The STAR Program is AFCEA NOVA’s seminar series for Government/Military employees that are
in the process of career transition.
The event will offer attendees the opportunity to gain insights and lessons
learned from others who have successfully made the transition. It also offers

This breakfast event is for our officer and enlisted members who are either
retiring or leaving government service for the private sector in the next 12
-18 months, and is intended to build upon the information provided by the

Byron Bissessar, Master Gunnery Sergeant, US Marine Corps, (Ret)
Byron Bissessar retired in 2011 after completing 30 years of active duty service, which included several Combat tours, with his final
three years as the 1st Communication Chief for the USMC, where he was the Senior Enlisted, and Technical Advisor to the Director
of Command, Control, Communications and Computers (C4), Chief Informations Officer (CIO), and Deputy CIO MARFORCYBER for
the United States Marine Corps. He is employed with NT Concepts as a Program Manager, responsible for several projects within the
Department of Defense.
Debbie Filippi, SES, DOD (Ret)
Former Director, DOD/VA Health IT Accounts for CSC, previously served as the Director, DOD/VA Interagency Program Office and
as a Director, Federal Information Sharing Executive for DOD. Served as the Deputy CIO, US Marine Corps providing IT/IA and
Information Management budget, policy and technical advisor for $2B Service C4 and IT portfolio.
Lieutenant Bryan Harris, USNR
A native of Alexandria, Virginia, Lieutenant Bryan Harris graduated from the United States Naval Academy in 2007 with a Bachelor
of Science Degree in General Engineering. Lieutenant Harris completed his division officer tours aboard the destroyer USS OSCAR
AUSTIN (DDG-79) as the Repair Division Officer, Damage Control Assistant, Ordnance Officer, and Strike Warfare Officer and then
aboard USS DWIGHT D EISENHOWER (CVN-69) as Tactical Action Officer and OI Division Officer. Lieutenant Harris served as a Navy
Operations Center Watch Officer and Current Operations Briefer for the Chief of Naval Operations in the Pentagon. During this tour
he functioned as the primary operations briefer for the CNO as well as the deputy CNO (N3N5) and operated as a liaison between
OPNAV Staff and Joint Staff. Lieutenant Harris has since transitioned into the Naval Reserves where he still serves in this capacity on
an as needed basis for active duty support and crisis situations.
Tim Kirk, Director, Government Services, Supremesoft Corporation
Tim Kirk, Master Gunnery Sergeant (Ret.), U.S. Marine Corps (1986-2012). Tim is the Director, Government Services for Supremesoft
Corporation which offers IT Professional Staffing and Technology Consulting Services. Tim served in the Marines as an Engineer,
Motor-T Mechanic, and the final 12 years as a Career Recruiter. Tim is an exceptional communicator and facilitator. Tim develops

SCHOLARSHIPS
AFCEA NOVA provides over 30 merit-based scholarships each year, to qualified students who are pursuing degrees or advanced training
in technology-related fields supportive of our national security. Since its inception, the AFCEA NOVA Scholarship program has awarded
more than $1,000,000 to over 400 recipients.
Scholarships are for $2,000 for full-time students, and $1,000 for part-time students, paid over the course of two semesters, and can be
applied to undergraduate degree programs, graduate degree programs, or a certificate.
