)
  • 8. 4. NTA to offer Common Entrance Exam for Admission to HEIs; 5. Establishment of Academic Bank of Credit; 6. Setting up of Multidisciplinary Education and Research Universities(MERUs); 7. Setting up of National Research Foundation(NRF); 8. ‘Light but Tight’ regulation; The NEP proposes a “light but tight" regulatory framework embedded in a single institution-HECI, with four separate verticals for regulation, accreditation, funding and standards. ) 9. Single overarching umbrella body for promotion of higher education sector including teacher education and excluding medical and legal education- the Higher Education Commission of India (HECI)-with independent bodies for standard setting- the General Education Council(GEC); funding-Higher Education Grants Council (HEGC); accreditation- National Accreditation Council (NAC); and regulation- National Higher Education Regulatory Council (NHERC);

Creation of an autonomous body, the National Educational Technology Forum (NETF) to provide a platform for the free exchange of ideas on the use of technology to enhance learning, assessment, planning, administration. Appropriate integration of technology into all levels of education. 19. Achieving 100% youth and adult literacy. 20. Multiple mechanisms with checks and balances will combat and stop the commercialization of higher education. 21. All education institutions will be held to similar standards of audit and disclosure as a ‘not for profit’ entity. 22. The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest.
  • 11. NEP recognises the importance of Stakeholder who plays an active and vital role in the development of our nation. Therefore, Ministry of Education has decided to get the views/suggestions/comments of all Stakeholders on the implementation of various recommendations of NEP. The views/suggestions/comments received will form an integral part of the implementation plan of NEP-2020.
  • 12. • To ensure effective implementation of the NEP, 2020 in the Higher Education various consultation process has been initiated by use of different forum. • An outline of the Implementation Plan covering the Actionable Points and associated Activities as envisioned in the NEP 2020 document has been prepared for seeking suggestions from various stakeholders on the implementation of NEP 2020 • Suggestions from the stakeholders on the Activities mentioned in the outline of Implementation will facilitate as to how the Activities mentioned in the Outline Implementation Plan of NEP 2020 may be planned for implementation for achieving the goals as per the timeline envisaged in NEP. • Participants are required to register themselves on the platform by filling a simple registration form.

All programmes, courses, curricula, and pedagogy across subjects, including those in-class, online, and in ODL modes as well as student support will aim to achieve global standards of quality. (Refer NEP 2020 Para 12.8) An International Students Office at each HEI hosting foreign students will be set up to coordinate all matters relating to welcoming and supporting students arriving from abroad.
