Ed Thomas is a President of NHMA, Floodplain Manager, Disaster Response & Recovery Specialist, and a practicing Attorney. His primary concern is the prevention of misery to disaster victims, the public purse, and to the environment. Hazard Mitigation and Climate Adaptation through advocacy and development of locally orientated policies and procedures with a strong economic, moral and legal foundation is his chosen method of accomplishing this goal. This was an invited talk to the Oxford Department of International Development "Climate Change and the Challenges of Development Lecture Series", on my criticisms of the application of neoclassical economics to climate change. I focus on the new paper by Dietz et al. that allegedly calculates the economic costs of tipping points: Dietz, S., J. Rising, T. Stoerk and G. Wagner (2021). "Economic impacts of tipping points in the climate system." Proceedings of the National Academy of Sciences 118(34): e2103081118. (https://www.pnas.org/content/pnas/118...) Upon closer examination, this papers fails to consider tipping points in any credible way, and this is obvious in its incredible claim (in the original sense of the "not credible"), that: “Tipping points reduce global consumption per capita by around 1% upon 3°C warming and by around 1.4% upon 6°C warming" This is ridiculous: the tipping points they consider are: Arctic summer sea ice, the Greenland Ice Sheet, the West Antarctic Ice Sheet, the Atlantic Meridional Overturning Circulation (“Gulf Stream”), the Amazon Rainforest, the Indian Monsoon, Permafrost, and Ocean methane hydrates. If all 8 of these tripped--especially with a temperature 3-6°C above pre-industrial levels, we would be experiencing a climate utterly unlike anything Earth has seen for tens of millions of years. The thought that this would just reduce global consumption by just 1.4%--compared to what it would be if none of these tipping points were triggered--doesn't pass what Nobel Laureate Robert Solow once called "the smell test": "every proposition has to pass a smell test: Does it really make sense?". I show why this paper stinks in Solow's sense.

Climate change perceptions and perceived risk in the United States has become increasingly partisan, with increased belief in and support for climate change and regulation among democrats, but decreased belief and support among republicans. These divergences are partly attributable to increasingly partisan news outlet viewership and coverage. We inhabited a game theory model to recognize optimal climate change communication strategy through news media outlets. Actor strategies included whether to converse with pro- and/or anti-climate change new outlets, and to emphasize regulation, renewable energy, whether climate change is real, man-made, and/or causes harm to the United States Payoffs consisted of change in public opinion for each of the candidate topics actors can chose to emphasize. Solutions to games where players have a continuous choice about how much to pollute, games where players make decisions about treaty participation, and games where players make decisions about treaty ratification, are examined. The implications of linking cooperation on climate change with cooperation on other issues, such as trade, are examined. Cooperative and noncooperative approaches to coalition formation are investigated in order to examine the behavior of coalitions cooperating on climate change. One approach to accomplish assistance is to design a game, known as an apparatus, whose equilibrium corresponds to an optimal outcome.

"Climate Crunch" : Scenarios for the global economic environment. The recently published Global Risks 2014 report of the World Economic Forum identifies environmental risks as highest in terms of impact and likelihood. Those risks include both natural disasters, such as earthquakes and geomagnetic storms, and man-made risks such as collapsing ecosystems, freshwater shortages, nuclear accidents and failure to mitigate or adapt to climate change. Failure of climate change mitigation and adaptation is the fifth top risk concern according to multi-stakeholders communities (see figure beside). Climate change is evidence proven and this paper doesn’t intend to explore the causes. However, one can state that climate change is a systemic problem – it is one that touches all the others. As such by its systemic nature, it can cause breakdowns of entire systems and not only a component part. (

This study aims at finding out how Non Governmental Organisations (NGOs) perceive this issue and what roles they play in the fight against this phenomenon and in its formation in order to contribute to this domain and analyse contributions of Non Governmental Organisations to the international law on climate change. Results show that consequences of climate changeare visible and real. Thus, NGOs such as Friends of the Earth, Greenpeace, World Wild Funds (WWF), World Watch Institute (WWI) and Sierra Club emerged in the mode of the international law, bringing an effective participation in international negotiations by cooperating with States and by sensitizing citizens and political decision-makers. For this purpose, the United Nations Framework Convention on Climate Change (UNFCCC) was adopted in 1992 and the Kyoto Protocol in 1997 as well as several other multilateral treaties during different Conventions of Parties (COP). However, this struggle is opposed by industrialists and other States that protect their short-term interests and support the idea that climate change mightnot exist or climatic change is not due to men, but rather to natural phenomena. That is why NGOs have to actively play their role of pressure to call out to decision makers and populations on consequences of the climate change so that we can attenuate this phenomenon because the more we are doing nothing today, the more difficult it will be to avoid the consequences tomorrow.

The media are important part of civil society, reflecting different voices, competing interests and the clash of opinions within it. They should do more to help articulate needs and demands, shape opinion and attitudes, and provide a vehicle for political and cultural expression.

Given these figures, only 26.7% of the total participants have been trained while 69.8% have never been trained. 15 out of 24 (62.5%) who report education beat have never been trained on education reporting. 70.6 of those who report general beat have never been trained on education reporting. Thus, the relevance of JDP in equipping journalists with information cannot be over emphasized.
